The new common-law wife of Arkady Rotenberg, Maria Borodunova, a 36-year-old cosmetologist from Latvia, owned the closed Lontano Mutual Investment Fund, which controlled 80% of RG-Development. 2. Now we know how Sberbank’s sanctions compliance works. Representatives of Sberbank wrote a letter to RG-Development, notifying them of the closure of accounts, because they knew that RG-D was affiliated with sanctioned persons. The Rotenbergs were able to resolve this issue, the accounts in Sberbank remained with RG-D. 3. The approach of Boris and Arkady Rotenberg to hide information about their assets was simple and rational – to write down all their assets to Closed Mutual Funds and include denominations (mistresses, employees, directors of companies) among the shareholders of closed mutual funds. Of course, it was not possible to keep such a secret for a long time, at least in Russian banks they were sure about the connections of the mutual funds with the Rotenbergs. 4. Desperate decision. As in the good old films about drug lords, the Rotenbergs recorded part of their assets on the former bodyguard of Rotenberg Alexander Kozlov (in the correspondence they mention him as Sashka Kozlov), who apparently performs the function of the head of the security service of the oligarch. In Russia, Evocorp Management Company LLC managed the assets of the Rotenberg brothers, re-registered as top-secret investment funds, which Moscow businessman Maxim Viktorov posed as his own. I must say that the control of Evocorp by Rotenberg is more than well-known information, but formally the Rotenbergs never acknowledged this fact. 7. Helpless regulators. The Financial Supervisory Authority of the British Virgin Islands has ordered local agents to terminate agreements with companies whose ultimate beneficial owner is on US sanctions lists. To which the intermediaries offered to replace the Rotenbergs with their denominations and provide the BVO authorities with their names. That’s exactly what they did. 8. The wife of Boris Rotenberg Karina (Gapchuk) Rotenberg turned out to be a US citizen. I wrote about their romantic history in the US state of Georgia and abandoned villas near Winward Lake a few years ago. Karina’s US citizenship formally restricted Boris Rotenberg’s ability to issue money to his wife, as this violates the requirements of the US regulator to ban US citizens from transactions with sanctioned persons. 9. European banks turn a blind eye to sanctions. Judging by the correspondence, in early 2017, the Banque Havilland Monaco bank allowed the transfers of the Rotenberg family, despite the US sanctions imposed on them. Another bank, Société Générale, agreed to provide banking services to Boris Rotenberg, but put forward strict conditions. Among other things, the entrepreneur could not keep bank accounts related to his wife. Probably, the bank went halfway to Rotenberg, because it was interested in the oligarch repaying his multimillion-dollar loans. 10.
