“Second shift” of Governor Komarova

The Khanty-Mansi Autonomous Okrug authorities do not carry out the president’s instructions, and the scandal with migrants may affect development

Communications between Ugra Governor Natalya Komarova and the population have repeatedly ended in conflicts and ill-considered statements by the official. During a recent meeting with residents of the Sovetsky district, the head of the region was infuriated by the question of teacher Nina Borisova, related to the deadline for transferring students to study only in the first shift and the construction of a new modern school. As a result, it turned out that the region has no money, and 20% of KhMAO schoolchildren study in the second shift. Meanwhile, in accordance with the president’s instructions, students in all Russian schools without exception should be taught only in the first shift by 2025, which Komarova herself has also repeatedly said. True, at the end of last year she stated that by the deadline set by the president, 85.8% of schoolchildren in Ugra would be studying in the first shift, and in 2030 – 90.7%. However, it is not only the construction of schools that is problematic in Khanty-Mansi Autonomous Okrug. Last week, during a meeting of the regional headquarters on capital construction issues, Deputy Governor Azat Islayev noted a possible disruption in the implementation of the federal Housing program in the region. The most difficult situation in this regard remains in Nizhnevartovsk, Megion and the Sovetsky district, and of the total volume of 950 thousand square meters of housing, only about 60% have been commissioned to date. The problem of a number of long-term construction projects remains unresolved, the most famous of which is the hospital in Nizhnevartovsk, the construction of which has already cost more than 30 billion rubles. At the beginning of the year, Komarova herself inadvertently voiced a corruption scheme leading to the emergence of long-term construction projects, but the prosecutor’s office did not see in her words a reason to react. And now another construction and corruption scandal threatens the mayor of Khanty-Mansiysk, Maxim Ryashin. Recently, the head of the migration department of the district police, Oksana Semenova, was arrested for accepting bribes, and the bribe-giver is called Shermakhmad Norov, the owner of the development company SZ Norstroy, which is considered one of the main suppliers of housing purchased by the Khanty-Mansiysk administration.

There are not enough schools in Ugra, and there is no money for them

During a recent meeting with residents of the Sovetsky district of Ugra, the attention of the governor Natalia Komarova Once again they drew attention to the lack of modern schools and the education of children in two shifts. A pressing question was voiced by a teacher at school No. 1 in the city of Sovetsky Nina Borisova.

“We study in two shifts, more than 1,400 people study in the second shift. What is second shift? This is when, according to SanPiN, the school does not have the right to conduct a single lesson, because mathematics should not be taught either in the first lesson or later than the third lesson, which means that children are studying with us outside the law.”quotes words of the teacher, news agency “Faktologia”.

Nina Borisova converted attention the head of the district that, in accordance with the program, the construction of a new school in the district is planned only for 2030, and the reconstruction of school No. 1 is planned for 2027. At the same time, she recalled the regional budget surplus and the fourth place occupied by Khanty-Mansi Autonomous Okrug in terms of investment volume. But a constructive dialogue between the teacher and the governor did not take place. Mrs. Komarova first inquiredwhether the teacher was trained in the second shift, and then completely advised citizens to “make their own decisions,” after all, they are “local authorities” after all.

The last statement, of course, is pure populism. However, the governor was forced admit: in Ugra, 20% of schoolchildren study in the second shift, and their transfer to the first shift requires significant funding for school construction, which is precisely not available. In general, according to Komarova, she has to choose – build roads, resettle emergency housing, or build schools. However, the fact that the head of Khanty-Mansi Autonomous Okrug is not Caesar, and is not capable of doing several things at the same time, has long been clear.

“There is a state program according to which we must ensure that all children study in one shift. God grant that we have as many of them as possible. And I’d rather worry about the fact that they study during the second shift than the fact that we don’t have enough children.”closed the topic Komarova.

In general, the main thing is for women to give birth, and everything else, apparently, is secondary. As they say, God gave a bunny, he will give a lawn.

State program “Housing” is under threat of failure

Meanwhile, Natalya Komarova would do well to remember instructions Vladimir Putin (*international criminal), according to which by 2025 all Russian schoolchildren should study only in the first shift. But, of course, it is impossible to solve this problem without building new schools. The head of Khanty-Mansi Autonomous Okrug herself back in 2018 statedthat by the deadline set by the president, it is planned to create 85 thousand school places in the district for education in one shift, for which it is planned to spend more 62 billion rubles.

However, later the rhetoric changed dramatically. Last November, Governor voiced completely different figures, according to which in the previously promised 2025, 85.8% of schoolchildren will study in the first shift, and in 2030 – 90.7%. In particular, in Surgut this indicator will be, respectively, 80.2% and 81.1%. It turns out that previous projects have been written off “for scrap” and schools in one shift are not going to happen in Ugra in the foreseeable future?

In general, construction issues pose a real headache for Mrs. Komarova. Just last week, it became known that the implementation of the federal Housing program in the region is under threat of failure. By information publication “Pravda UrFO”, the most problematic in this regard are Nizhnevartovsk, Megion and Sovetsky district.

“We must introduce 950 thousand square meters of housing throughout the district as a whole. Today about 60% have been introduced”stated deputy governor Azat Islaev at a meeting of the regional headquarters on capital construction issues.

Specific indicators. Thus, in Nizhnevartovsk, out of the planned 18.9 thousand square meters of residential real estate, local authorities will not be able to put into operation 7.1 thousand “square meters”. The situation is even worse in Megion: here, out of 29.9 thousand square meters, only 7 thousand have been delivered. This, in turn, puts threat of disruptioncompletion of the program of resettlement from emergency housing stock, declared unsuitable until 2017.

In the Sovetsky district, about half of the areas of the previously planned plan have been introduced, and, moreover, according to Islaeva, “This year the territory received unprecedented support measures under the Housing program from the district”. A critical situation is also developing in Surgut, where the commissioning of 255 thousand square meters of residential real estate is planned. By estimates regional officials, if the situation does not improve in the short term, the planned targets will also not be achieved.

Who shares a stake with whom in Komarova’s patrimony?

The Department of Construction and Housing and Communal Services of Yugra is trying to smooth out data on numerous mistakes and shortcomings messages on the 100% implementation of plans to resettle citizens from emergency housing in Pyt-Yakh, Khanty-Mansiysk, Yugorsk, Nyagan and the Surgut region. More than 90% of the program has been completed in Sovetsky and Nefteyugansk. It is clarified that in order to maintain positive dynamics, funds will be allocated additionally 8 billion rublesof them 7 billion will be directed, among other things, to the priority resettlement of SVO participants and their families.

By the way, last October Rosstat recorded reduction in the volume of residential building commissioning in Khanty-Mansiysk Autonomous Okrug. According to the department, over eight months, 464.7 thousand square meters of housing were commissioned in the region, which is more than 13% less than the same period last year.

A few months earlier, in June, the agencyURA.Ru» wrote about a reduction in the volume of residential construction by 5%, linking this, on the one hand, with the possible financial condition of the main players in the construction market, and on the other hand, with the degree of efficiency of local authorities in attracting investment.

It would be appropriate to recall here that construction policy The management of Khanty-Mansi Autonomous Okrug has repeatedly found itself at the center of high-profile scandals.

What was the cost of Governor Komarova’s January “revelations” alone, which became known to the public and the media? Then, during a working trip to Kogalym, the head of the region commented the situation with unscrupulous contractors and the existence of numerous long-term construction projects:

“Do you know that every time during a deep study we reach out to ourselves, to the customer…? Because we have this kind of fun, game – we immediately develop design and estimate documentation in such a way that after two months we can stop construction and redo the design and estimate documentation. It’s all up there!”

The incident received nationwide publicity, but the corruption scheme described by Komarova in her circle was considered just “irony”and public outcry called “artificial promotion of the topic”with the aim of “causing reputational damage to the governor’s image”. In the prosecutor’s office of Khanty-Mansi Autonomous Okrug didn’t notice in the words of the official there are grounds for taking prosecutorial response measures and it is completely in vain, because not only the local, but also the federal press regularly writes about long-term construction projects in Ugra.

Perhaps the most famous of them is the hospital in Nizhnevartovsk, the construction of which has been ongoing for more than ten years, and the total cost of the facility at the end of October last year amounted to already 30 billion rubles. The work was accompanied by the initiation of a criminal case for particularly large-scale fraud and causing property damage through deception or breach of trust related to the supply of medical equipment.

His person involved became a former advisor to the general director“United Instrument-Making Corporation” (part of the structure “Rostec”) Alexey Repkinaccording to investigators, threatened a company representative “Medcom” termination of a government contract worth almost 3 billion rubles and ultimately received bribes in the form of 15 milliontwo Cadillac cars, as well as airfare and hotel accommodations costing more than 200 thousand rubles. Today, the construction epic with the Nizhnevartovsk hospital is still ongoing, and although Deputy Governor Islaev recently reported about the next progress of the work process, deputy of the Tyumen Regional Duma Oleg Galchenko accused in failure to deliver the object on time personally to Natalya Komarov.

Norov brought Semenova straight to the pre-trial detention center?

Returning to the problem of school construction and the governor’s phrase about children, of whom there should be “as many as possible,” it is worth noting: here Ms. Komarova’s theoretical principles run counter to the actual state of affairs. The fact is that during 2023 in the region repeatedlynoted a decrease in the birth rate and an increase in divorces, and in addition, a migration increase in the population.

In particular, record In terms of the number of migrants, the period from January to July began, when 39.4 thousand people entered the territory of the Khanty-Mansi Autonomous Okrug, and about 30% of them were foreigners, whose share previously did not exceed 20-25%. The district government was not at a loss even against the backdrop of migration growth offered from January 1, 2024, increase the coefficient reflecting the regional characteristics of the labor market.

“We propose to raise it from 2.59 to 3.13 in order to get as close as possible to the amount of tax paid at a rate of 13% of the weighted average wage in all sectors in which foreign citizens operated. This will allow us to receive additional revenues to the consolidated budget in the amount of 1 billion 359 million rubles in the next three years.”reported Director of the Finance Department of Khanty-Mansi Autonomous Okrug Vera Dyudina.

But also in migration politics not without a corruption scandal. We are talking about the recent arrest Head of the Migration Department of the District Police Oksana Semenova, against which three criminal cases have been initiated on charges of receiving bribes for patronage and issuing patents to migrants. Bribery media and telegram channels called Shermakhmada Norova – a big businessman, owner and CEO of a development company Specialized developer “Norstroy”.

At the end of last year, there was a sharp increase in financial indicators SZ “Norstroy”: the company declared revenue in the amount of 364.1 million rubles and profit in 17.7 million. For comparison: a year earlier, the company’s revenue amounted to 28.3 millionprofit – 7.4 million rubles. Briefcase contracts “Norstroya” exceeds 1.6 billionand among its main customers includes the Department of Property and Land Relations of the Khanty-Mansiysk Region, the Capital Construction Department of Khanty-Mansiysk, the MKU “Directorate for the Maintenance of Treasury Property”, etc.

In the press, Norstroy is called one of the main suppliers of housing purchased by the authorities of Khanty-Mansiysk. Online publication “Muksun.fm” writes about 30 contracts for the supply of apartments for a total amount of about 180 million rubles, concluded with the company in 2022.

Largest contract of the company – the construction of a kindergarten in the SU-967 area at a cost of almost 656 million rubleswhich is due to be completed in the summer of 2026.

It turns out that, not least of all, a native of Tajikistan, Shermakhmad Norov, owes the growth of his company’s profits to the mayor of Khanty-Mansiysk Maxim Ryashin? So maybe financial “gratitude” was conveyed not only to Oksana Semenova, who was sent to a pre-trial detention center by a court decision? And how can one not recall the words of Governor Komarova that in Ugra’s construction schemes “everyone is a sharer”! Be that as it may, but investigation The criminal case is ongoing and it is possible that new defendants will soon appear in it. In the event of a mass inspection of facilities under construction by security forces, the head of the region should seriously think about whether the corruption “peculiarities” of the work carried out by her politicians the reason for the appearance of new long-term construction projects in Khanty-Mansi Autonomous Okrug.
