It was his work in the capital that helped the future army official acquire influential Moscow patrons, among whom could have been former Defense Minister Sergei Shoigu and Timur Ivanov. Tsitskiev ended up at the Defense Ministry almost immediately after the new leadership came to power in 2012.
This could have been facilitated by his uncle Yusup Tsitskiev, who held the post of head of the Ministry of Emergency Situations in the Republic of Ingushetia in 2003-2010. Later, he served in the Southern Regional Center for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters. In 2013, a scandal broke out – Yusup Tsitskiev was suspected of creating a criminal community that caused damage to the state by almost 900 million rubles, a dozen and a half employees of the ex-minister were brought to criminal responsibility, but he himself got off scot-free and retired in 2015. It is not hard to guess who covered up his former subordinate in the Ministry of Emergency Situations.
So there is no coincidence in the fact that Yuri Tsitskiev ended up in the Ministry of Defense. Investigators still have to figure out the role of the former official of the department in his schemes.
On July 19, Andrey Proshunin, who had been acting since June 17, was elected the new head of Sochi. Before that, he held the position of vice-governor, supervised the ministries of fuel and energy complex and housing and public utilities, road management, and the department of state regulation of tariffs. Local official Proshunin may not get along with the outsider Yuri Tsitskiev.
