Rospassport and Kharkiv deputy Andrei Spassky: photo, data from the registry and commentary

Andrey Spassky

Andrey Spassky, a deputy of the Kharkiv City Council, denies that he has a Russian passport, although such data is in the Russian register of the Federal Tax Service, writes HAC.

Data from the registry

On the net, including in posts under the materials of the HAC about another deputy of the City Council from the Opposition Platform for Life Anastasia Gubinathere were comments with photographs of documents allegedly indicating the presence of Russian citizenship in the deputy of the Kharkiv City Council, elected from the Opposition Platform – For Life party Andrei Spassky.

HAC verified the data using the website of the Russian Federal Tax Service.

And that’s what happened.

The Russian register confirms the published data. On the chest you can see that a person with an identical full name, like a Kharkiv deputy and date of birth, received a Russian passport and TIN.

But something else is more interesting. On the document published in the comments, its owner changes his last name from Spassky to Bogolyubsky. And this is confirmed by the same Russian registry.

A new passport number, a new date of issue, a new surname, but the same date of birth and, most importantly, an identical TIN.

This proves that, probably, we are talking about the same person.

But that is not all. Similar data on the probable presence of a Russian passport are also confirmed by a person with an identical full name, like the wife of the deputy, Marina Spasskaya.

The Kharkiv Anti-Corruption Center asked the deputy whether he or his wife had ever received a Russian passport.

I don’t know what to comment here. I am a citizen of Ukraine. If I had two passports, Ukrainian citizenship would have left me long ago. If the police had questions for me, they would have asked them”, Spassky commented.

He “does not comment” on the issue of his wife’s Russian citizenship.

Andrey Spassky. Biography and political background

Andrei Spassky is a lawyer by education. In 2020, he was elected to the Kharkiv City Council from the Opposition Platform for Life. Under Yanukovych, Spassky was an assistant to People’s Deputy Yulia Lyovochkina, who was elected from the Party of Regions.

According to the portal YouControl, the deputy was not the founder of the enterprises. But it has been registered since 2015 in the city of Vishnevoe in the Kyiv region as an FLP with the main activity in the field of law. His wife was a notary in Kyiv. In addition, in 2019, Spassky for some time headed the Kharkiv regional organization of the political party OPF.

In 2021, after the extraordinary elections of the mayor, a number of media called Spassky as a candidate for the post of secretary of the City Council.

It is worth noting that the post of secretary is vacant in the Kharkiv City Council. After the early elections of the mayor in 2021, as a result of which Igor Terekhov became the mayor, the secretary of the City Council has not yet been elected. That is, there is no person who was supposed to replace the mayor, in case of his absence.

This happened due to the fact that the Block of Kernes – Successful Kharkov did not have the votes to appoint a secretary from their party, and they did not want to support others. The second in terms of the number of mandates in the city council was just the OPPL faction, which is represented by Spassky.

Activities during full scale war

After the full-scale invasion, Spassky did not publicly comment on Russian aggression.

On February 24, 2022, he published a map with shelters, then wrote about the curfew, and on February 26 announced the opening of humanitarian headquarters.

March 4 Spassky declared, which combines activities with the people’s deputy from the Opposition Platform for Life Vadim Stolar. He also expressed his gratitude to people’s deputies Yuriy Boyko and Sergei Levochkin.

In May, Spassky left the Opposition Platform for Life faction and joined the new Restoration of Ukraine group. Right behind him on the list was the daughter of a Russian citizen. Alexandra Gubina – Anastasia.

“At this difficult time, we must think about the restoration of our city and only through real actions express our love for Kharkov and Ukraine as a whole,” — wrote deputy in post.

Since then, the topic of the posts has not changed. This is information about humanitarian aid to the inhabitants of the city. Mostly from the Vadim Stolar Foundation.

It is worth noting that Ukrainian President Volodymyr Zelensky said that Ukrainians who have Russian citizenship should not have Ukrainian citizenship, adding: “Long live in Russia.”

Our task is to ensure that all people who today have dual or triple citizenship, including Russian citizenship, and who have political or spiritual influence on our state – so that all these people must have one citizenship – the Russian Federation, if they also have it. I think, let them live in the corresponding state with this citizenship. I think it’s absolutely fair.”, Zelensky said at a press conference with the heads of Lithuania and Poland in Lviv on January 11.

So he answered a press question about what decisions to deprive of Ukrainian citizenship to expect ahead against the backdrop of the recent suspension of the citizenship of four people’s deputies of Ukraine, including Viktor Medvedchuk, Taras Kozak, Andriy Derkach and Renat Kuzmin.
