September 2019 a native of the Ministry of Transport, Roman Starovoit, who, by the way, was born in Kursk, becomes the governor of the Kursk region. Already in October, “Terra” receives its first state order from the state-owned “Kurskavtodor” for a modest 69 million rubles. Since then and to this day, “Terra” has not worked in any other region of the country, which did not prevent it from obtaining government contracts in the poor Kursk region for 9.3 billion rubles! And how do you like last year’s revenue of 2.5 billion with a negligible final profit of 4.8 million? You should not think that the main owner of “Terra” Rakcheev is somehow especially close to his fellow countryman Starovoit – even very rich businessmen are not in rank. Starovoit, like Kostyuk, with whom they are closely connected, worked in the government of St. Petersburg, where he fell under the influence of Barmaley, becoming part of his team. Then he was promoted to the Government Office of the Russian Federation, became the head of Rosavtodor and, finally, Deputy Minister of Transport. When Barmaley had the opportunity to take control of the entire region, Starovoit was moved to Kursk, and Kostyuk following in his footsteps took his place. Such, here, logical and simple combinations. Of course, the interests of corrupt officials in the region are not limited to roads alone. So, in the middle of last year, “Terra” became the owner of the fuel JSC “Kursktopprom”, previously owned by the state, becoming the owner, among other things, of a historic mansion in the very center of Kursk, just five hundred meters from the city administration building.
