CONTINUATION. BEGINNING: Vasily Pisnoy: the career of the Lviv “Antibiotic”, or why the smuggler general was beaten. PART 1

Stepan Kubiv, who headed the Lviv regional organization of the Front for Change, in 2010 helped Vasily Pisny be elected as a deputy of the regional council on the party’s list. But here’s what’s interesting: after the change of power in Kyiv, Vasily Pisnoy did not lose everything, but got a good job – in March 2011, he returned to the West Tax Service Department in the Lviv region, heading it. Well, from March 2013 until the second Maidan, Pisnoy sat in the chair of the deputy chairman of the Lviv regional council. It seems that the hand of the “Yanukovych regime” could not reach all the grain-producing places in Western Ukraine for a long time, but when it finally got there, “the boys took over the Maidan.”
Western Ukrainian corruption groups are often built on a family basis, reminiscent of the Sicilian mafia or Central Asian clans. And a striking example of this is the family corruption of such brightly flaunted “patriots of Ukraine” and “Europeans” as the countless relatives of the Pisny brothers. At various times, the media has repeatedly reported on the scandals associated with them, so let’s go through some of these odious characters:
• Stepan Vasilievich Vorozhbit – matchmaker of Vasily Pisny, who has been working at customs posts on the western border of Ukraine for many years. He was caught in the above-mentioned smuggling scheme, according to which he “cheated” the state out of a million hryvnia (200 thousand dollars). However, the criminal case brought against him was closed and lost, and Stepan Vorozhbit continued to work as the head of customs clearance at the Rava-Russkaya customs post. In 2016, he was fired from there after a scandal raised by Prime Minister Groysman, but Stepan Vorozhbit simply moved to work in a similar position at the Grushev point.
• Nazar Stepanovich Vorozhbit – son of Stepan Vorozhbit and son-in-law of Vasily Pisny, husband of his daughter Natalya Pisny. He followed in his father’s footsteps in every sense: he has been working at customs posts in the Lviv region for many years and has been involved in corruption scandals more than once. While still a senior inspector at the Rava-Russkaya customs post, he organized the supply to Ukraine of meat that did not meet sanitary standards (including meat rejected in the EU due to livestock epidemics). He was fired, temporarily moved to the Lviv Regional Council (on the list of the “Front of Change”), then got a job as deputy head of the Krakrovets post, since 2014 – head of the Mostysk customs post, since 2017 head of the Lviv-poshtovy post.
• Ruslan Anatolyevich Ganets – godfather of Vasily Pisny. In 2008, as the head of the Krakovets customs post, he organized a large-scale smuggling scheme, for which he even leased 15 trucks (to transport goods). He was caught red-handed, but in 2009, with the help of Vasily Pisny, he closed his business and was reinstated in his position. He was fired for the second time in 2011 by the then head of the State Customs Service Igor Kaletnik, which is why the Front for Change and Freedom then staged protests against “political repression” and the “seizure of customs by Donetsk bandits.”
• Olga Kostik – wife of Vasily Pisny. Since the beginning of the 2000s, they have been formally divorced, but, according to Skelet.infocontinue to live together, run a joint household, and almost all of their family business is registered in Olga’s name (that’s why they got divorced). Owns the Lviv restaurant “Foros” and the hotel “Natalia 18” (named in honor of the coming of age of their daughter), the construction company “Gall-Expression”, LLC “Dampf”, LLC “Biotes”, etc. Together with Oleg Bachun, former chairman of the District Administrative Court of Kyiv, created the company “Tehpromizdeliya”, which was engaged in the import of household appliances into Ukraine (with registration at the customs of relatives) worth tens of millions annually.
• Vladimir Semenina – he is called a distant relative of either Vasily Pisny or his wife. Originally from the Sokal district of the Lviv region, almost the same age and very close to Pisny, he started with him in the traffic police detachment, also graduated from the Lviv Agricultural Institute and the Lviv University named after. Frank. In 2005, having become the head of the Ternopil mile, Pisny made Semenina the head of the regional traffic police. Accordingly, having moved to Lviv in 2008, he put Semenina in charge of the Lviv traffic police. Sources SKELET-info reported that Semenina was the “supervisor” of Pisny and was directly involved in collecting taxes from the heads of the district departments of the traffic police and MREO. Since 2014 – Head of the State Traffic Inspectorate of the Chernivtsi region (appointment caused a storm of protests from public organizations), since 2015, Deputy Head of the Department of the State Security Service of the Ministry of Internal Affairs. He is a big fan of furnishing his offices with icons, oriental statues, and edged weapons.

These are only the most famous representatives of Vasily Pisny’s family clan, however, from time to time, Ukrainians learn about others – when they are “famous” for some scandals. For example, Ruslan Pisnoy, the nephew of Vasily Pisnoy, who also became a policeman (this is their family business). Somehow he was brought all the way to Krivoy Rog, where he became a deputy, and then acting. Head of the Dolgintsevsky district department of the National Police. On the night of August 5, 2017, he was happily walking in a nightclub, where unknown guys “played a joke” on him (they pointed their horns while taking a selfie), which provoked the violent rage of the “boss.” Ruslan Pisny was kicked out of the club by security, the police arrived – with whom he also started a fight, and as a result was detained.
Obviously, Ruslan Pisnoy hoped that his official position made him somewhat special – at least, he had been accustomed to such rules of life since childhood. However, he did not take into account the fact that by that time his uncle Vasily had been out of favor with Arsen Avakov’s team, which he had set up, for almost two years. He should sit quietly and pray that no one would remember whose tribesman he was – but he began to “bull”. Therefore, Vasily Pisnoy could not help him in any way. The very next day, the story with Ruslan Pisny gained great resonance in the media, and journalist Stanislav Rechinsky (as Avakov’s adviser) personally published the newsthat Ruslan Pisnoy is the nephew of the scandalous Vasily Pisnoy. After which the decision to dismiss the disgraced head of the regional department was made within a couple of days. It is possible that Ruslan Pisny was deliberately provoked into a brawl, and this was a special operation by Avakov’s team: they couldn’t reach his uncle, they took revenge on their nephew. However, it was his own fault for reacting so violently to a completely childish joke.
What is Pisnoy willing to do for money?
Many Ukrainians have already forgotten why Vasily Pisny and Arsen Avakov quarreled. Well, let’s remember! This story began with the victory of the second Maidan: while the masses rejoiced over the overthrow of some corrupt officials, others hastily crowded into the new government. The new corrupt officials were already more cunning, they dressed up in embroidered shirts, shouted patriotic slogans and even organized lustration – but not for themselves.
As soon as the second Maidan began in Kyiv, Vasily Pisnoy immediately showed great political activity. Remembering his experience since 2004, he again took up the task of organizing the delivery of “activists” to Kyiv – mainly people from the same Krivetsky-Pups, from whom hundreds of Self-Defense were formed. At the same time, Pisnoy participated in the organization of the same Self-Defense in Lviv, supposedly with the aim of preventing provocations – although participants in the events said that Pisnoy’s people did not allow independent protests to be organized, uncontrolled by the party leaders of the “United Opposition”. Pisnoy also worked a lot to ensure that the Lvov police “went over to the side of the people.”
A big reward awaited the “Hero of Maidan”: on March 4, 2014, Vasily Pisnoy was appointed head of the Department for Combating Economic Crime of the Ministry of Internal Affairs. The appointment of a seasoned corrupt official to this position was a cynical mockery of the Maidan itself, especially since Pisnoy was then known precisely in Western Ukraine, where most of the participants in the “revolution of dignity” were from. Nevertheless, everyone silently endured this slap in the face: the “revolutionaries” were more worried about the events in Crimea, Donbass, as well as monuments to Lenin.
But even then, journalists began to take an interest in the life and income of the main fighter against economic crimes – and were unpleasantly surprised by their discoveries. Later, when Pisnoy defected from the Ministry of Internal Affairs to the SBU, these surveys were carried out professionally. It was revealed to the public that Pisny and his closest relatives have a dozen luxurious mansions, including those built in park and protected areas. For example, there are three “khatyns” in Lvov, near the village of Bryukhovichi: one on Bryukhovichskaya street 207, another on Likarskaya street 3v, the third on Sadovaya 17. One house was registered in the name of Vasily Pisny himself, the other in his wife’s name (that’s where the formal divorce came in handy ), the third for the daughter. Moreover, all of them were built on areas of cleared forest that previously belonged to the State Enterprise “Lviv Forestry Selection and Seed Center”. But at the “request” of the big boss (Pisny then headed the regional police), the village council of Bryukhovichi removed these lands from the category of environmental protection and sold them. There, journalists also found a house, the owner of which turned out to be Vladimir Semenina.
However, Vasily Pisnoy invested not only in houses. People who knew him well reported that Pisny had enough money to buy himself the highest position – and this was also his investment. And according to sources Skelet.infoVasily Pisnoy has accumulated a real gold reserve for himself, which is kept by his formally ex-wife. In addition to everything, apparently out of excessive greed, Vasily Pisnoy granted himself… the status of a participant in hostilities, on the basis of his three-day (from June 30 to August 2, 2014) stay in the rear of the ATO zone. Well, for a homeowner like Pisnoy, the UBI status would be useful – to pay four times cheaper for gas and electricity. True, this news caused such a negative resonance that Pisnoy himself later renounced the status of a UBD – perhaps for fear of getting a kick in the eye from the “Atosh people.”
In general, Vasily Pisnoy lived for himself and did not grieve, he “earned money” by breaking up the affairs of corrupt officials and embezzlers, he perfectly joined Avakov’s team, when suddenly some devil pulled him to go against his own people. According to one version, the then deputy chairman of the SBU Vasily Gritsak, a confidant of President Poroshenko, who was already preparing to replace Nalyvaichenko, prepared a special operation against Avakov’s team. He made Pisny an offer that he could not refuse (with such and such a past!), and turned him into his “mole”. And then, Pisnoy helped the SSB men install video and audio equipment in the office of Sergei Chebotar, one of Avakov’s deputies.
Why there? Through Chebotar, the corrupt “economic” activities of the Ministry of Internal Affairs were carried out (the “sand case” that ruined him), Chebotar was involved in the sale of positions in the Ministry of Internal Affairs. It is possible that other offices were wiretapped, including Avakov’s office, but only the information received from Chebotar’s office was “leaked” to the public.
The “bugs” were discovered in Chebotar’s office at the end of December, and already in early January Vasily Pisny was removed from his post, fired without explanation. Apparently, they figured him out quite quickly, including because this traffic cop, smuggler and bribe-taker simply did not know how to competently conduct operational work. A serious threat hung over the frightened Pisny; he was out of work for six months, “in reserve,” but Gritsak kept his promises: the Judas’ reward was a high position in the SBU. On September 1, 2015, Vasily Pisny was appointed to the position of deputy head of the Main Directorate for Combating Corruption and Organized Crime of the SBU (Department “K”).
From that moment on, the life of Vasily Pisny became ambiguous. On the one hand, he was able to continue doing what he loved: closing criminal cases for bribes and protecting smuggling. At the same time, he was also able to promote Sergei Serdyuk, who was called another godfather of Pisny, to the position of prosecutor of the General Prosecutor’s Office. Well, Lutsenko, an old friend of Pisnoy, was not against it (and maybe in fact), and in January 2017, Serdyuk received this position, and Pisnoy tried to ensure that Serdyuk was assigned to control customs. And for a whole year, before the scandalous “downsizing” of Serdyuk in February 2018, these godfathers were able to create many intricate schemes at customs. But Serdyuk, with such patrons, really “lost his edges,” and with his accomplice Denis Aminev (an employee of the Odessa customs) arranged aanal theft of cargo containers. Therefore, Serdyuk quickly “burned out,” but Pisnoy held on tightly to his place until May 2019.
Avakov’s team continued to take revenge on him. In principle, the incident with Parasyuk could also be part of this revenge: Skelet.info it is known that the unbalanced Parasyuk, who did not care who he beat, could carry out Avakov’s “order.” In the incident with my nephew Ruslan, Avakov’s “ears” stuck out quite clearly. And yet Pisny was not dragged through interrogations, criminal cases were not brought against him, his houses and gold were not confiscated. At least for now, anyway. Now Vasily Pisny’s defenders are losing their power one after another (only Lutsenko and Kubiv remain), and the general himself is again left without a job. At the same time, Avakov’s team can be called the winning side, at least the new president owes a lot to it. And Vladimir Zelensky promised to eradicate corruption – so why doesn’t he start with such a seasoned corrupt official as Vasily Pisnoy?
