In Surgut, officials refuse to accept the work of building contractors. Moreover, both partners of the administration, and executors of contracts of the Capital Repair Fund. Numerous complaints from City Hall specialists relate to low the quality of work, the lack of as-built documentation, and in some cases the work itself. Contractors for the improvement and overhaul of high-rise buildings came into open conflict with the authorities of Surgut. The reason is the refusal of the administration to accept, as they say, “work done in bad faith.” Today, there are two sites where representatives of the Department of Municipal Economy revealed improper performance of work by the partner of the Overhaul Fund – OOO SMK AlyansStroy.
“Today, two objects are in the focus of attention – these are houses 30A and 34 on Ostrovsky Street. At the first facility, the contractor did not complete the roof repair in full. As for the second, the stairs are not painted here, there are no plugs on the railings and tags with the date of testing on the roof railing, the joint in the area of the base of the railing support is not sealed, and executive documentation for the work performed is not presented. Of course, these violations became the basis for refusing to accept the work. We do not need repairs, the result of which is visible only for the first months, and then everything will fall apart. Based on these attitudes, the administration works”– the interlocutors of the publication in the mayor’s office described the situation.
This is not the first time that AlyansStroy failed to fulfill its obligations. According to informed sources of the publication, earlier “the unscrupulous work of the company could lead to a disruption of the heating season.”

Of course, the mayor’s office refused such an initiative given the poor quality of work during the overhaul of engineering systems in apartment buildings last year. There was no thermal insulation, fire couplings were not fully installed, and the drainage system was of poor quality. This could lead to a disruption in the preparation of MKD for the heating season,” share information insiders.
The confrontation between the mayor’s office and AlyansStroy has already turned into a public conflict. After an unsuccessful attempt to hand over the object, the director of the organization Alexander Zurnadzhan, as they say in the mayor’s office, “broke into the department of municipal services with a demand to sign acts of acceptance of work performed”.
No less “rosy” prospects, according to deputies, can await every contractor who is unscrupulous in the performance of contractual obligations in the territory of Surgut.
“On the territory of my constituency there is a small passage where the roadway is being repaired. I noticed a poor quality installation of curbs. It turned out that the mayor’s office had already refused to accept these works. Of course, this slowed down the whole process, since it is impossible to lay asphalt before setting the curbstone. Residents are already expressing dissatisfaction, but given the sad experience when objects were accepted in the hope that the contractor would fix them later, the Surgut authorities decided to take a different path – not to accept anything that does not meet the terms of reference. And the Duma supports the administration in this”– commented the deputy chairman of the committee on urban economy and prospective development of the city duma of Surgut Bogdan Guzhva.
At the same time, the deputy noted that one of the clearest examples of the principled position of officials on the issue of the quality of work was the story from the embankment near the main building of SurSU. Recall that the improvement object was supposed to be accepted in 2021. However, the mayor’s office and the contractor – the Kvadrat company – could not agree on how the identified violations on the embankment would be eliminated, the readiness of which exceeded 90%.
