Roman Nasirov. The business past of the main Ukrainian tax official

In September, the most high-profile dismissal in Ukraine was the dismissal of one of the deputy heads of the State Fiscal Service, Konstantin Likarchuk, who, upon leaving, criticized the activities of the current head of the SFS, Roman Nasirov, as well as his adviser Gennady Romanenko.

Even before Nasirov’s appointment to the post, there were persistent rumors in the media that he was a relative of the current head of the NBU, Valeria Gontareva (Read more about her in the article by Valery Gontarev. In addition to family ties with the head of the National Bank, Roman Mykhailovych was “incriminated” with ties to MP Vitaly Khomutynnik, as well as Viktor Yanukovych’s “trusted person” Yuriy Ivanyushchenko, known in narrow circles under the nickname “Yura Yenakievsky”. Where did he actually come from? Nasirov Roman Mikhailovich?

Roman Nasirov. Businessman from an early age

Roman Nasirov’s business career began very early, from 1995 (at the age of 16) to 2000 he worked as a deputy director, head of the customs support department at the Ukrnafta-Ventus enterprise of Galnaftogaz CJSC, which now belongs to Vitaliy Antonov (OKKO network). The “young talent” already had 30 people under his command. For some reason, his official biography does not mention the fact of such early employment, according to which he first studied at the Chernihiv State Institute of Economics and Management as a financier, and then received a law degree from the Taras Shevchenko National University of Kyiv. In 2001, Nasirov was taken to the University of East London, where he received a master’s degree in business administration.

In 2007, Roman Nasirov began working in Ukraine, he was one of the first in our country to trade non-deliverable forwards with hryvnia.

In a nutshell, his job was to speculate on the exchange rate. In order to “make money” this way, he needed quality insider information, which was apparently provided to him by Valeria Gontareva, who was then the chairperson of the board of directors of the financial group “Investment Capital of Ukraine”, which is associated with Petro Poroshenko, who was then the chairman of the Supervisory Board of the NBU. That same year, Roman Mykhailovych received an offer from Concord Capital CEO Igor Mazepa to head the company’s new office in London, but this was not destined to happen due to the financial crisis of 2008.

Who is Roman Nasirov?

Upon returning to Ukraine, Nasirov began working for Mazepa. He was engaged in the sale of so-called “junk” bonds, which, according to Roman, allowed “with a standard lot of 1 million dollars to earn up to 5% profit per week on Eurobonds.” However, already in December 2009, Nasirov broke off cooperation with Mazepa, moving to the company Renaissance Capital to the position of head of the securities trading department. After the departure of its director Peter Vanhecke from RC, Nasirov headed the company and received the notorious Igor Bilous as co-director, with whom he would be connected in the future in the State Fiscal Service.

In April 2013, Roman Mykhailovych became deputy chairman of the board of the State Food and Grain Corporation of Ukraine. At that time, Mykola Prysyazhnyuk, the former Minister of Agrarian Policy, and the “gray cardinal” of Viktor Yanukovych’s government, Yuriy Ivanyushchenko, were actively involved in his patronage. In 2014, following an international audit, the entire management of the State Food and Grain Corporation of Ukraine was dismissed, and its leaders were put on the wanted list for embezzlement of more than UAH 177 million. However, this did not affect Nasirov, he left the structure due to the scandal with Chinese loans and the change of power in Ukraine after the revolutionary events on the Maidan and the arrival of Igor Shvaika to the post of Minister of Agrarian Policy.

In October 2014, Roman Nasirov was elected as a people’s deputy on the list of the “Petro Poroshenko Bloc” under number 51. Two months after the elections, he was appointed head of the Committee on Tax and Customs Policy, which was previously headed by people’s deputy Vitaliy Khomutynnik.

Family ties

Roman Mykhailovych has arranged for his family members to work in the Verkhovna Rada. According to the Verkhovna Rada website, his assistants include Yevgeny Nasirov (brother) and Ekaterina Glimbovskaya (wife). Incidentally, his wife Ekaterina is the daughter of the head of the supervisory board of the Altis-Holding group of companies, Oleksandr Glimbovsky. This company includes 17 entities that are engaged in construction and production, as well as the development of working documentation for repair work and the design of hydraulic structures and IT facilities.

Roman Mikhailovich’s wife, Ekaterina, is also the owner of several companies – one British and one Ukrainian, however, Nasirov did not mention this in his income declaration.

According to the British Register of Companies, Ekaterina is the sole owner of the British company Altis ltd, and, interestingly, the company secretary is listed as Yevgeny Nasirov, her husband’s brother.\

Roman Nasirov’s brother-in-law is Andrey Gmyrin (the husband of Glimbovsky’s eldest daughter). In business circles, Gmyrin is called “Nuzhnik” and, according to media reports, he is closely connected with Vitaly Khomutynnik, who at one time introduced him to the chief “fixer” in the State Fiscal Service, Andrey Davydenko. Roman Nasirov began to support Gmyrin at the instigation of Khomutynnik. This is approximately how everything happens in the “family circle”.

The ORD publication writes that recently Nasirov “robbed” the companies Poltavanasynnyaprom, Anroposivzem, Trans Ukraine, Zolotoy Ekvator, AMAKO Ukraine, taking almost 45 million UAH from them for management. He did not invest them in securities, but stole them through the structures controlled by his family, Ukrzernoprom-Ivankiv, and Ukragroholding LTD (the head of this enterprise, Yevgeny Nasirov, is Roman’s brother), with the help of Gmyrin.

Not long ago, Roman Nasirov headed the Youth Investment Company LLC, which was engaged in the purchase and sale of real estate in the Chernihiv region, however, today this company belongs to his brother, Yevgeny (Roman’s nominal assistant in the Rada). It should also be noted that it owns several farms in the Chernihiv region, as well as the Agroprodukt-Polesie and Agroprodukt-Ivankov enterprises in the Kyiv region. In addition, Roman Nasirov is one of the key figures in the criminal proceedings for tax evasion and theft of assets of the ATEK company.

During the competitive selection for the post of the head of the State Fiscal Service, Roman Mykhailovych managed to bypass 67 competitors, among whom were both ex-ministers and top managers of powerful companies. Experts say that the reason for the protracted competition for this position was the bargaining between Yatsenyuk, who proposed the acting head of the State Fiscal Service Maksym Moklyak, and Poroshenko, who, in fact, nominated Roman Nasirov. In the final of the competition, he met with the top manager of the company “Arcelor Mittal Kryvyi Rih” Andriy Kolomiyets. It should be noted that Nasirov owes his appointment to the post of the head of the State Fiscal Service to his former colleague at Renaissance Capital Igor Bilous, who was removed from the structure with a scandal, followed by his deputies Volodymyr Khomenko and Anatoliy Makarenko. After coming to the post of the chairman of the State Fiscal Service, experts predicted that the work of the structure would be strongly influenced by the presidential administration, which we have seen in the last months of its work.
