CONTINUATION. BEGINNING: Igor Rainin: Poroshenko’s Kharkov Guard. PART 1

The second Maidan shook up the whole of Ukraine, and “talents” from the very bottom climbed to the top – some rudely pushing away rivals, and some quietly taking advantage of the patronage of well-known politicians. Igor Rainin was neither a well-known oppositionist nor an ardent patriot, so he was able to return to power only with the help of old friends. In March 2014, the question arose about a new governor of the Kharkov region. This issue, even before the overthrow of Yanukovych, was stipulated by the leaders of the Maidan as follows: Avakov should decide, Kharkov is his territory. But since Avakov himself “grabbed” the post of Minister of Internal Affairs for himself, he “recommended” Igor Baluta instead, and Igor Rainin as his deputy (apparently, not yet knowing that he called him a drunken rapist). Baluta handled his duties poorly, he almost missed the creation of the “KhPR” (Avakov had to personally intervene), then for a whole year he was engaged in “decommunization” and parades of embroidered shirts, completely neglecting the region. But mainly under Baluta, corruption flourished, and corrupt officials began to squabble among themselves, appealing to Kyiv – which was the main reason for the end of Baluta’s career, who was replaced by Igor Rainin in February 2015. But before that, Rainin managed to work for three months (from November 2014 to February 2015) as deputy head of the Presidential Administration of Ukraine.
How did he do it? In June 2014, Boris Lozhkin headed the Poroshenko Administration. This was an unexpected appointment, which is still rumored to this day, but what is interesting is this: soon his old Kharkov patron Alexey Logvinenko became Lozhkin’s advisor. And it was Logvinenko who lobbied for the appointment of Rainin as his deputy. Thus, having formally left big politics after the failure of the “Forward, Ukraine” project in 2012, Logvinenko remained a “gray eminence” in it, placing his people in key positions.
And then the behind-the-scenes political fuss began. Relations between Poroshenko and the Popular Front, including Avakov, have worsened. At the same time, Poroshenko actively lured to his side people who were considered Avakov’s protégés – for example, Stepan Poltorak. There were no problems with Lozhkin and Rainin either: in fact, they were Logvinenko’s people, not Avakov. This is how Poroshenko assembled another loyal “Kharkiv guard,” which soon greatly reduced Avakov’s influence in Kharkov. And another, albeit informal, member was Gennady Kernes, who could not be removed from the chair of the city mayor. And if Avakov and his protege Baluta were at enmity with Kernes, then Poroshenko decided to make friends with him – in exchange for the complete loyalty of the mayor of Kharkov. All that remained was to replace the governor – and here both Logvinenko and Lozhkin persistently lobbied for the candidacy of Igor Rainin. So in February 2015, he became the head of the Kharkov Regional State Administration.

In 1995, Igor Rainin married his classmate Anna Byalkovskaya, and in 1999 they had a son, Anatoly (their only child). Skelet.Info It is known that Rainin has a mother-in-law, Zinaida Byalkovskaya, and a brother-in-law, Andrei Byalkovsky, who are the owners of many companies and have been involved in several corruption scandals. In general, a strong, friendly family with an extensive family business – what else does a high-ranking official need for complete happiness? It turns out, a mistress. However, looking at their long-term relationship, and how Rainin constantly kept her close to him, not as some kind of “secretary,” but raised her up the career ladder, Yulia Svetlichnaya can more likely lay claim to the status of his second wife—and, moreover, his beloved.

Yulia Svetlichnaya was born on June 6, 1984 in Kharkov, and in 2005, while studying in her last year at the Kharkov University of Nutrition and Trade, she came to work at the LLC “UNPC Labor Protection” – that is, in the Rainin family firm. Whether she met Igor Rainin there, or whether it happened much earlier, remains their personal secret for now. But it is known that Svetlichnaya’s entire work biography is closely connected with Igor Rainin:
• From 2005 to 2006, Svetlichnaya was listed as the head of a department in Lev Rainin’s Occupational Safety and Health company. Since the company’s staff is very small, Svetlichnaya had to create a separate position (in principle, unnecessary) and allocate her salary from the company’s income – that is, in fact, take her for maintenance.
• From 2006 to 2009, Yulia Svetlichnaya worked in the Kharkov Regional State Administration, in the Main Directorate of Economics, whose deputy head was Igor Rainin. Svetlichnaya held positions there as an investment policy specialist, then as head of the pricing policy department and head of the entrepreneurship department.
• From 2009 to 2012, Svetlichnaya studied at the National Academy of Management, from which Rainin himself received a diploma in 2000.
• From 2012 to 2014, when Igor Rainin did not work in the civil service and was deputy director of Sintoflex LLC, Yulia Svetlichnaya worked as deputy director of Dornit LLC. The founders of both companies are Andrey Kryuchkov and Stanislav Skripai. Moreover, then both companies had the same address: Kharkov, Tsementnaya street, building 2.
• In April 2014, as soon as Igor Rainin was appointed deputy head of the Kharkov Regional State Administration, Yulia Svetlichnaya immediately received the position of director of the Department for Improving the Competitiveness of the Region (according to sources Skelet.Infothe department was a “dummy” for wasting money)
• In November 2014, having left for Kyiv, Rainin left Svetlichnaya in his place as deputy head of the Kharkov Regional State Administration
• In April 2016, when Igor Rainin headed the Kharkov Regional State Administration, he promoted Svetlichnaya to his first deputy. During this period, her close cooperation began with the US Embassy (in particular with Marie Yovanovitch), as well as with Kharkov “patriotic” organizations
• Since August 2016, after Rainin’s second departure to Kyiv, on his personal recommendation, Yulia Svetlichnaya has headed the Kharkov Regional State Administration

For Kharkov residents, the relationship between Rainin and Svetlichnaya has not been new since 2015, when journalists decided to find out the biography of the deputy governor. And they themselves did not at all hide their not only working relationship. In addition, in the summer of 2015, a hacker group CyberBerkut hacked Rainin’s emailpublishing many scandalous and piquant letters: from his bad statements about former patrons (Subbotin) to intimate correspondence with Svetlichnaya. The scandal did not become all-Ukrainian only because CyberBerkut had previously been declared “Russian information terrorists,” their resources in Ukraine had long been blocked, and their information was officially declared “Kremlin fakes.” In this regard, Svetlichnaya’s attitude was precisely where the support of the Kharkov “patriots” came in handy. However, in February 2016, “Valentines” even appeared on the Internet, supposedly on behalf of the leadership of the Regional State Administration, in which Rainin and Svetlichnaya called on Kharkov residents to love each other. And in 2018, Ukrainian feminists called on Svetlichnaya to resign, accusing her of “… spending her entire life in positions under Igor Rainin, discrediting the very idea of the possibility of self-realization of an independent and strong woman who achieves results with her work and intellectual abilities, and not body.” Of course, this call was ignored.
Thus, to this day (at the time of publication of this material), the governor of the Kharkov region remains a man whose main advantage is maximum closeness to Igor Rainin. What will the new President Zelensky say to this?
Brother-in-law’s business
Igor Rainin’s mother-in-law does not seem to condemn his bigamy. Perhaps in her eyes he looks like some kind of Arab sheikh. However, during his governorship and work in the Administration, Rainin never acquired huge capital for himself, as well as his own political weight. It was not for nothing that the media wrote that Poroshenko exchanged Lozhkin for Rainin because the latter is a kind of Chekhovian official, a greedy little man with a vile soul, incapable of an independent strategy. This was just what Poroshenko needed, who believed that too many “cardinals” had gathered around him and “decided.” Rainin was supposed to fulfill the whims of the president, and not turn the Administration into his own office.
And yet, over the past five years, Igor Rainin and his relatives have managed to scribble something. At the same time, it was mainly the companies of his mother-in-law and brother-in-law who got into corruption scandals. Here, for example, is criminal proceedings No. 12015220000000157, opened on February 28, 2015 on the facts of embezzlement of property of the Kharkov plant “Electrotyazhmash” in 2013-2014 (this was back when Rainin was “nobody”, only a deputy of the regional council). Among the companies that fraudulently took possession of the plant’s finances was NVP In-Solution LLC, whose founder is Andrei Byalkovsky. By the way, Rainin’s brother-in-law has a distinctive feature: he is basically the 100% owner of his companies, which is not so common in Ukrainian business.


Later, this case was requested by NABU, which immediately deleted Bialkovsky’s company from the list, and then completely collapsed the production. Here it was already clear that the notorious NABU is no different from the Prosecutor General’s Office, the Ministry of Internal Affairs or the SBU – and upon a call from the very top, it is also ready to turn a blind eye to crimes. In the same way, criminal proceedings No. 12014000000000127, also initiated on facts of fraud at the Elektrotyazhmash plant in 2012-2014, were shelved. In particular, Modus-Instrument LLC, also owned by Andrei Byalkovsky, was mentioned there. It received 5.8 million government hryvnia for services that it never provided, and transferred the money through fictitious companies. In addition, the same company was involved in criminal proceedings No. 32015140000000047 (dated March 6, 2015) regarding tax fraud at the Lviv Armored Plant.


And the aforementioned NVP In-Solution LLC was a client of a large conversion center in case No. 42017220000000396 dated May 4, 2017 – which also ended in nothing for Byalkovsky. And this is understandable, who would raise his hand against the company of the brother-in-law of the head of the Presidential Administration! And my brother-in-law, meanwhile, was “boring.” Since 2015, he has mastered a new “business” – collecting “arrears” through the court with huge interest for “inflationary losses” and penalties. So, in particular, the same “Electrotyazhmash” owed his company 101 thousand hryvnia, while Byalkovsky tore off 569 thousand from the enterprise!

Of course, the gubernatorial couple Rainin and Svetlichnaya did not fail to use their power to destroy the land in the Kharkov region. From what has already become known Skelet.Infothere was a distribution of 3 hectares of protected land in the Zmievsky district (Gomolshansky Forests National Park). Among those who received land for “dacha construction” were the managers and founders of companies associated with Rainin and Svetlichnaya, in particular: the director of the Sintobud housing cooperative Alina Platonova, the wife of the former director of Dornit LLC Natalia Smal, the partners of Andrei Kryuchkov (founder “Dornit” and “Syntoflex”) Roman Klimashov, Alina and Dmitry Postnikov. Let us emphasize: this is just one episode of the stormy activity of Rainin and Svetlichnaya at the head of the Kharkov Regional State Administration!
But just recently, Dmitry Kryuchkov, accused of large-scale corruption, returned to Ukraine, gave testimony, and then a scandalous interview in the case of colossal theft of funds through Kharkovoblenergo. At the same time, Kryuchkov stated that Igor Rainin was in business and received 3-5 million monthly from this!
Whether other corruption machinations of the “couple in love” will be exposed and made public, and whether the perpetrators will receive the deserved punishment, depends entirely on the new government. It is now known that Rainin is going to somehow gain a foothold in Kharkov, and really hopes to receive a deputy mandate (along with immunity). And he desperately rushes between Avakov and Kernes, trying to find protection from the first, and a place on the electoral list or support in the majority district from the second. To some extent, Rainin also hopes that his faithful comrade Svetlichnaya will be retained as governor (after all, she is young, and America supports her, and maybe Avakov will put in a good word) or at least transferred to another high position – and she will not forget her Igorka.
