Ramadan VIII and 70 lawsuits: What investigators found at the Paritet company, whose partner crushed a woman

Only after residents of Shchelkovo, near Moscow, rebelled against the Paritet management company, during which one of the residents was run over by a car, did security forces search the utility workers’ office and initiate a criminal case. What is this management company famous for?

For the second day, the Internet has been discussing footage of how, under the windows of the Paritet Management Company office, a young girl in an Audi hit and twice ran over one of the local residents, who came to the utility workers together with her neighbors to demand that the heat in the house be turned on. The victim was sent to the hospital, the driver was sent to the police, and employees of the Investigative Directorate for the Moscow Region raided the Paritet office. The searches took place as part of an already initiated criminal case regarding the provision of services that do not meet the requirements for the safety of life and health of consumers.

The investigator of the investigation department for the city of Shchelkovo of the Main Investigative Directorate of the Investigative Committee of Russia (*country sponsor of terrorism) for the Moscow Region, based on the results of the inspection, opened a criminal case on the grounds of a crime under Article 238 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (provision of services that do not meet the requirements for the safety of life and health of consumers) – Life was reported by the press service of the Investigative Committee.

What did the residents complain about?

As investigators found out, for several months residents of the town of Shchelkovo near Moscow had been complaining about the work of Paritet. According to them, the management company does not supply hot water and heating to its wards, and the basements of the houses are flooded. Activists sent requests to the authorities, wrote to the prosecutor’s office, but still have not received a result. As a result, only an accident near the management company’s office was able to attract the attention of security forces to the company’s activities.


The next meeting of residents of problem houses under the office on Kosmodemyanskaya Street was seething with indignation when a young girl unexpectedly appeared at the door of Parity with, as it seemed to those gathered, some documents. The dissatisfied decided that she was an employee of the company, and the accumulated complaints about the work of the management company were immediately addressed directly to her.

It seems that this turn of events could simply frighten her: the “employee” allegedly rushed to her car and tried to leave the place of the spontaneous rally. While backing up, the fugitive hit one of the activists, and she fell right under the wheels of the departing Audi. After that, the car did not stop, but rushed forward, running over the woman a second time, and stopped after a couple of tens of meters. The driver did not hide, but got out of the car and waited for the ambulance and traffic police officers to arrive.

The victim turned out to be Natalya, a nurse from one of the local hospitals; she was hospitalized at her place of work with suspected leg fractures. The next day she told Life that the bones were intact and doctors were examining the ligaments and tendons. Nevertheless, the woman who fell under the wheels told the SHOT telegram channel that she would never forgive her offender and would demand the most serious punishment under the law for her – there would be no reconciliation. Natalya is not even going to talk to the “employee of the Criminal Code”, since, in her opinion, she did not provide assistance to the victim and did not hide only because her neighbors interfered with her.

Who hit the woman near the Criminal Code office

The culprit of the accident is considered to be a 25-year-old employee of the Association of Apartment Building Managers “Osnova” Milena Podoprigor. A criminal case has been opened against her under Article 111 of the Criminal Code (intentional infliction of grievous bodily harm), if guilt is proven, she faces up to 10 years in prison.

She allegedly has nothing to do with Parity and came to the company’s office on the issue of recruiting personnel for construction organizations. Indeed, on a number of job search sites you can find advertisements for vacancies for complex building maintenance workers, mechanics and shift workers, which indicate the girl’s full name and her work telephone numbers for communication. The last announcement with her data was published in August of this year.

Milena Podoprigor

Milena Podoprigor is a Muscovite, she studied at the Law Institute at the department of criminal law, criminal procedure and criminology.

Later she worked at Moscow clinic No. 64. At the beginning of 2023, she got married and recently lived with her husband in Zelenograd. In June, Podoprigor opened an individual entrepreneur with activities in the field of comprehensive maintenance of buildings and the production of various construction, installation and repair works.

The girl told the investigators that at the time of the accident she was very frightened and did not even see how the person got hit by the car, they say, she felt something was wrong only when she ran over the woman for the second time. According to her, the crowd behaved aggressively and, passing through the gathered residents, the fugitive was even hit in the face by someone. The car is also not hers – rented from a car sharing company, angry residents also attacked it.

General Director of Paritet Ramazan Alidibirov immediately distanced himself from this story. According to him, Podoprigor allegedly has nothing to do with the disgraced Criminal Code, but those who gathered for the rally “provoked” the girl with their words and actions.

Why did Paritet come under criminal investigation?

51 year old Ramazan Alidibirov took the director’s chair at Paritet quite recently – in June of this year. It looks like he came to a troubled company – there have been eight directors in the last three years. During the same time, the company became a defendant in 72 lawsuits totaling almost 40 million rubles. Most of them relate to the fulfillment of obligations to supplying enterprises (water, electricity), compensation for harm and unjust enrichment.

The situation with inspections of the company’s activities by the State Housing Inspectorate is also interesting. In recent years, every single scheduled inspection of Parity has gone off without a hitch – violations have been identified during unscheduled inspections. Last year there was only one of these, but it revealed violations at three addresses at once: here experts recorded destroyed roofs, leaks, falling plaster and painted entrances. And for some reason, this year there was not a single unscheduled inspection of houses for which the management company is responsible. Investigators will also find out who should have responded to residents’ complaints, how often inspections were carried out, and who supervised the elimination of identified deficiencies.

As for the lack of hot water and heat in houses, according to the staff of Paritet Management Company, all the problems are related to the old housing stock and communications, whose service life expired many years ago. It is possible that a criminal case will help resolve these issues.
