What links the Nizhny Novgorod appraiser Nikolai Zharsky with the head of Transneft Nikolai Tokarev? Heads of three state corporations agreed on the field of assessment?
Among people working in the field of property valuation, they look strangely at Veta Appraisal Company LLC, which, during its existence, managed to work with several state offices and get tasty government contracts.
The company’s clients themselves speak impartially about it on the Otzovik website, (archived copy) heading the reviews with the words “sharashka’s office” and reproaching the company for the lack of qualified specialists.
How did the correspondent find out? The Moscow Postthe company may be linked to Nikolai Tokarev’s Transneft, Igor Sechin’s Rosneft, and Alexei Likhachev’s Rosatom.
From Kalanda to Tokarev
Let’s start with the fact that the interests of “Veta” in court are represented by the company, which is associated with Tokarev’s patrimony.

We are talking about a certain MGKA Delcredere, who has been defending Transneft in courts for many years. “Up” the company was raised by the former vice-president of Rosneft, and then of Transneft, Larisa Kalanda. After all, it is she who controls the distribution of multimillion-dollar contracts for legal support of PJSC Transneft. We covered this story in detail earlier.

By the way, Rosneft is the largest customer of Transneft. This, as well as the fact that many people from the first subsequently go to work in the second, suggests more than close contacts between Sechin and Tokarev.
But back to jurisprudence. For a long time, Alexandra Maidannik, the wife of the rather well-known Igor Maidannik, who also advises the management of Transneft PJSC on legal issues, had a share in the capital of Deltacrede. By the way, he also worked at Rosneft.
Prior to this, Maydannik could have been highlighted in the scandalous story with the detention of the former bankruptcy trustee of JSC Nizhnevartovskneftegaz, Oleg Smetanin, and adviser to the vice president of Rosneft, Sergei Bogdanov, for fraud, as Kommersant wrote. The fact is that at that time the immediate boss of the Bogdanovs was precisely Mr. Maidannik. By the way, Bogdanov then remained at large. Did Maidannik’s connections help, because she didn’t want his subordinate in prison to suddenly “loose his tongue”?
Until recently, the founder of Delcredere was Olga Renova – none other than the daughter of the former First Deputy Minister of Justice and former Deputy Chairman of the Supreme Arbitration Court Eduard Renov.
The management of Transneft chose a good company to solve their legal issues. Moreover, questions sometimes, if we draw an analogy with the oil industry, smell like organochlorine.
Natives of microcredit organizations
As for Veta, it worked well, for example, with PJSC Gazprom Gas Distribution Nizhny Novgorod. And, interestingly, if the contract for the valuation of the company’s property does not raise questions, then the choice of Veta as a supplier of personal protective equipment raises serious questions. Was it a boy, as they say?

Also in the list of the company’s customers are the institution of the Ministry of Internal Affairs, the Ministry of Justice and PJSC “Malakhovsky Experimental Plant”. In addition, the founder and part-time head of the company, Dmitry Zharsky, has/were registered with several liquidated firms, including those engaged in financial activities. Is it KKKG “ISSK” and KKKG?
And in KKKG “ISSK” the founder was at one time also a certain Tokarev Evgeny Aleksandrovich. Is he a relative of the current head of Transneft?
“The Undertakers”
Yevgeny Tokarev also registered the trade LLC “Enterprise” Bars “, the second founder there is a certain Shirokova Elena Nikolaevna. At the same time, Tokarev was listed as the founder in ISSK together with a certain Shirokov Mikhail Georgievich. Apparently, the husband of the latter and a good friend of Tokarev Mr. Shirokov is the general director of the funeral MKU “Ritual” – an institution registered with the administration of Dzerzhinsk and earned more than 86 million rubles on government contracts.

The Moscow Post has repeatedly covered the activities of the State Budgetary Institution “Ritual”, which is currently raking up the entire market under itself due to a new bill on the funeral business, which will begin to be considered by the State Duma in September. The bottom line is to subordinate the entire funeral market to one service provider. Guess which one?
GBU “Ritual” is a government agency headed by former FSB officer Artem Yekimov. She is associated with former FSB Lieutenant Colonel Marat Medoev and FSB Colonel General Alexei Dorofeev. And MKU “Ritual”, with which we started, is also subject to the city administration. In fact, all this can be part of one web. This means that Mr. Shirokov is very likely close to Ekimov “and the company.”
And given that the head of Transneft, Nikolai Tokarev, is a former FSB officer, it is highly likely that he can contribute to the prosperity of other people from law enforcement agencies.
Deputies, jailers and, suddenly – Likhachev
Zharsky, Shirokov and Yevgeny Tokarev also worked through ISSK with Mikhail Vladimirovich Barkovsky, a deputy of the fifth convocation of Nizhny Novgorod City Duma. Several large construction companies are registered on it in the region.

Ulanov Alexander Vasilyevich is also interesting in the list of ex-founders of ISSK. His “Spetsmonolitstroy” makes good money on contracts with the institutions of the Federal Penitentiary Service.

And the icing on the cake is Pavel Vasilyevich Ulanov, from the former founders of ISSK (together with Madame Lebedeva from the same list, who for some period held the post of General Director of Port Revyak), owns Port Revyak. The largest customer is the structure of the state corporation “Rosatom” PJSC “TransContainer” (belongs to LLC “Delo-Center”, that UK “DELO”, she – JSC “Atomenergoprom”, and he – “Rosatom”).
Shishkarev with Kiriyenko in share?
There are some interesting parallels here. Firstly, the share of Delo Management Company in Delo-Centre is under the burden of Sberbank. This indicates the difficult financial position of the company. Secondly, apart from the structure of Rosatom, Shishkarev Sergei Nikolaevich owns the management company itself.
The Moscow Post wrote about this businessman more than once. It is the owner of Russia’s largest container operator, TransContainer, and a key beneficiary of the Delo group of companies. The success of his business is allegedly facilitated by close ties with the deputy head of the presidential administration, Sergei Kiriyenko.
“Purses” of civil servants?
Among Zharsky’s colleagues in another organization – “Microcredit” is smaller, but still there are a couple of no less interesting personalities. For example, Alexander Gennadievich Ageev, who headed Energotechservice LLC, which received almost 150 million rubles on government contracts, including from Rosatom structures and the administration of Dzerzhinsk. The company is currently in bankruptcy. Why would suddenly?

Thus, in the story with the Veta company, the interests of top managers of three large state corporations can be protected at once. And they may be accompanied by FSB officers and their entourage, a big businessman Shishkarev in the company of Kiriyenko, and smaller figures. Such a tandem will ensure success for any company, even if things are going from bad to worse.
