Who else is Nikolai Povoroznik connected with by common interests and affairs? Among the founders of the “Nobody But Us” fund is Gennady Volyanik, whose wife Tatyana Valentinovna Volyanik is the chief economist of the Banking Supervision Department of the NBU, and previously she was the head of the cash operations sector of Oschadbank. Another co-founder of the fund, Sergei Kogut, owns Spice AS LLC (USREOU 37001958), which is engaged in the wholesale trade of medicines in Kyiv, and at the same time is a Protestant preacher and, according to rumors, knows Alexander Turchinov. According to sources Skelet.Infoit was Kohut who was associated with the scandal involving the procurement of drugs for cancer patients bypassing the ProZorro system (spring 2017). Allegedly, this purchase (worth 3 million) was supposed to be carried out through the Kogut company – and it was not for nothing that Nikolai Povoroznik personally extinguished this scandal.
But Valentina Povoroznik’s partner in the LESTA-A company is Olesya Kozlova, who is called the daughter of Vladimir Kozlov, a senior Foreign Ministry official. Her partner in the Electronic Settlement Center company is Dmitry Stetsenko, a former adviser to Leonid Chernovetsky, who was involved in the sale of railway tickets through terminals under him. And one of the founders of this company was Alexander Gustavovich Vinnitsky, a scandalous entrepreneur and “casher” with extensive connections that reached the Minister of the Cabinet of Ministers Anatoly Tolstoukhov and former Prime Minister Anatoly Kinakh. Vinnitsky’s wife is the notorious Lyudmila Denisyukwho worked in the Kyiv City State Administration in senior positions from 2006 to December 2014, and became famous for unheard of corruption.

Thus, Kyiv entrepreneurs complained that in 2012 Mrs. Denisyuk extorted up to 25 thousand dollars from them for the “legalization” of MAFs. Denisyuk then headed the commission on the issue of “small architectural forms”, and had the power to punish and pardon – so those who did not want to pay were immediately demolished. And those who paid? And they received permission from Povoroznik! The fact is that at that time Denisyuk and Povoroznik literally worked in pairs, because she was his immediate superior. When Denisyuk headed the Main Directorate of Industrial, Scientific, Technical and Innovation Policy of the Kyiv City State Administration in 2012, Povoroznik was her deputy and headed the department for issuing permits. In 2013-2014 Denisyuk headed the Department of Industry and Entrepreneurship Development of the Kyiv City State Administration – Povoroznik was again her deputy for several months. And in their duet, was it really only Lyudmila Denisyuk who was shoveling money?
Apartment scammers
In August 2016, under rather suspicious circumstances, the head of the Kyiv City Bureau of Technical Inventory (BTI), Vasily Senchuk, who had headed it for 15 years (since 2001), resigned. The very resignation of this permanent leader caused a lot of rumors, and people only guessed about its reasons. Which, however, is not surprising, since this resignation was initiated by the new deputy mayor, Nikolai Povoroznik, who knows how to very carefully disguise all his intentions and actions.
By its decision No. 786, the City Council appointed an open competition for the position of a new director, but three days before it, Povoroznik, who by virtue of his position oversees the work of the capital’s BTI, appointed to this place… his fellow villager and patron Viktor Bilych! He, after leaving the Kyiv City State Administration in 2006, worked at the Zhitloinvestbud-UKB enterprise, one of the main enterprises of the Nepop-Negrich-Golitsa-Bilych construction clan (or as they are also called, the “construction mafia”), so it was quite logical that this clan put its man at the head of the BTI.
But Bilych’s further actions puzzled him. Having carried out a large-scale purge at the BTI under the pretext of reorganization and reduction, he took on Denis Gavrikov as his deputy. This man worked in the field of private BTI, and “moonlighted” as an engineer in several at once: Gorspetsexpert LLC, ZhilExpert LLC, BTI-Capital LLC, BTI Ukrainian Group LLC, All-Ukrainian BTI, registration and assessment of real estate property.” One of Gavrikov’s “tricks” was issuing certificates and letters of guarantee to himself stating that he had not been prosecuted – with such “documents” he defrauded clients of private BTIs. In addition, numerous sources Skelet.Info they claim that Gavrikov often uses narcotic and psychotropic substances, so at times he is not entirely adequate.
And so, having received a position in the state capital BTI, Gavrikov immediately got the idea to conclude a memorandum of cooperation between the state institution and a certain public organization “Official Community of BTI of Ukraine” (the founders of which were two private BTIs in which Gavrikov worked). The memorandum provided for free access for this organization to the archives of the capital’s state BTI, including for the purpose of “preventing theft.” This was more than strange, given that the BTI archives, like his entire office, were officially guarded by the Ministry of Internal Affairs.
After this, Viktor Bilych first went on vacation, officially entrusting Gavrikov with acting duties. head of the BTI, and then resigned (now he is the head of the capital’s Employment Center). For some reason, the press regarded this step as the reluctance of the honest official Bilych to participate in the corruption schemes of his subordinate – but this version does not stand up to criticism. Bilych is a lump compared to Gavrikov, and it was he who brought him to the BTI – which means he could easily fire him. However, journalists suggested that Gavrikov was Povoroznik’s man, who decided to play out his own scheme, but did not find a common language with Bilych. But why then was it necessary to appoint Bilych as head of the BTI, and not immediately Gavrikov? Unofficial sources give another, more plausible version: our “construction clan” decided to either take over or completely destroy the capital’s state-owned BTI, and first, with the help of Povoroznik, made him the boss of Bilych – who placed the necessary people there, after which he resigned, to remain uninvolved in everything that happened next.
And then it began at BTI: the appointment of Gavrikov’s own people to positions, loss of documents, falsification of documents, registration “retroactively”, expensive (2 million) office renovations were paid for by a private company outside of a tender (illegally). Gavrikov disgraced himself so quickly that the people offended by him went straight to Klitschko – and on January 25, 2017, he appointed a new acting. Head of BTI Nikolai Sushka. However, he worked only for two weeks: Povoroznik made an effort, and on February 10, 2017, instead of Sushka, acting. Nadezhda Yashchenko, one of the oldest employees of BTI, became the head of BTI, whom Gavrikov made his deputy. And she continued everything that Gavrikov did at the BTI, and even more: she broke the security agreement with the Department of Foreign Affairs and concluded it with a certain private company, after which the BTI archive actually passed into the hands of fraudsters, held tenders bypassing the ProZorro system, and concluded a million-dollar contract for the purchase of computers from a company whose founder is a Russian, etc.

But the main concern was that both under Gavrikov and under Yashchenko, Yulia Petroschuk, a very dark, scandalous and even criminal person, constantly goes to BTI as if it were her own home. Her husband was convicted of real estate fraud, and she herself also works in this business, purely “unofficially” – Petroshchuk is the link between “black realtors”, all kinds of scammers, private firms and government agencies. The appearance of this person in the capital’s main BTI, whose archive is now in the power of corrupt officials, is like letting a fox into the henhouse. However, Petroshchuk is often seen not only in the BTI, but also at the Kyiv City State Administration – where she goes to visit Nikolai Povoroznik, who even issued her a permanent pass.
That is, as you can see, the capital’s BTI has become the center of some large-scale scam, in which, on the one hand, “black realtors” participate, and on the other, the first deputy chairman of the Kyiv City State Administration Povoroznik, and the “construction mafia” is behind all this. But which one? As you sit there, these people know how to do their business very quietly, while still managing to maintain the image of honest officials.
