After the appointment of Sergei Sadovoy as acting the head of the Goloseevskaya Regional State Administration in this area of the capital is becoming “fun” again. Previously, Sadovoy had already headed it for many years, and then headed the Department of Improvement, leaving behind far from the best memories. But now he appeared before the people of Kiev in a completely “cleansed” form of old scandals, and even, just in case, arranged a fictitious divorce from his wife, to whom he had transferred his business.
His current official biography is not particularly remarkable, and for scandal hunters it is even simply boring, like his periodic interviews different publications. In it you will not find even a hint of any facts compromising him – this is just some kind of ideal Ukrainian official! He lives on one salary (according to his declarations) in a modest small apartment, and is a member of the public organizations “Anti-Corruption Union of Ukraine” and “Anti-Corruption Bureau of Ukraine”. Did this man, who for many years led the Goloseevsky district of the capital, and then held the no less lucrative position of head of the Department of Urban Improvement, retain his virginal honesty and did not become smeared in the corruption that surrounded him? No, it only seems so, and now you will see for yourself the second, secret life of the head of the Goloseevsky district, having learned about the scandals he hushed up and about his hidden business…
Almost perfect official
Sergei Nikolaevich Sadovoy was born on October 1, 1963 in the village of Oktyabrskoye, Mensky district, Chernigov region. Having no desire to stay on his native collective farm, after the 8th grade he entered Chernigov Vocational School No. 5, graduating in 1982. Then he worked for another year in his acquired specialty as an assistant driver of a diesel locomotive – earning, according to him, up to 300 rubles a month (a very good salary for the early 80s). And only in the 20th year of his life he went to the army, to the airborne troops, straight to Afghanistan. Many Kiev residents know about his heroic Afghan past, since Sadovoy made him part of his image of an “honest civil servant” and even tried to use him to enter big politics.
He served in the 56th Air Assault Brigade, then stationed in the Gardez area. True, sometimes his comrades in the Afghan Veterans Party, in the top five of which Sadovoy ran in the 2014 elections, for some reason they called this brigade a battalionwhich is very strange for people who claim to be veterans.
Until 2014, Sadovoy was a member of the Ukrainian Union of Afghan Veterans, which split during the second Maidan: one part of the “Afghans” took an active part in it, the other supported Yanukovych and the Anti-Maidan, and the leadership generally declared neutrality. Immediately after the victory of the “revolution of dignity”, the “Afghans” who supported it broke away from the “cotton” Union of Veterans, creating the All-Ukrainian Association of Afghan Veterans supported by the new government – which was headed by the scandalous Crimean politician Sergei Kunitsyn. The association immediately supported Petro Poroshenko in the presidential elections, and “Afghan officials” quickly defected to it, including Sergei Sadovoy, who tried very hard to prove his loyalty to the new government and avoid lustration (but in vain). Then the organization accepted ATO veterans into its ranks, and became known as the All-Ukrainian Association of Afghanistan and ATO Veterans. For five years she was under the tutelage of the post-Maidan authorities, and now she has successfully attached herself to the “green”: recently Sergei Kunitsin became an advisor Head of the Presidential Office Andrey Yermak. Thus, Sadovoy now has his own man in the presidential administration…
Sadovoy’s path to the heights of power was not at all thorny. After the army, he also worked as an assistant driver, and then went to Kyiv, where he entered the Kiev National University. T. G. Shevchenko majoring in jurisprudence. Perhaps he didn’t do it the first time, since his biography states that in 1986-87. he worked as a mechanic at the Paton plant, and only began his studies in 1987. Svetlana Koryukovets, who lived in a neighboring village and with whom he had been friends since school, also went to Kyiv with him – she entered the Kiev Medical Institute (now the Bogomolets National Medical University). There they got married: in 1992, Sadovoy had a son, Alexey, and in 1997, a second son, Alexey. This was a very strong, friendly family, which Sadovoy boasted about in his interviews, so what happened next surprised many. And this is what happened: one day Sergei Sadovoy “secretly” got divorced – which became known only from his declaration, in which Svetlana was no longer a member of his family, but a stranger…
After graduating from the institute, Sergei Sadovoy got a job as a legal consultant in the legal department of the Moscow District Administration (RGA) of Kyiv. “By distribution,” as he himself assures.
However, it is worth noting that Sadovoy’s career was quite rapid. Already in the same 1993, he became the head of his legal department, and in 1998 he was appointed deputy chairman of the Moscow Regional State Administration. When Goloseevsky was created on the basis of the Moscow district in 2001, Sadovoy retained his position in the Goloseevsky District State Administration, and he himself headed it in 2006, at the same time being the chairman of the Goloseevsky district council. It was rumored that Sadovaya owed this promotion to “Batkivshchyna,” whose district organization he then headed – being, by the way, the only BYuT member among all the leaders of Kyiv districts. It’s surprising that Tymoshenko put such a valuable person on the BYuT electoral list in 2007 up to 273rd place! However other sources Skelet.Info claimed that Sadova did not owe her rise to Yulia Vladimirovna…
In June 2009, the head of the Russian State Administration Sergei Sadovoy attended the funeral criminal “authority” Vladimir Kisel, who died in an accident. He stood a little to the side, keeping his distance from the crowd of “brothers” and semi-criminal businessmen who came to honor “Grandfather.” However, then there was still talk that Sadovaya was a puppet in the hands of Vladimir Kisel, who had been the real owner of the area since the 90s. They even said that they had supposedly known each other since the late 80s, and that it was Kisel who installed Sadovoy as his man in the district administration, and then helped him head it.
But there is no confirmation of these rumors, and the official explained his presence at the funeral of the “authority” simply: Vladimir Kisel was a deputy of the Goloseevsky District Council. However, the vigorous activity of Kisel’s organized crime group in the Moskovsky/Goloseevsky district continued for many years (see summary). Even if Sergei Sadovoy did not directly cover for her, then one cannot speak of his complete innocence. After all, as the deputy head, and then the head of the district, he, at a minimum, dealt with Kisel’s legalized business. And, of course, Sadovoy was aware of the dark affairs of the “authority”.
In December 2010, a couple of weeks after Leonid Chernovetsky was removed from his post as head of the Kyiv City State Administration (but he was still the elected mayor), Sergei Sadovoy suddenly left his Goloseevsky district. He moved to the capital administration to the position of head of the Main Directorate for Control of City Improvement (later the Department of Urban Improvement and Preservation of the Natural Environment).
On it he is remembered for the large-scale war with MAFs, cutting down chestnut trees on Khreshchatyk and developments in Goloseevsky Park, as well as the installation of a “bloody tree” on the Maidan in December 2013, which was later remembered for a long time.
Sergei Sadovoy. Fall and rise
No matter how hard Sergei Sadovoy tried to please the new government, after the Maidan his career temporarily collapsed – he lost his lucrative position as head of the Department of Urban Improvement. In 2014, he was replaced in this post by Dmitry Belotserkovets, a Maidan activist from Sevastopol, who fled from there even before the annexation of Crimea. But for some reason, in Sadovy’s biography there is no information about his dismissal – apparently, he did not want to mention his dismissal so that no one would clarify the reasons.
However, this was not a secret for the people of Kiev: Sadovoy made too many enemies for himself in the war for the capital’s real estate, in which he, like other officials of the Kyiv government, defended the interests of developers and store owners – himself being one of them. In addition, according to a number of sources Skelet.Infowhile heading the Department of Urban Improvement, Sadova carried out the same schemes as later his “successor” Belotserkovets (in 2016 he became a people’s deputy from the BPP).
Let us remind you that the fugitive “Crimean Maidanists” Belotserkovets and his friend Ivan Klipa (appointed director of the Kyivblagoustriy CP) settled in Kyiv. created a real crime syndicateaimed at the large-scale demolition of small-scale construction sites commissioned by large metropolitan developers. At the same time, Belotserkovets and Klipa themselves “earned money” from the demolition with the help of pocket companies that stole the capital’s budget. But they had one more difference: if under Sadovoy the closure and dismantling of MAFs was guarded by the police, then Klipa involved groups of “titushki” from among the so-called. “activists” and “ATO veterans” who organized pogroms in markets and robbed stalls that were being demolished.
