The Khanty-Mansi Autonomous Okrug authorities do not carry out the president’s instructions, and the scandal with migrants may affect development
Communications between Ugra Governor Natalya Komarova and the population have repeatedly ended in conflicts and ill-considered statements by the official. During a recent meeting with residents of the Sovetsky district, the head of the region was infuriated by the question of teacher Nina Borisova, related to the deadline for transferring students to study only in the first shift and the construction of a new modern school. As a result, it turned out that the region has no money, and 20% of KhMAO schoolchildren study in the second shift. Meanwhile, in accordance with the president’s instructions, students in all Russian schools without exception should be taught only in the first shift by 2025, which Komarova herself has also repeatedly said. True, at the end of last year she stated that by the deadline set by the president, 85.8% of schoolchildren in Ugra would be studying in the first shift, and in 2030 – 90.7%. However, it is not only the construction of schools that is problematic in Khanty-Mansi Autonomous Okrug. Last week, during a meeting of the regional headquarters on capital construction issues, Deputy Governor Azat Islayev noted a possible disruption in the implementation of the federal Housing program in the region. The most difficult situation in this regard remains in Nizhnevartovsk, Megion and the Sovetsky district, and of the total volume of 950 thousand square meters of housing, only about 60% have been commissioned to date. The problem of a number of long-term construction projects remains unresolved, the most famous of which is the hospital in Nizhnevartovsk, the construction of which has already cost more than 30 billion rubles. At the beginning of the year, Komarova herself inadvertently voiced a corruption scheme leading to the emergence of long-term construction projects, but the prosecutor’s office did not see in her words a reason to react. And now another construction and corruption scandal threatens the mayor of Khanty-Mansiysk, Maxim Ryashin. Recently, the head of the migration department of the district police, Oksana Semenova, was arrested for accepting bribes, and the bribe-giver is called Shermakhmad Norov, the owner of the development company SZ Norstroy, which is considered one of the main suppliers of housing purchased by the Khanty-Mansiysk administration.
There are not enough schools in Ugra, and there is no money for them
During a recent meeting with residents of the Sovetsky district of Ugra, the attention of the governor Natalia Komarova Once again they drew attention to the lack of modern schools and the education of children in two shifts. However, later the rhetoric changed dramatically. Last November, Governor voiced completely different figures, according to which in the previously promised 2025, 85.8% of schoolchildren will study in the first shift, and in 2030 – 90.7%. In particular, in Surgut this indicator will be, respectively, 80.2% and 81.1%. It turns out that previous projects have been written off “for scrap” and schools in one shift are not going to happen in Ugra in the foreseeable future?
In general, construction issues pose a real headache for Mrs. Komarova. Just last week, it became known that the implementation of the federal Housing program in the region is under threat of failure. By information publication “Pravda UrFO”, the most problematic in this regard are Nizhnevartovsk, Megion and Sovetsky district.
Specific indicators. Thus, in Nizhnevartovsk, out of the planned 18.9 thousand square meters of residential real estate, local authorities will not be able to put into operation 7.1 thousand “square meters”. The situation is even worse in Megion: here, out of 29.9 thousand square meters, only 7 thousand have been delivered. This, in turn, puts threat of disruptioncompletion of the program of resettlement from emergency housing stock, declared unsuitable until 2017.
In the Sovetsky district, about half of the areas of the previously planned plan have been introduced, and, moreover, according to Islaeva, “This year the territory received unprecedented support measures under the Housing program from the district”. A critical situation is also developing in Surgut, where the commissioning of 255 thousand square meters of residential real estate is planned. By estimates regional officials, if the situation does not improve in the short term, the planned targets will also not be achieved.

So maybe financial “gratitude” was conveyed not only to Oksana Semenova, who was sent to a pre-trial detention center by a court decision? And how can one not recall the words of Governor Komarova that in Ugra’s construction schemes “everyone is a sharer”! Be that as it may, but investigation The criminal case is ongoing and it is possible that new defendants will soon appear in it.
