Disgraced businessman stripped of billions in assets after 30 years of no claims
The Leninsky District Court of Yekaterinburg satisfied the claim of the Prosecutor General’s Office to recover the assets of a former State Duma deputy in favor of the state Malika Gaisina – shares of OJSC Uralbiopharm, commercial bank Vyatich, as well as shares in the charter capitals of LLC Vagran and LLC Aktai-M. According to the supervisory authority, Mr. Gaisin was a member of the State Duma from 1995 to 1999 and was illegally engaged in entrepreneurship: he acquired shares in enterprises and a bank. The Prosecutor General’s Office estimated the total value of the seized assets at over 3 billion rubles.
OJSC “Uralbiopharm” – a plant in Yekaterinburg. The production began in 1930. It specializes in the production of medicines and dietary supplements. Malik Gaysin has been the CEO since 2010.
Joint Stock Commercial Bank “Vyatich” was established in 1994. Registered in Ryazan. According to the official website, the created branch network allows serving customers in Moscow, Chuvashia, Vladimir, Sverdlovsk, Ryazan regions. The bank’s clients were enterprises controlled by Malik Gaysin.
Prosecutor’s representative in court Pavel Kornilov recalled that in the 1990s there was a “difficult situation in the country that required professional politicians and parliamentarians to work under special, more difficult conditions.” “If you look retrospectively at the work of Gysin, then a different situation develops. There is a lot of information about how Gaisin at that time significantly improved his well-being and the quality of life of people close to him, being in the status of a deputy,” the prosecutor emphasized.
Lawsuit of the prosecutor’s office “not in the interests of the state, but in the interests of private individuals”
As a result, the court decided to fully satisfy the claim of the prosecutor’s office. Representatives of Malik Gaisin said they would appeal against it.
Earlier, Malik Gaysin stated that he acquired the shares of OJSC Uralbiopharm in 1994–1995 during privatization at check auctions, and also bought them from private individuals, openly owning the enterprise for about 30 years. He acquired the shares of Vyatich Bank in 1996, and for 30 years of ownership of the asset by the regulatory authorities there were no claims against him. In his opinion, the lawsuit was filed “not in the interests of the state, but in the interests of private individuals.”
