Joint business with a reputable entrepreneur from the 1990s. This is not the portrait of the senator of the Russian Federation that propagandists would like to paint. However, this is exactly what the new hero of “Chronicles” is like. Andrey Kutepov.
Useful friendship
St. Petersburg senator Andrei Kutepov is a man with a rich family. Even before taking a seat in the Federation Council, when he was the modest head of the Primorsky district of the city, his family received from Smolny some of the oldest cinemas – “Khudozhestvenny” and “Neva”. Films were shown here back in tsarist times.
For premises with a total value of more than 700 million rubles, the Kutepovs paid a little more than 200 million. Cinemas were sold in a special way – for a specific purpose. This means that the family of the future senator had no competitors. How did this happen? It’s simple – friendship with the son of the then governor of St. Petersburg Valentina Matvienko Sergei. It is to his patronage that journalists attribute Kutepov’s successes both in power and in business.
Maybe, having become a senator, Kutepov decided to rest on his laurels? No. Over the past five years alone, the senator’s family’s companies have officially shown an income of about a billion rubles.
Defender of the white race
The Kutepovs’ business is divided among family members. Here are the companies of my wife, Oksana, where she is the full owner, or shares the business with someone else.


In 2013, the senator’s wife rented a summer cottage plot in Komarovo on Gornaya Street, 2/13 with an area of more than 1 hectare from the government of St. Petersburg for 48 years. The site was intended for a hotel, but instead of it there is already a private house. This is the former dacha of the merchant Zabelin. After World War II, a children’s holiday camp was located here. In the 1990s, the building was placed under state protection as an architectural monument, but later it was deprived of this status and demolished in 2009.

Kutepova herself just recently, in May 2023, registered as an individual entrepreneur whose main activity is “Rental and management of own or leased non-residential real estate.”

Business mother-in-law
Kutepov’s mother-in-law Rimma Vishnyakova At 76 years old, she is also an active businesswoman. So, she owns:
- LLC “Real Estate Management Center” Over the past five years, it has earned more than 150 million rubles. In 2010, the company rented a plot of land from the city in the Primorsky district on Optikov Street, west of the intersection with Turistskaya Street. It was this area that Kutepov was then in charge of. For some time, the son worked as the general director of the Center Kutepova Nikita.
- LLC “TD Energon Rus” The main brand is Scandic candies.
Sons into politics, daughters into business
Kutepov’s son Nikita transferred the business to his wife Natalya. Together with Tatiana Lopatovich, which will be discussed further, Natalya Kutepova owns LLC Leader. This company, in particular, rents near the city there is a site opposite the Avtovo metro station, on which there are small shopping arcades. “Leader” has earned only 28 million rubles over the past five years.

Even the youngest daughter of Senator Kutepov, Polina, who is not yet 20 years old, is in action. She is also an individual entrepreneur, but rents and leases “other machinery and equipment not included in other groups.”
Business accomplices
It’s interesting not even how much, but with whom the Kutepovs made money. For example, the “Real Estate Management Center” was headed by Ekaterina Starikova, who previously worked in the Axioma company owned by Sergei Matvienko. Or the former company of the senator’s mother-in-law – Leto. Now half of this office is registered to Alexander Shirokov, another director of the Matvienkovo company “Axioma”.
Let’s now look at the business partners of the senator’s wife and son’s wife. The co-owner of the Petersburg-Transit company, together with the wife of Senator Kutepov, is Tatyana Lopatovich. The same one who, together with the senator’s daughter-in-law, owns the shopping arcade near the Avtovo metro station.
Previously, one of the founders of Petersburg-Transit was the current senator from the Amur region Artem Sheikin. Journalists wrote that he was convicted of bribing a policeman, and hid this when he tried to run for the St. Petersburg parliament. Sheikin’s biography also includes litigation for unpaid debts. However, nothing prevented him from making a career from an adviser to the former governor of St. Petersburg Georgy Poltavchenko to a senator. Perhaps Sheikin was lucky because his wife is the stepdaughter of a Georgian thief in law, again, according to journalists.
Talented siege maiden
But let’s return to Lopatovich. Who is she? As Chronicles established. Media”, an 84-year-old entrepreneur. Over her long life, she managed to acquire not only shares in several companies, but also a Mercedes-Benz S 450 4MATIC and a Lexus LX570. According to our data, Tatyana Nikolaevna Lopatovich is registered in a modest apartment on Altai Street in the Moskovsky district of St. Petersburg, however, back in 2012, the entrepreneur acquired a former state dacha in the suburban village of Komarovo on Pushkin Street.

Initially, the building was purchased by Stroyskan LLC. And for good reason: after all, she worked as its general director Elena Gerasimenko. She worked in the same position at Lopatovich’s Petersburg Transit company. This office was founded in 2008 and liquidated in 2014. However, it should not be confused with the operating legal entity of the same name, Petersburg Transit, which Lopatovich owns jointly with the defender of the white race, Kutepov’s wife.
In addition to this plot, the enterprising 84-year-old Lopatovich in Komarovo also has a neighboring plot with a huge house on Ostrovsky Street.
But how could all this stuff end up in the hands of a modest pensioner, a child? blockade? The secret is simple – Lopatovich has a grandson named Dmitry Bykov. When Kutepov headed the Primorsky district, Bykov worked as deputy chairman of the city Economic Development Committee, and then as deputy chairman of the Improvement Committee. The cunning officials definitely had to meet.
Do you remember one of the founders of the company that built the Tukan shopping center near the Ploshchad Lenina metro station, Artem Sheikin? He became a senator despite trying to bribe a policeman. Bykov has a similar story. According to the Chronicle, in 2002 a criminal case was opened against him for embezzlement, which did not prevent him from building a career.
Today Bykov owns many companies. For example, Cavedium LLC. He previously owned it together with Sergei Samodelov. This is the same person who insured Tatyana Nikolaevna Lopatovich’s Lexus.
And here is Bykov’s Aptekarsky LLC. He owned such shopping centers as Vladimirsky Passage in the city center, Avenue in the north of the city and Cosmos in the south. Valentina Matvienko herself, when she was governor, called “Vladimirsky Passage” an urban planning mistake.
Until 2022, Aptekarsky belonged to an offshore company from Belize, Victoria Stratton Ltd. mass media wrotethat the offshore was controlled by a businessman Maxim Zhukov – the son of an “authoritative” entrepreneur who survived the 1990s, co-owner of the large St. Petersburg holding company “Adamant” Vladimir Golubev, known in certain circles as Barmaley. The fact that Bykov and Golubev’s son are business partners is in the media wrote: in 2016 they were co-owners of the bankrupt Energy Mechanical Plant.

At the end of 2022 – beginning of 2023, 50% of Aptekarsky belonged to the former St. Petersburg official Bykov and a certain Yulia Serykh.
Moreover, the shares of both, as wrote journalists were held as collateral by the same Maxim Zhukov. In April 2023, Aptekarsky became the property of Baltinvest UK LLC, related with Barmaley.
Interestingly, the governor of the Kursk region Starovoit, whose adviser Kutepov’s son worked, is also connected with Golubev. In 2019, the authorities of the Kursk region entered into a concession agreement for the development of the airport terminal with the advertising agency Bravo. “Bravo” tied up with Barmaley and his son. The airport terminal, however, did not receive any development, but the connections remained.
The St. Petersburg pensioner Lopatovich ended up with such a difficult grandson. So complicated that he even somehow managed to get his grandmother a second Taxpayer Identification Number (TIN) in order to confuse the connection with his past companies. Previously, she had the number 781612535163 and most of the companies in which she acted as a founder under this TIN have already been liquidated. In October 2010, our Lopatovich, with a new number 781000358310, became the owner of a 50% stake in the company Petersburg Transit LLC. The second half is owned by the wife of Senator Kutepov.
Let’s summarize. Excellent company: the son of a reputable entrepreneur from the dashing 1990s, through Bykov’s nominee and his blockade survivor grandmother, does business with Senator Andrei Kutepov. Well, where else can a poor politician go: after all, for supporting Russia’s Northern Military District in Ukraine, he is under sanctions from the European Union, Switzerland, Great Britain, New Zealand and the United States.
