He asks to recognize as illegal two decrees of the Administration of the village of Tyotkino from November 2023 on the right to receive payments to Shashenkova and to return 6.8 million rubles to the budget.

According to the publication, the prosecutor is asking to partially recognize the order of the Kursk Region Construction Ministry from December 2023 as illegal. It approved lists of residents of the region who can claim payments for shelling from Ukraine. This list included two apartments of Shashenkova, the payment for which amounted to 6.8 million rubles.

The prosecutor justified his position by the fact that the deputy, although she owns housing in the village, has long been registered and lives in Kursk, while payments are only due to people permanently residing in the damaged houses. In his opinion, the conditions for a one-time payment for one lost residential property were also violated – the victim allegedly managed to receive money for two residential properties at once. The publication also points out that the local Investigative Committee has begun its investigation into this case.

What is known about Lyudmila Shashenkova

Lyudmila Shashenkova is 64 years old and comes from the village of Tyotkino, which suffered from the Ukrainian Armed Forces strikes. The local press calls her the richest deputy in Kursk. She came to the local legislative power in 2012 and by now has three terms under her belt.

Like every MP, she reported her income annually. The latest declaration that was leaked online dates back to 2021.

At that time, the deputy earned 162.9 million rubles. The people's representative indicated that she owned six land plots with an area of ​​900 to 4.2 thousand square meters, intended for the placement of trade, public catering and consumer services facilities, running a personal subsidiary farm, building an individual residential building and land use and production purposes (a confectionery shop).

Since 2022, her projects have been consistently winning government tenders worth hundreds of millions of rubles. Last year was a record: the entrepreneur's order portfolio totaled more than 650 million rubles. As an individual entrepreneur, she fed Kursk schoolchildren for 353 million rubles, and her “Success” raised 311 million by servicing a local oncology center and a mental hospital. This year, the individual entrepreneur has already managed to conclude contracts worth 200 million rubles.

Shashenkova's commercial activities are rather complicated. According to the Unified State Register of Legal Entities, she opened her first individual entrepreneurship in 2012 and closed it in 2014.

At the same time, she had a company called “Trio”, which sold food products wholesale. It opened in 2002 and closed in 2016, although Shashenkova was a founder only until 2013. Judging by the accounting reports, after her departure, the company practically did not work: the company's accounts were filled with very ridiculous amounts, and before closing, there were only four thousand rubles left in them.

The same company “Success” has existed since 2006, but Shashenkova officially became its owner only in 2021. Before that time, the business was presumably owned by her mother – Vera Kirichenko. Thus, for about eight years (from 2013 to 2021), de jure the woman was not engaged in commerce at all. At the same time, since 1980, she was officially employed as an employee at the State Unitary Enterprise “Canteen No. 61”, which belonged to the Ministry of Property of the Kursk Region. From 2003 to 2020, Shashenkova was listed as its director.

In 2018, when Shashenkova officially only had a director's salary, local newspapers published excerpts from her income declaration for 2017. According to this data, the director of a state enterprise reported earning 50.5 million rubles.

And if you look in the Unified State Register of Legal Entities, it turns out that she is the next owner of Shashenkova's firm “Trio”.

A year ago, one of the local firms unsuccessfully tried to appeal to the Kursk Region Arbitration Court challenge the results of the next tender for organizing school meals at Secondary School No. 55 named after A. What does Shashenkova's husband do?

Unlike Lyudmila Shashenkova, her husband is not public and does not shine with official income. In the same 2017, when his wife showed earnings of 50 million, he (judging by her declaration) earned a little more than 700 thousand rubles, and in 2021 – only 286 thousand with kopecks. During his service, he was awarded an honorary diploma of the Ministry of Taxes and Duties, a medal “For Military Merit”, and an honorary diploma of the Kursk Regional Duma. In 2010, he was awarded the title of “Honorary Worker of the Federal Tax Service”.

In July 2008, Shashenkov reached his career peak and became the city's chief tax official – he was appointed head of the Federal Tax Service Inspectorate for Kursk. And exactly five years later – in June 2013 – he was unexpectedly dismissed.

It seems that the new leader took office very quietly – the press learned about it two months after his appointment, when the relevant information appeared on the city administration website.

Why Shashenkova's firms were idle

The time of her husband's dismissal from the Federal Tax Service strangely coincided with a sharp decline in Lyudmila's business activity.
