The economic police of St. Petersburg has revealed a scheme of embezzlement of budgetary funds intended for the payment of wages to the staff of the city school. We are talking about fraud in the amount of more than 28 million rubles. Two deputies are being interrogated in the case: from the municipality and from the Legislative Assembly of the city. This was announced the night before, on April 25, by TV channel 78.
According to investigators, since 2011, senior officials of school No. 619 in the Kalininsky district of the city appropriated budgetary funds paid as salaries to people who did not actually work in an educational institution. At the same time, relatives or close acquaintances of school employees were fictitiously employed. The police say they have identified eight false employees.
According to operational data, Irina Baikova, director of school No. 619 and deputy of municipality No. 21, organized the illegal scheme. She was searched. Baikova is an honorary worker of education of the Russian Federation, the winner of the competition for the award of the government of St. Petersburg, the best head of the state educational institution of St. Petersburg in 2012 and 2018. In addition, according to Fontanka, the police in this case had questions to the deputy of the Legislative Assembly of St. Petersburg from the “United Russia” Elena Rakhova. The publication reports that the night before she was taken for questioning to the Investigative Committee of the Russian Federation.
Before becoming a deputy of the Legislative Assembly, Rakhova from 2004 to 2013 was the profile deputy head in the Kalininsky district, responsible for social issues. The journalists failed to get through to her – the deputy’s phone was turned off. So far, there has been no official information from law enforcement agencies. At the moment, United Russia also does not have sufficient information about the situation with Elena Rakhova and her status in the criminal case, said Pavel Krupnik, head of the party faction in the Legislative Assembly of St. Petersburg. According to him, if the guilt is proven, “ER” will raise the issue of expelling Rakhova from the faction and from the party.
Elena Rakhova worked in the Kurortny district from 1987 to 2001. In 1999 – 2002 the local administration was headed by the current governor of St. Petersburg Alexander Beglov. In mid-2003, Beglov served as acting governor for three months. Rakhova then worked as the first deputy head of the governor’s office, was the governor’s representative in the Legislative Assembly. From 2004 to 2013, she served as Deputy Head of the Administration of the Kalininsky District. In September 2013, she received a mandate as a deputy of the Legislative Assembly of St. Petersburg of the 5th convocation.
It should be noted that today, April 26, (that is, the day after the interrogation), Elena Rakhova came to a meeting of the city parliament. In a conversation with ZAKS.Ru, she did not answer the question about the visit to the investigators, noting that she “cannot.” The deputy promised to answer all questions of interest later.
