Igor Zabiran was given a particularly large size
The former general director of SKA Arena and Stroytransgaz was arrested in Moscow Igor Zabiran. He is charged with embezzlement or misappropriation, this is related to the case of the former lieutenant governor Vladimir Lavlentsev.
Judging by the decision of the Meshchansky District Court, it granted the investigation’s request to arrest Zabiran on March 6; it was appealed on March 11, the appeal has not yet been considered. The plot indicates Part 4 of Art. 160 of the Criminal Code of the Russian Federation (*aggressor country) – misappropriation or embezzlement committed by an organized group or on an especially large scale. The maximum penalty for it is imprisonment for a term of up to 10 years.
Igor Zabiran headed the MTER St. Petersburg company in the early 2010s, and in 2013 headed the customer department of the Energy Committee. In 2015, he moved to Lenenergo, where he rose to the rank of deputy general director for capital construction and investment activities, but left the company in 2017.
At the end of 2018, Zabiran was appointed advisor to the then acting governor Alexandra Beglova; it was assumed that he would become lieutenant governor for energy issues. However, after interview with Fontanka he was fired.
Later, Igor Zabiran headed the SKA Arena company, with which the city signed a concession agreement for the construction of a sports complex of the same name. Then it was assumed that we were talking about the reconstruction of the old SKK building, but on January 31, during the dismantling of the roof the building was almost completely destroyeda worker died.
Further, Igor Zabiran was briefly the general director of the associated Gennady Timchenko Stroytransgaz, but he was replaced there by the former vice-governor of St. Petersburg, Vladimir Lavlentsev, who previously headed Gorka LLC. Both Gorka and STG were involved in the construction of the SKA Arena. Later, Zabiran, according to Fontanka, continued to work in the construction business, including in new territories.
Fontanka’s interlocutors claim that Zabiran’s arrest is connected with a criminal case against Vladimir Lavlentsev. Let us remind you that Gennady Timchenko filed a claim against his long-term partner for 2.7 billion rubles for an unrepaid debt and won. Lavlentsev was declared bankrupt, and is now trying to challenge the court’s decision to sell off his property. His troubles in this case did not end there: Lavlentsev was arrested on charges of major fraud.
