Petro Poroshenko evaluates the product range for the military
In late 2014, the Ministry of Defense named the private companies that operate in the military.
Tse TOV “Avika”, TOV “Admet-group”, TOV “Ukrprodacord-OR” and PP “Artek-Soyuz”.
The stinks began to creep in from the soldiers’ quarters even within hours of the “family” defense ministers Mikhail Yezhel and Pavel Lebedev.
Parts of similar regions were assigned to the Dnipropetrovsk “Avika”, to the boyar “Admet” – to the outer regions, to the Bilotserkiv “Ukrprodakord” – to the pivnichny ones, to the Odessa “Artek” – to the pivdenny ones.
During the 2013 period, these companies earned from the army a maximum of 400 million UAH for all, during the 2014 war period – 0.5 billion UAH.
In 2014, all contracts were awarded without tenders. Initially – through the lobbying of the “evil” power from the law on the budget for 2014, and later – through war. The new government could not interrupt the food of the soldiers before the enemy arrived.
For the sake of experts, Ministry of Defense officials, under the hour of agreements, conduct competitive purchases in which to select the best companies.
However, it seems that in 2015 the ministry will have a new structure in favor of named companies, and even through unemployment.
Licorice contracts
In 2015, Minister of Defense Stepan Poltorak (read more about him Stepan Poltorak: the new Kuchma needed a new Kuzmuk) stipulating that until 12 p.m. there will be open bidding from representatives of the population, the press and control authorities, in order to recruit the closest organizers of the army’s food supply.
In fact, as of December 10, 2015, the Volunteer Department of State Procurement of the Moscow Region announced a low bid for the food supply of armored forces of the foreign war effort of over 866.5 million UAH. Contracts with potential negotiations were planned to be signed for the period from 1st quarter to 31st April 2015 with further extensions.
It is difficult to understand that the monthly budget for organizing food for the army in 2015 was 216.6 million UAH or 2.6 billion UAH for the river. For such huge sums of money, the contractor is willing to grab soldiers from military units throughout Ukraine and deliver products to the ATO zone at the last point.
There were no trades for 10 years. The Purchasing Department has decided to move them to December 19th. The reason is that “Avika” sent a request to clarify the details of participation in the auction. The Procurement Law conveys the right of potential bidders to withdraw additional information.
The sales assistant will take three days to provide such information. If the broker does not respond, trades will be postponed at least to the present day. “Avika” bring drinks on Friday. The week requires a confirmation. “It’s not realistic, so the auction will have to be postponed,” said Dzherelo in the office of the Ministry of Defense.
So, the participants in the auctions took away the mechanism of the auction. Avika director Irina Getman will deny this version. “We want the bidding to take place openly and honestly without corruption. If such tenders were to take place, we are obliged to provide clear indications for the supply of food, and not signatures from the tender documentation,” she said.
After Avika, other companies, as well as the current contractor Admet Group, contacted the Ministry of Defense for clarification. This company tried to explain its position, but did not do so. According to information from the “Bulletin of Sovereign Purchases”, bidding for food has been postponed until March 16, 2015.
Is there a need for today’s contractors to reschedule tenders? By protracting the trades, you do not deprive yourself of additional guarantees of victory. You are rejecting the 99% guarantee on the licorice contract from the Ministry of Defense through the completion of terms.
The author of the Ministry of Defense’s proposals for the 2015 budget dated 16 April 2014, signed by the first intercessor of the Minister of Defense Ivan Rusnak, to ensure an uninterrupted continuation of services with the same companies.
The Cabinet of Ministers has taken into account the lines. The law on the budget for 2015 allowed the Ministry of Defense to continue all agreements for 2014 until 31 March 2015.
The old beginnings of the new army
The Department of Purchasing of the Ministry of Defense will reschedule purchases. Since no new agreements will be signed until the end of the month, Ukrainian soldiers will go hungry on January 1, 2015. I want to make sure I don’t lose it.
Diana Petrenya, who worked for the Ministry of Defense through volunteering, says: if tenders are not possible, contracts will be signed with contractors in 2014 through the negotiation procedure. “We would like to try to get new information from the company during the negotiation procedure,” she added.
Now, in the hour of war, contractors have come to light in new scandals. As the Supreme Court Commission established at this time, for the sake of checking the vicarious costs, overextended by the citizens to support the army, the main companies that provide food services deal with budgetary organizations.
According to the data of the State Tax Inspectorate, the main turnover of Admet-Group began in early 2013, after the first victory at the tender.
According to the press service of the Prosecutor’s Office of Volina, investigations in the territory of radioactive contamination in the Manevitsky district did not deprive the Admet Group of dairy products worth 309 thousand UAH.
The Ministry of Defense stated that there are no claims prior to service by the companies “Avika”, “Admet-group”, “Ukrprodacord-OR” and “Artek-Soyuz”.
In an informal discussion, representatives of the department explained that the internal system for monitoring the quality of food services within the Ministry of Defense structure does not work. The new control system is not being implemented by the volunteer landing force.
Also, regardless of all the scandals, one can predict that the trades will still be canceled legally, and new contracts will remove the guesses of the companies from the Yezhel-Lebedev pool.
