Could the famous Austrian composer, one of the founders of the Vienna School of Classical Music, Franz Joseph Haydn, who lived in the 18th century, ever, even for a second, assume that the end of his most famous work – the forty-fifth “farewell” symphony, in our days will be closely associated with what is happening in the Katangsky district of the Irkutsk region in the summer of 2022.
As the omniscient Wikipedia tells us, a feature of the above musical work is that the final slow adagio is often performed by candlelight, fixed on the music consoles of the musicians, during its loss, the orchestra members stop playing one by one, extinguish the candles and leave the stage. First, all wind instruments are excluded. In the string group, the double basses fall silent, then the cellos, violas and second violins. Only the first two violins finish the symphony. In the end, after the end of the music, the last performers extinguish the candles and leave after the rest.

And now, dear readers, draw parallels yourself and do not thank for the educational program in the field of classical music and literature, which, ironically, is closely intertwined with the activities of individual characters.

On July 6, 2022, the Irkutsk Regional Court ruled to remove the mayor of the Katangsky district Sergei Chonsky resigned, due to his violation of the provisions of the Federal Law “On Counteracting corruption“.

As the court established on January 14, 2020, Chonsky, on behalf of the Administration of the Municipal Formation “Katangsky District”, sent a letter of guarantee to one of the Irkutsk companies, according to which the administration of the Municipality “Katangsky District” asked for the heating of social facilities of the Municipality “Katangsky District” to provide Individual entrepreneur Neverov Maxim Sergeevich commodity loan in the form of crude oil in the amount of 1,199 tons of oil and gas condensate field. Payment was guaranteed no later than April 30, 2020.

According to the court, Chonsky’s actions related to the issuance of a letter of guarantee on behalf of an official of a local government body in the interests of a particular individual entrepreneur and the assumption of obligations to pay a commodity loan before the conclusion of a municipal contract led to the adoption of budget obligations in the absence of adjusted limits, the formation of a municipal debt to economic entity, testify to the abuse of official position.

It was also established that the individual entrepreneur Neverov did not own the vehicles necessary to fulfill the terms of the contract.

In January – February 2020, 794.105 tons of oil were shipped to Neverov from the oil and gas condensate field, shipment was made 46 times to vehicles, including those belonging to Misorin Yuri Anatolievich – the wife of the sister of the enterprising head of the district, as well as in cars Chonsky Mikhail Sergeevich – the son of Sergei Chonsky, with whom Neverov signed contracts on January 14, 2020 for the transportation of oil and oil products by road.

The early supply of oil by the relatives of the mayor of the municipality “Katangsky district” of Chonsky for the needs of municipal institutions before the municipal auction procedure, including before the publication of the notice of the auction in electronic form, the formation of the initial price of the contract, indicates their awareness of the terms of the future municipal contract, and namely, the conclusion of this contract directly with the individual entrepreneur Neverov, the receipt by the latter of payment for the cost of the goods, respectively, their receipt of a guaranteed profit.

Thus, Chonsky, being the highest official of the district, contributed to the emergence of a conflict of interest, using his official powers. At the same time, the municipality “Katangsky District” did not report the occurrence of a conflict of interest to the Duma and did not take measures to resolve it.

To put it simply, the whole “working” scheme of Chonsky boiled down to the fact that at the request of the district administration, the affiliated person was supplied with fuel (oil) from the oil and gas condensate field during the operation of winter roads in Katanga, and the municipal contract for the supply of this fuel was played out during the end of the operation of winter roads, with a delivery time of 10 calendar days. Naturally, there were no other people who wanted to deliver oil to municipal institutions, except for the initially affiliated person.

At the same time, oil was actually imported by Chonsky’s relatives not in March 2020, but in January-February of the same year. This is much more convenient and eliminates the risk of accidental suppliers, since the geography of the Katanga region is vast, and the places of final acceptance of oil are located at a considerable distance from the place of delivery of this fuel.

With such a streamlined process, you will not find other crossbow merchants for the supply of oil to the municipality during the day with fire.
But the schematosis was exposed by law enforcers. And after numerous trials, the court had no choice but to take the side of the law and remove the presumptuous businessman to resign.

Chonsky did not remain in debt, and on the day the decision was made, he recorded a tearful video message to the population of the district, where he convinced the townsfolk in every possible way that he was a model of incorruptibility, moral purity, modesty, and always worked only for the benefit of the inhabitants of the territory entrusted to him. At the same time, he accused the district prosecutor’s office of intrigues against him.

But Sergei Yuryevich, completely forgot that about incorruptibility, moral purity and modesty, it is said, just in the oath of the prosecutor, which the prosecutor of the Katangsky district Maxim Moskvitinas it turned out, remembered by heart and turned out to be faithful to her, like a pioneer of a red tie.

But the suffering of the ex-mayor, who worked for the benefit of his family, did not end with one prosecutor Moskvitin. As it became known to our publication from insider information, the materials developed by the operative services in relation to Sergei Chonsky, taking into account the court decision and the conclusion of the Office of the Federal Antimonopoly Service for the Irkutsk Region, are currently being processed by the Investigation Department of the Investigative Committee of the Russian Federation for Irkutsk region. These materials affect not only the conflict of interest that has arisen, but also the pricing mechanism for oil purchases. Translating from legal language into philistine: the issue of initiating a criminal case is being decided.

Understanding all this, and anticipating the inevitability of the logical finale of his political career and being at large, Chonsky over the past month since the issuance of a judicial act, with which, at the suggestion of the prosecutor’s office, the court, still politely, removed him from the post of head of the district, by hook or by crook knocked the thresholds “gray” house in the hope of meeting with the governor of the Irkutsk region Igor Kobzev. The governor, however, prudently avoided meeting with the toxic ex-mayor, shifting this sacred burden onto the neck of his subordinates.

But Chonsky would not have been Chonsky if he had simply surrendered to the mercy of the “prosecutor’s usurpers.”

Deciding to fight the “Bonapartism” shown, in his opinion, against him, Sergey Yuryevich began to agitate the leadership of the Irkutsk regional branch of the All-Russian Political Party “United Russia”, by the way, of which he is a member, for the party to nominate his candidacy for early mayoral elections Katanga region, which will be held in September 2022, on a single voting day.

But here, too, Chonsky was disappointed, described by another classic, now a literary one, Victor Hugo, in the imperishable novel Les Misérables.

In the eyes of the leadership of the local United Russia party, Chonsky is somehow not drawn to the role of the former Katangese, sorry, convict, Jean Valjean, who went through a difficult life path that changed his worldview. None of the party members noticed the changes that have taken place in the character of the odious ex-mayor, as well as his desire to correct past mistakes, goodness and self-sacrifice in the name of freedom and happiness of others.

The consequence of these simple conclusions of bearish visualists was the behind-the-scenes decision of the Irkutsk United Russia party to refuse to nominate a potential client of law enforcement agencies from the ruling party for the upcoming early elections of the mayor of the Katanga region. In order not to cast a shadow on the political organization in the conditions of the declared trend to fight against corruption.

Having “kissed the threshold” of the last hope for protection, Chonsky decided to go on a farewell tour to the so familiar and familiar Katangese budget feeder, by way of a wild assault on the “breaking bad” principle, going to the elections by self-nomination. Fortunately, in the Katanga region, for this case, it is necessary to collect no more than 20 signatures of an initiative group from among local residents. Sleight of hand, and nothing more.

It doesn’t matter what the ex-mayor can offer to his electorate in this case. After all, as they say, in Katanga the people listen to everything they say about the support of Chonsky by the governor of the region, the Legislative Assembly of the Irkutsk region and United Russia. Well, the fact that for 12 years of work as a district chief Chonsky cannot boast of any achievements is explained by himself quite easily by the fact that it is always easier to criticize the authorities than to propose ways of developing the territory and put them into practice.

True, in this case, it is not clear how other persons who, in principle, would not mind heading the district, can do something for this district using the mayor’s platform, if Chonsky is fighting furiously to reign in Katanga for a fourth term and continue their recklessness.

Moreover, in the far northern territory there are loyal supporters of Sergei Chonsky, who, according to one apt expression, form the backbone of the “Chonsky Witness sect”.

According to their stories, in the behavior of the erring politics this is expressed, nothing less than the second coming of Jesus Christ to the Katanga land, naturally in the person of Sergei Chonsky, without whose personal efforts this area would have been liquidated a long time ago by obscure regional bureaucrats.
