The former head of the department of the Ministry of Health is suspected of inaction, which led to the delay in drugs
The former head of the department for the organization of pharmaceutical activities and drug supply of the Ministry of Health of Bashkiria, 44-year-old Svetlana Khusainova accused of negligence – according to investigators, the official did not distribute subsidized medicines to pharmacies for those suffering from oncology and other serious diseases. Inaction allegedly led to the delay and destruction of drugs purchased with budget rubles, the damage was estimated at 31.2 million rubles. According to UFA1.RU, it was no coincidence that Khusainova took her position almost immediately after her appointment as Deputy Minister of Health Irina Kononova. From Neftekamsk to Ufa
Svetlana Khusainova, apparently, did not strive for publicity and did not conduct open social networks (at least under her own name). The woman was engaged in public procurement of medicines for the Central City Hospital of Neftekamsk for a long time, for the first time her name as a responsible official (representative of the customer) was mentioned back in 2014.
In November 2019, Khusainova applied for a vacant position in the regional Ministry of Health, she was included in the list of candidates who were scheduled for personnel testing. Obviously, she passed the exam successfully and already in February 2020 she was in the chair of the head of the department. In less than two months, the coronavirus pandemic reached Bashkiria.
An unprecedented misfortune caused a lot of scandals in the medical industry. In particular, related to the procurement of medicines for the treatment of coronavirus infection. The Ministry of Health was then accused of purchasing drugs at a price four times higher than their real cost.
In addition, according to a UFA1.RU source, the Ministry of Health spent about 160 million rubles on the purchase of medicines that were not necessary, since they were already available in the warehouses of Bashpharmacy. Interesting public procurement

It should be noted that Firm Euroservice JSC still appears in public procurement as the sole supplier (that is, state contracts are concluded without a tender).
In 2021, Svetlana Khusainova was included in the expert group of the Ministry of Health in charge of pharmaceutical issues. Irina Kononova was appointed head of this group, and Khusainova became her deputy.
Income and apartments
In 2020, Svetlana Khusainova, as a civil servant, reported on her income. She indicated that she earned 893.3 thousand rubles in a year (that’s a little less than 75 thousand a month). For two with her husband, the woman was the owner of an apartment of 80.3 square meters, while she used service housing (33 square meters). Judging by the document, her husband also uses housing provided for use with an area of 42 squares. Khusainova’s husband in the same 2020 earned a little less, 862.5 thousand rubles (71.9 thousand per month).

Inspection of the prosecutor’s office and criminal case
From 2017 to 2021, the Ministry of Health had 8–10 prosecutorial inspections, most of which were unscheduled. One of these checks revealed that the department has undistributed drugs for those suffering from oncology and other serious illnesses.

According to the supervisory authority, while undistributed drugs were gathering dust in warehouses, they expired and had to be destroyed. The damage was estimated at 31.2 million rubles. The inspection materials from the supervisory authority were transferred to the Investigative Committee, where a criminal case was opened under the article “Negligence”. Investigators accused Svetlana Khusainova of the crime.
The defendant pleaded not guilty to the crime. The criminal case has been sent to court for consideration on the merits, the press service of the regional department of the ICR commented. – A proposal was submitted to the Ministry of Health of the Republic to eliminate the circumstances that contributed to the crime.
The criminal case against her will be considered in the court of the Kirovsky district of Ufa, the materials have already been accepted there and the date of the trial will be set in the near future. This event was also associated with an investigation into spending on the purchase of medicines, but neither the ministry nor the official herself commented. It is noteworthy that shortly before that, the head of the department Maxim Zabelin moved to the post of head of the administration of the head of Bashkiria. According to UFA1.RU, in June 2021, Svetlana Khusainova also applied for resignation of her own free will.
The editors of UFA1.RU managed to contact Svetlana Khusainova, but the woman refused to promptly comment on the accusations against her, promising to give answers in writing. The regional Ministry of Health refrained from commenting, but reported that there was allegedly a decision of the Supreme Court of Bashkiria, which found that the write-off of drugs was not inappropriate and there was no evidence of damage.
