The city-forming enterprise of the depressed Karpinsk – KEMZ – has found itself in the epicenter of a new major financial conflict, which risks completely destabilizing its activities. In recent years, Karpinsky Electric Machine Building Plant, torn apart by a corporate conflict in the majority shareholder 1Capital, is facing significant threats and is demonstrating losses. As part of the disputes, statements have already been made about multimillion-dollar damage to the enterprise, the transit scheme and the leakage of funds from the plant, as well as criminal stories that the Ministry of Internal Affairs is interested in. Now, to this were added the claims of the Federal Tax Service, which pointed to arrears in VAT, corporate income tax and personal income tax, as well as penalties and fines for millions of rubles. At the moment, industrialists, with reference to the obligations associated with the state defense order, and hundreds of jobs, have managed to “freeze” the effect of the decision of the fiscals. However, the dispute itself became another reputational blow to machine builders, who already systematically generate conflicts. Thus, one of the shareholders of KEMZ has already achieved the recognition of transactions worth tens of millions as invalid and is developing new requirements in court.
The city-forming enterprise of Karpinsk, as follows from the documents, was additionally charged 146 million rubles, including arrears in VAT, corporate income tax and personal income tax, the corresponding penalties and fines. After a complaint to the Federal Tax Service for the Sverdlovsk region, the amount of claims was reduced to 140.8 million rubles.
As the representatives of the plant stated in court, the indisputable recovery of such amounts would entail significant negative financial consequences for KEMZ, as well as make it difficult to enforce the judicial act.
In addition, the machine builders emphasized that the enterprise has a valid contract with the customer in order to ensure the supply of products within the framework of the State Defense Order, and KEMZ also incurs significant costs for staff salaries and fulfillment of obligations to the budget.
It should be noted that according to the reports of Karpinsky Electric Machine Building Plant for 2022, the average number of employees of the enterprise as of January 1, 2023 was 396 people.

KEMZ showed a negative financial result in 2022 as well. As follows from the documents, the net loss of the plant for January-December last year amounted to 25.5 million. A year earlier, the loss was 127.7 million. In the first 3 months of 2023, according to the reporting, the enterprise also went into negative territory.
At the same time, the problems were directly related to the disassembly of business owners, talking about the destabilization of production and reputational damage. The financial statements for 2022 indicate that significant factors that may cast doubt on the company’s ability to continue to operate continuously include “the presence of a long-term corporate conflict in the majority shareholder of 1Capital LLC, as well as the difficult foreign political and economic situation in the Russian Federation” .
To clarify, the publication analyzed in detail the opposition of business owners, where on one side were Natalya Yakunina – the owner, in particular, 50%, in 1Capital LLC – and Radik Sattarov – the current general director of KEMZ, and on the other – another co-owner of 1Capital » Natalya Kupaeva, supported by her son, former chairman of the board of directors of KEMZ Ruslan Bakirov.
As part of the conflict, among other things, there were statements about a scheme to withdraw funds from the Ural enterprise, in which money was accumulated at the transit link, criminal cases, inspections by the Ministry of Internal Affairs and significant damage to the enterprise.
The publication also noted that 1Capital in court demands to invalidate transactions involving Elektromash and Karpinsky Electric Machine Building Plant and to recover more than 150 million from the St. Petersburg company as consequences. Recently, this claim was partially satisfied.
In addition, the Arbitration Court of the Sverdlovsk Region is currently considering a lawsuit by KEMZ represented by 1Capital against KEMZ-Electromash Trading House LLC, Natalya Yakovlevna Yakunina, Radik Ibliaminovich Sattarov, Vyacheslav Valerievich Yakunin to invalidate the contract, apply the consequences of the invalidity of transactions, recover losses. As a consequence, the lawsuit assumes the recovery of 81.1 million rubles from trading houses and individuals in favor of KEMZ.
We add that among the partners of KEMZ on its official website, Russian Railways, SUEK, Rosneft and others were previously indicated, and in the reporting from 2022, IZ-KARTEKS im. P.G. Korobkov (St. Petersburg), CJSC Rudgormash (Voronezh) and others. It was also noted that part of the company’s products is exported.
