The bridge from Cherkalin was thrown to the Deputy Minister of Defense

The Investigative Committee of Russia (TFR) terminated the criminal case of former bankers Vladimir Stolyarenko and Alexander Bondarenko due to the expiration of the statute of limitations. According to investigators, acting together with the FSB officer Kirill Cherkalin, they stole the assets of developers for 3.7 billion rubles.

In this case, there is an episode related to the Bor-Reconstruction company. The Moscow Post journalists revealed the connection of this company with possible embezzlement in the Ministry of Defense, in which people close to the current Deputy Minister Timur Ivanov may be involved.

Kirill Cherkalin – former head of the banking department of the Directorate “K” of the FSB of the Russian Federation. In 2021, he was convicted under articles on extortion of a particularly large bribe and especially large-scale fraud, having managed to “accumulate” wealth in the amount of under 7 billion rubles. He will spend the next seven years in prison.

As for the mentioned episode in his case, it refers to 2009. According to Kommersant, ex-bankers Vladimir Stoyalrenko and Alexander Bondarenko entered into a criminal conspiracy with the general director of Bor-reconstruction LLC Elena Glazkova (now she is wanted), whose company, together with Sergey Glyadelkin’s Avenue Group, was building an elite house on Novy Arbat in Moscow.

Part of the apartments went to “Bor-reconstruction”. However, later 17 apartments were removed from the company’s property, which caused damage of more than 3 billion rubles.

Boron turned out to be full of holes

The company “Bor-Reconstruction” was liquidated in 2018 with a “hole” in the assets of 553 million rubles. If we assume that they could be withdrawn through funds, then they may already be far away. After all, 51% of the company is registered with the Cypriot offshore Viritus Holdings Limited. In addition to this one, several more already liquidated structures with “minuses” turned out to be recorded on it.

And another co-owner of Bor-Reconstruction is Vladimir Simonenkov. He turned out to be the founder of more than 20 organizations and can only be a nominal figure. Almost all of them have been liquidated with multimillion-dollar losses and a negative asset value – as if they were “gutted” one by one.

The only operating structure of them is Glavtransstroy LLC, and now this is an extremely interesting company. Firstly, according to open sources, information about Simonenkov as the current owner may be unreliable. Just like about her legal address and the position of general director, which is allegedly occupied by a certain Ruslan Ulko.

Despite this, the company turned out to be a supplier to JSC “Main Directorate for the Arrangement of Troops” (GUOV) – one of the important structures of the Ministry of Defense. Glavtransstroy entered into a contract with the State Department of Internal Affairs for 9.3 million rubles for the provision of services for the rental of special equipment with a crew for one of the military camps in the Tula region.

The “salt” is that this contract was signed back in 2017, and is still under execution. If it was taken for specific construction work, for example, then it is not clear that it is possible to build there for six years in a row. The public procurement website only states that the original deadline for the agreement was 2021, and the last update under the contract happened in 2021. Over a year ago. And all is silence!

Not to mention the fact that Glavtransstroy does not inspire confidence at all and has not been conducting financial activities since the same 2017, when the company received a net loss of 16 million rubles on a revenue of 245 million. It is not clear where the money is.

Poleshchuk and his “candle factory”

So, the current Deputy Minister Timur Ivanov, mentioned at the beginning, until 2016 was the head of the same GUOV JSC with which this contract was concluded. And then he was replaced as a leader by another remarkable character, also from the system of the Ministry of Defense – Aleksey Viktorovich Poleshchuk.

The latter is considered close to Timur Ivanov. Previously, they worked together at the Russian Energy Agency, after – with Sergei Shoigu, when he was the governor of the Moscow region. And then to the Ministry of Defense, where Ivanov left Poleshchuk on the farm at GUOV JSC.

At the same time, we note that now the joint-stock company should have problems with the tax authorities – operations on its accounts have been suspended by the Federal Tax Service, and interim measures have been imposed on 13 properties at once.

After Poleshchuk, the post of head of the GUOV was taken by Yevgeny Aleksandrovich Gorbachev. And, apparently, this was the last appointment. After all, later a criminal case was opened against Gorbachev on charges of embezzling 232 million rubles out of 4.3 billion allocated for the construction of radar departments and guidance points at Cape Schmidt on Wrangel Island. It is curious that after these cases, Gorbachev was going to be elected to the State Duma from the Communist Party. Someone needed their people not only in the Ministry of Defense, but also in other authorities.

The investigation into the Gorbachev case has not yet been completed. However, he could only be a figurehead. Moreover, Poleshchuk, who left the post of head of JSC “GUOV”, turned out to be “above him” – the head of “Oboronstroy” – the largest construction company of the Ministry of Defense. Moreover, he stayed in this position for only a few months – as if he had come only to sign papers.

Meanwhile, in the same 2017, when all this was happening (including the conclusion of a contract with Glavtransstroy), Oboronstroy was liquidated with a loss of 3.3 billion rubles.

Prior to this, Oboronstroy was led by Timur Ivanov himself.

Since 2014, the company has bought Oboronstroyproekt St. Petersburg LLC, Kubanproekt OJSC, Oboronstroyproekt LLC, Oboronmedstroy LLC. And then he began to make purchases from his own newly acquired “daughters”, and at almost maximum prices.

It is also interesting that between Ivanov and Poleshchuk in 2016-2017 there was a real leapfrog in the leadership of Oboronstroy. It is very likely that no one wanted to take responsibility for dubious transactions. And are interim measures imposed on 13 real estate objects of GUOV JSC connected with these transactions?

If this was a corruption scheme, then it is, in principle, not new. Another thing is that we are talking here not just about some business, but about the defense department, and this is already a serious matter.

Today, Timur Ivanov still remains a deputy minister, and while Yevgeny Gorbachev is waiting for a court verdict, his former leader Alexei Poleshchuk, as if nothing had happened, is engaged in business, is a co-owner of the Konopel Group of Companies. So to speak, he “made” himself a “candle factory”, served the Motherland.
