Investigative Committee stops criminal prosecution of former bankers Vladimir Stolyarenko and Alexander Bondarenko, accused of embezzling assets worth 3.7 billion rubles – the case has expired, Kommersant found out. The victims are asking for the case to be reopened.
What happened
Vladimir Stolyarenko is the former chairman of the board of directors of JSCB Evrofinance Mosnarbank, Bondarenko is his deputy. The victims in the case are their business partners – developers Sergey Glyadelkin and Igor Tkach.
The investigation believes that in 2009 the former bankers entered into a criminal conspiracy with Elena Glazkova, the general director of Bor-reconstruction LLC. Together with the Avenue Group of Sergey Glyadelkin, the company built an elite house on Novy Arbat, 27.
Glazkova, Stolyarenko and Bondarenko removed 17 apartments from the company’s property – the damage is estimated at more than 3 billion rubles. Then several more buildings were erected. Using connections with employees of the central office of the FSB, the participants in the case pulled off another scam, forcing the partners to sell their shares in the development company.
The investigation began in 2018. The deputy head of department “K” of the SEB FSB was detained Dmitry Frolovmajor of department “K” of the SEB special services Andrey Vasiliev (they were fired even earlier) and the head of the “banking” department, Glyadelkin’s chief, Kirill Cherkalin, who found assets worth 6.5 billion rubles. Cherkalin was sentenced to seven years in 2021. Frolov’s case is still under consideration.
Now what
In December 2021, the court dismissed the case against Vasiliev at his request due to the expiration of the statute of limitations. Such a decision was made by the Investigative Committee in the case of Vladimir Stolyarenko and Alexander Bondarenko – they could not be found.
According to Kommersant, Stolyarenko left for Nice in 2014, and Bondarenko went to Naples in 2018. With the termination of the case was withdrawn seizure of multi-billion dollar property Vladimir Stolyarenko and his relatives.
At the same time, the victims intend to appeal against the decision of the Investigative Committee. According to their calculations, the statute of limitations for the first crime expires in September 2025, and for the second – in January 2028.
