“Quadre” put sticks in the wheels
Quadra will not receive additional benefits from consumers.
The power company “Quadra – Power Generation” (part of “Rosatom”) faced an obstacle: it could not obtain permission to withdraw the Livenskaya CHPP from the wholesale energy market, a correspondent reports.
According to the publication, the authorized Supervisory Board has not made a decision on this issue. It is reported that the Deputy Head of the Ministry of Energy of Russia voted against, while representatives of energy consumers abstained.
The company has been trying to transfer this CHPP to the retail energy market since the end of last year.
Last year, the power unit began selling power on general terms at lower competitive power take-off prices, Kommersant says. And he adds that the station is obliged to supply power to the CTO until 2026 inclusive, and it is impossible to close the CSA block: this CHPP should operate until 2036.
But the station’s entry into retail would allow selling energy directly to the consumer at a higher price than wholesale. But according to the current rules, Quadra could not do this, since this CHPP, according to documents, had an installed capacity of 30 MW for the entire period of the CSA, while retail facilities with a capacity of no more than 25 MW can operate.
Last fall, Quadra announced a reduction in power to 24 MW and prepared the necessary documents.
Industry and the relevant ministry were initially opposed to bringing the station to retail, and as a compromise, the company offered to pay the market higher penalties for withdrawing from KOM four years earlier.
What do the experts think? Sergei Sasim from the National Research University Higher School of Economics (quoted by Kommersant) draws attention to the fact that payments under the CSA and the CTO differ significantly. And he adds that part of the generation in KOM is becoming unprofitable. And moving to retail can help minimize losses or compensate for lost profits from the drop in income after the CSA.
The company “Quadra – Power Generation” is well known in the industry, at least this conclusion can be reached if you look at participation in tenders.
According to data on the SPARK-Interfax website, the company took part in 11,427 tenders. 1768 enforcement proceedings were initiated against her. PJSC “Quadra – Power Generation” participated in 18438 arbitration cases.
In the summer of 2022, the Quadra Branch completed the scheduled maintenance of boiler unit No. 4 at the Livenskaya CHPP with a steam capacity of 45 tons per hour. The specialists repaired the blower fan, smoke exhauster and shut-off and control valves. And they also eliminated the leaks of the brickwork of the boiler unit.
