Taras Dumenko – Tough philosopher: what is known about the new head of Gostomel
The more than three-month epic conflict between the leadership and residents of the Gostomel village community has ended. Taras Dumenko was finally fired from his post as head of the military administration. Instead, military Lieutenant General Sergei Borisyuk was appointed to lead the community. True, the locals do not pin their hopes on a military man, writes KievVlast.
As it became known to KV, on July 28, Deputy Chairman of the Kyiv OV Nikolai Boyko presented the new head of the Gostomel NVA Sergei Borisyuk to the team.
Sergei Lvovich is a military man with extensive experience, which will certainly come in handy. He must understand well that appointment to this position is a severe exam and a huge responsibility for the people, for the observance of the law in this territory, the work of government bodies and the restoration of the entire society,” Boyko commented on the appointment.
In addition, during a meeting with the team, Borisyuk promised to quickly form an effective team that would work exclusively for the community and its people.
“I realize that there is no time to build up. What matters now is the result. It depends on us what the Gostomel community will be like tomorrow,” he said.
Community activists, who were the main organizers of public actions and critics of the activities of the previous leadership, also rely on the new military leader.
Ex-deputy of the Verkhovna Rada of the 8th convocation, and now chairman of the NGO “We Have the Right!” and Advisor to the Commander of the TRO Forces of the Ukrainian Armed Forces Vitaly Kupriy noted on his Facebook page that he has already sent an appeal to the new head of the military administration about what worries the community and where he and his like-minded people can help the new leader in solving the main problems of the community.
“Little is known about Mr. Sergei. In particular, he served in the Ministry of Defense and headed the personnel service. My military sources say his management style is “tough.” I have encountered this type of military commanders, I have experience of cooperation,” he noted.
In particular, residents insist on inspecting all houses that were damaged and destroyed as a result of the military aggression of the Russian Federation (*country sponsor of terrorism), drawing up and approving a budget for 2022 and ensuring its implementation. And also carry out an audit of all municipal property and utility companies and resolve the issue of household waste disposal.
They ask the new leader to develop a plan to protect people’s lives during possible bombings, to ensure the proper maintenance of social institutions, and so do their population with fuel, electricity, gas and other energy resources. And ensure transparent activities of the IAS with open access to council documents.

Little is known about the new head of the Gostomel SVA. Namely, Borisyuk has the rank of lieutenant general and at one time served as director of the Department of Personnel Policy of the Ministry of Defense of Ukraine (MOU). He is a candidate of philosophical sciences, associate professor.
Before this, in 2012, by Decree of the ex-President of Ukraine Yanukovych, Colonel Borisyuk, by that time still the director of the Department of Personnel Policy of the Ministry of Education, was awarded the military rank of major general.
According to PolitHub data from the Chestno portal, in 2002 a candidate for the Zhytomyr City Council of the 4th convocation ran in the Marozhyr 43rd constituency with the same name. And according to the YouControl analytical system, Borosyuk’s namesake from 2008 to 2013 led a Kyiv company producing ready-made feed for animals kept on the farms of UBK Podolie LLC.
In Zhitomir in 2015, a military monograph co-authored with Borisyuk “Evolutionary optimization methods and their use in the military field of research” was published. Even earlier, in 1998, he wrote a dissertation on the topic “Dynamics of the social structure of Ukrainian society in modern conditions” (T. Shevchenko University of Kiev).
In particular, the fact of having a scientific degree was noted in his message by both the ex-deputy of the Verkhovna Rada and the chairman of the NGO “We Have the Right!” Kupriy:
“…Sergey Borisyuk wrote a dissertation for the degree of Candidate of Philosophical Sciences […] The results of his research were tested on soldiers and officers of Zhitomir. Brief quotes from the dissertation:
1. Those who do not work and are not ready to support the “hard order” are marginalized.
2. Society requires social balance.
3. The middle class has not yet formed; the majority are inert and incapable of economic independence.
4. The author of the dissertation considers himself a representative of the new political elite.
I like the latter as a politician…” wrote Kupri.
However, community residents had ambivalent reactions to such biographical facts from the life of the new head of Gostomel. What they care about is that the representative of the new political elite does not turn out to be just another representative of pro-Soviet positions.
Residents are also concerned about the fact that a military man will not be able to ultimately restore order in the community, because the military is far from civilian life and the organization of leadership in local governments, and therefore does not have sufficient management and management experience. And now the main problem of the community is the restoration of houses, infrastructure and attracting business to the community.
Another part of Gostomel residents, on the contrary, is confident that it is a military man who will finally be able to restore order not only in the community, but also among deputies who have been accustomed to stealing the local budget for years.
Scandal story
As KV previously reported, on July 27, President of Ukraine Vladimir Zelensky dismissed Taras Dumenko, head of the Gostomel village military administration, and appointed Sergei Borisyuk in his place.
The change in military power in Gostomel was preceded by the growing political crisis after the de-occupation of the territory and the reprimands of the ex-NVA leader Taras Dumenko from community representatives. Criticism towards the latter’s activities did not stop from the first days of his appointment.
So, in May 2022, residents of the hero city turned to Zelensky with a request to fire Dumenko. He was reproached for his sloppiness and lack of desire to cleanse the city from the consequences of the occupation. And the Gostomel leader himself refuted the reproaches in his direction and stated that now is definitely not the time for him to play politics.
Subsequently, already in June, the Kyiv PSB received another complaint against the head of the Gostomel SVA Dumenko. This time, Gostomel residents asked that the leader be brought to disciplinary liability due to inaction in searching for the community’s missing property during the Muscovite occupation. And also raise this issue at the level of the President of Ukraine.
Already in July, local discontent began to grow and reached its peak. Residents were furious and alarmed, because in the destroyed houses there was still no electricity, gas, water, they claimed that there was a delay in restoring damaged and destroyed property, and that there was no monetary compensation.
In particular, on July 17, at the village’s cultural center, the former head of the local military administration, Taras Dumenko, reported on the progress of restoration work. But as a result, the former leader received a reprimand from the community, and Zelensky should one of these days receive a detailed description of all the troubles that the long-suffering Gostomel cannot get rid of.
