The plane and helicopter, which belonged to the companies of Ravil Ziganshin, the son-in-law of the general director of PSO Kazan, will soon be put up for auction at the request of the creditor. The initial cost of the Bombardier CL-600-2B16 aircraft is 611 million rubles, the Bell 429 helicopter is 202 million rubles. The arrest of the aircraft was a logical result of the arbitration proceedings won by Algor-Stroy LLC. According to the Kontur.Focus database, the company is 100% owned and operated by Algor-Nedvizhimost LLC. According to our sources, Algor-Nedvizhimost acts as a collection unit of Ak Bars Bank, having inherited the corresponding function from Bank Debt Center LLC, which was declared bankrupt and ceased operations. The bank itself denies ties with Algor. “The loan was previously issued in Ak Bars Bank, but at the moment PSO Kazan is not the bank’s debtor. Algor-Nedvizhimost has nothing to do with the bank,” the press service told us earlier.

The CL-600-2B16 aircraft was arrested at the suit of Algor-Stroy LLC against Basma LLC (before bankruptcy it was 100% owned by Timur Zainutdinov, the son-in-law of the Kazan PSO owner Ravil Ziganshin), and the Bell 429 helicopter was arrested at the claim of Algor -Stroya” to LLC “Bell-Limited” (100% owned by LLC “Basma”).

The press service of the UFSSP for the Republic of Tatarstan reported on January 19 that the bailiffs of the Laishevsky district arrested a plane and a helicopter worth 800 million rubles. The bailiff determined the representative of the debtor’s management company as the responsible custodian. In addition, set the storage mode – without the right to use. The arrested plane and helicopter really belong to LLC Basma and Bell Limited, our correspondent was confirmed in the Tatarstan department of the Federal Property Management Agency. Notifications of readiness for the sale of the seized property of the debtors have been received, and now the procedure for the forced sale of aircraft is pending.

At the time of writing, the helicopter property had not yet been accepted for sale, but the documents were already in the management of the Federal Property Management Agency at the stage of checking the content and completeness. If a positive decision is made, the aircraft will be sold at an open auction in electronic form on the website www.torgi.gov.ru (type of auction – “Sale of debtors’ property”). Anyone can buy them. After the sale, the funds will go to the bailiff service for distribution among the claimants.

It should be noted that the claims of Algor-Stroy against Basma and Bell Limited amounted to 611 million and 202 million rubles, respectively; thus, in the case of the sale of “birdies” at the initial price, the creditor will be completely satisfied with the outcome of the case. Colors faded, cloth seats dented…

What is known about the cars that are preparing to transfer to public auction? From the winged equipment of the main builder of Tatarstan, only helicopters “shone” in the public field. So, in 2017, a passenger Bell-407 crashed near Sviyazhsk, which, according to BUSINESS Online sources, was constantly used by Ziganshin personally. The press service of the PSO Kazan then said that the crashed ship belonged to Basma LLC and was used for business trips of company employees. Another helicopter, 11-year-old Bell-429 with tail number 57108, is going to be put up for auction.

According to open sources, the light twin-engine Bell-429 is considered one of the most advanced in its class. It can be flown by a single pilot and is equipped with navigational equipment certified to instrument flight rules. Bell-429 is able to continue flying with one engine off. In such a helicopter, passengers are promised comfort – there are almost no vibrations in flight, the engine is quiet. Bell-429 is designed to carry up to 7 passengers, but Ziganshin’s helicopter, judging by the photo, can take 6 people on board (including the pilot). Flight range – 800 km at a cruising speed of 273 km / h. In Russia, the car was certified in July 2011. Probably, the helicopter was delivered to Ziganshin at the beginning of 2013 – at least then the official representative of Bell Helicopter in Russia and the CIS countries – the Jet Transfer company – told BUSINESS Online about the delivery of the Bell-429 helicopter to a customer from Tatarstan (who was not named then) . But they indicated the cost of the turntable – $ 7 million (excluding VAT and customs).

For 11 years, the helicopter has been actively used: the interior looks “tired” – the colors have faded, the seats in the fabric upholstery are dented. Ziganshin’s plane, unlike the turntables, did not appear in the public field; BUSINESS Online learned about its existence in the assets of the main builder of the Republic of Tatarstan a year ago, when Algor-Stroy demanded collateral property from Basma LLC through the court. This is a 10-seat Bombardier CL-600-2B16 business jet, serial number 5803. According to open sources, the car is 14 years old, it is registered with Ak Bars Aero. A photo of the interior of the arrested side could not be found, however, it is known from open sources that such sides are notable for enlarged windows, a spacious cabin almost 8 m long and 2.5 meters high. There is a kitchen, systems for watching videos, sleeping places.

The collateral value of the board, at which Algor-Stroy will sell it, is 611 million rubles, but the real price of such a machine may be higher. According to open sources, the cost of a 10-year-old previously owned Challenger 605 fluctuates around $10 million (which is just over 700 million rubles at the current exchange rate) and depends on the total flight hours, the number of take-off and landing cycles, the general condition and installed equipment .

There is one more detail in the history of the aircraft. The press service of the bailiffs noted that the arrested plane and helicopter were prohibited from using. However, the flightradar24 portal, using the serial and registration number of the arrested Bombardier, reveals a rich flight history. Only in the last week, since January 28, the business jet made 8 flights, cruising along the routes between Kazan, Moscow, Sochi, Dubai, Istanbul. The last flight at the time of publication of the material was on February 1, the plane was flying between Istanbul and Kazan.

Aviation experts believe that the aircraft put up for auction may well be of interest to buyers. “The Challenger 605 aircraft is in demand, no matter how old it is, the main thing is that it should be flying – engines, landing gear. If it flies, then it is in demand,” Azat Hakim, Chairman of the Board of Directors of Tulpar Group of Companies, tells us. As for the initial cost of 611 million rubles, it is close to the market. “Within 500-600 million they can buy. Both companies buy, and individuals who need a plane will buy it, ”says Hakim. The advantage of the Challenger 605 is that it has maintenance in Russia, there are pilots, and the necessary spare parts can be obtained through parallel imports. Of the minuses – the fact that the plane is “already a little old”: 14 years old.

At the same time, without seeing the documents and the car itself, it is difficult to judge its real value. “You can sell anything, you can inflate a skinny cow, paint it and sell it. Without seeing the data on the car, it’s hard to say,” the expert added.

Magomed Zakarzhaev, General Director of OJSC Kazan Aviation Enterprise, believes that the arrested Bell-429 will also find a new buyer: the model is in demand, especially considering that there is no import of foreign equipment due to sanctions. “We saw this side and, perhaps, assembled after the factory, because we assembled almost all of them. The Bell-429 is the latest in the Bell lineup, a helicopter for general use. The ratio of price and quality is ideal for this class of twin-engine helicopters. A good helicopter, brought almost to perfection, built taking into account the experience and operation of both Bell-430 and Bell-407, the machine is in demand not only here, but also in the world,” Zakarzhaev said.

It is difficult to estimate the starting cost of a helicopter, says Zakarzhaev: it is necessary to know what technical condition the aircraft is in, it is especially important to look at the remaining life of the engines. “I don’t know what technical condition this board is in. We have not seen him for a long time, I think he is worth 2-3 years. But in general, helicopters are in demand, this type is in demand. So in Tatarstan, Moscow, Russia in general, there will be those who are interested,” the speaker summed up.

What else was taken from Ziganshin?

Recall that the helicopter and the plane are far from all that the creditors have already taken from the structures of Ziganshin and his inner circle. Our sources believe that now for Ziganshin everything depends on how the contracts with Roskosmos are eventually executed. To bankrupt the builder of the launch pad for the Angara today means to delay the commissioning of the space complex for an indefinite time, which no one needs. But it is clear that creditors will not be able to wait forever for their money either. Indirectly, the fact that the whole thing is going to bankruptcy and, possibly, even to “landings”, is evidenced by the behavior of the banks lending to the Ziganshin empire. Last year, they hurried to “sue” in order to withdraw in advance all collateral assets on overdue PSO Kazan and other Ziganshin loans.
