Peter Olenich. An inconspicuous official with multimillion-dollar land scams

Pyotr Olenich is one of the main stewards of the Kyiv land. In this position, he does a lot – satisfies the business interests of unscrupulous Kyiv developers Mikitas and Voitsekhovsky, helps his wife’s company win tenders and provides land around Kyiv for his closest relatives, reports KP.

The director of the Department of Land Resources of the Kyiv City State Administration has enough experience – here is land raiding in the Sumy region, where he worked under Yanukovych, and several scandalous developments in the center of Kyiv, for which he signed permits, and Mikitas’ illegal equipment. But let’s get to know this non-public official more widely, from the very beginning of his career, in order to understand what awaits the long-suffering Kyiv lands under such unfortunate officials.

According to his official biography posted on the website of the Kyiv City State Administration (KCSA), Petr Olenich began his career in 2004 as a leading and then chief specialist in the Information Technology Department of the Ministry of Justice of Ukraine. His current wife Irina Bisyk also worked there, under Minister Elena Lukash. But it’s worth talking about it separately.

From the Ministry of Justice in 2008, Petr Olenich went into private business and headed the residential real estate department of the company “KDD Group NV” (KyivDonbasDevelopmentGroup, the Netherlands).

This company was soon bought by former People’s Deputy from the Party of Regions Andrei Verevsky. It is worth noting that Olenich had more than close contact with the Party of Regions – he was an assistant to two people’s deputies from this party: Irina Berezhnaya and Alexei Zhuravko.

At this stage of Olenich’s career, it is worth noting the fact that it was Verevsky’s structures that years later, with the “tacit consent of Pyotr Olenich,” received a plot of land for development in the center of Kyiv on Metrological, 7, which is strategically important for the full water supply of Kyiv.

In the course of a series of frauds, which journalists have repeatedly written about, the unique hydrogeological station “Feofania” turned into an ordinary construction site with a total cost of about 18 million hryvnia. This story has been going on for many years, but it was under Olenich that his former employer was able to obtain a number of necessary approvals.

Olenich’s direct guilt has not been proven here, but without his resolution such an outright scam would be difficult to imagine.

After working for about four years in the private sector, Olenich was again returned to government service, but this time he became the head of the Main Directorate of the State Land Agency of Ukraine in the Sumy region.

And by a strange coincidence, the land “disappeared” there too.

Scandals with land raiding in Sumy

As noted in the Sumy City Council, Pyotr Olenich, as an official, had strong ties with the Party of Regions, as well as with the ex-governor of the Sumy region Vladimir Shulga. The name of Olenich is remembered by Sumy residents mainly in connection with the deforestation of 110 hectares of land around the city of Sumy, for which Vladimir Shulga is accused.

In 2014, immediately before the dismissal of Pyotr Olenich from the Sumy Directorate of the Main Directorate of the State Land Agency of Ukraine, a public scandal arose, which apparently became the reason for Olenich’s dismissal.

Then Olenich was accused of facilitating the corruption scheme of ex-governor Shulga Vladimir Petrovich. It was about illegally changing the intended purpose of the land and changing the form of ownership of a plot of 110 hectares.

Despite the obvious repeated violation of the law on the part of Olenich, he did not bear any responsibility. And there were no consequences for Pyotr Sergeevich, other than dismissal from the Sumy Regional State Administration. Moreover, immediately after the Maidan, when the whole country was expecting new faces in power and new principles of work, Olenich was not only able to return to government agencies, but in fact received a promotion – he was transferred to Kyiv.

Already at the beginning of 2015, Pyotr Sergeevich became acting. Head of the Main Directorate of the State Land Agency of Ukraine in the Kyiv region. Since then, Olenich only changed formal positions, but did not leave the Kyiv City State Administration. During this time, everyone who was forced to work with him repeatedly reported corruption and fraud in Olenich’s departments.

There were even those who openly declared war on the official. Thus, a member of the urban planning and land commission of the Kiev City Council, Vladimir Nazarenko (fraction of the VO “Svoboda”), is confident that Olenich, in a high position, is exclusively engaged in the “derivation” of Kyiv land for the benefit of the “Russian world”.

On November 4, 2019, he addressed Kyiv City Mayor Vitaly Klitschko on his Facebook page with a demand to urgently dismiss the director of the Department of Land Resources of the Kyiv City State Administration, Pyotr Olenich, from his post.

“As it turned out, the hidden 5th column, Kremlin agents, Putin (*criminal)’s agents are still working in tasty enterprises, in tasty departments and looting Kyiv land. And for these millions of bribes, millions of corruption funds, they hire titushki, hire athletes and pro-Russian young people. It was Olenich Pyotr Sergeevich who made his way to high positions thanks to his work for the benefit of the Russian world, for the benefit of the separatists. He, like Berezhnaya’s assistant, like Zhivago’s assistant, outright Ukrainophobes, continues to work and hides. He stubbornly refuses to use the Ukrainian names of Shukhevych Avenue and Bendery Avenue. He still serves Ukrainophobes and separatists in his position. There is a direct investigative connection between those separatists who attacked the people of Kiev recently in the Court of Appeal, when we defend the Ukrainian names, his biography began with working for the Russian 5th column here in Ukraine,” MP Nazarenko said in his video message.

Also, Olenich’s colleagues from the Kyiv City State Administration reported that on January 16, 2019, the Kiev City Council commission on compliance with legality, law and order and the prevention of corruption recommended that colleagues from the town planning and land commission withdraw from consideration the draft decision on the lease of JSC Oschadbank (100% Russian capital, the company is on the list of sanctions) land plot for the Magellan shopping center. Then the deputies were informed that the building of the Magellan shopping center was seized with the help of mercenaries on June 1, 2018. At the same time, the Department of Land Resources of the Kyiv City State Administration promptly initiated the transfer of land to a Russian company only on the basis of the tax debt of the Ukrainian company in the amount of 3.5 thousand hryvnia and , ignoring the fact that on this site there are real estate objects owned by other business entities.

As we said above, Olenich already has dozens of frauds with Kyiv land, and the most scandalous of them have been covered in the press more than once.

Thus, OV “MK 8” by developer Andrei Vavrish received permission to build 24-story high-rise buildings on a landslide-prone slope in the center of Kyiv, although the Master Plan of the capital allows construction there only three times lower than houses.

This is stated in Maria Zemlyansky’s material for the program “Our Money with Denis BIGUS”.

In 2007, the Kiev City Council leased a plot of land at the address ul. Olshanskaya 2-6. On this site the company was allowed to build the Pechersky Bastion residential complex. This is a slope in Pechersk, which after the start of construction began to slide onto residential buildings.

In 2013, the court, at the request of the prosecutor’s office, declared the lease agreement invalid, but later the company won the court and renewed the lease after its expiration.

In September 2019, permission to build on this site was received by MK 8, which had the land under sublease.

After we managed to sublease the land, it was possible to develop and approve a development project at the State Construction Committee. It is planned to build 24-story high-rise buildings with offices and shopping centers on a landslide-prone slope. They plan to start with a house in two sections.

According to expert Georgy Mogilny, the documents submitted to GASK do not contain the main project of work: information on how they will strengthen the hill under the house, the height difference of which reaches 30 meters. Submitted documents and their approval were made within a few days.

Among the main violations:

  • lack of a development project;
  • inconsistency with the master plan, because houses no higher than 8 floors can be built on this site;
  • self-occupation of additional territory to organize construction, because in reality the lease is 2.3 hectares, and in the submitted documents we are talking about 23 hectares.

The current head of MK 8, Sergei Sofiev, is the manager of Andrey Vavrish. The latter himself confirmed this. The founder of the company is JSC “Closed non-diversified venture corporate investment fund” Atlon”, which is led by a man from Vavrish’s orbit – Andrey Evsey.

In this case, given that the voting procedure for this site took one and a half minutes, Olenich violated the law on “Transfer of Land Resources” in terms of non-counteraction to corrupt practices and exceeded his official authority.

Sources also report that Olenich served “both ours and yours,” continuing to lobby the interests of various odious developers in Kyiv.

The second story concerns residential complexes Volokh and Mikitas. To them, the Kiev City Council commission, at the suggestion of Olenich, renewed the lease of the site, which was transferred without the right to capital development.

The Kiev City Council Standing Commission on Urban Development, Architecture and Land Use voted for the renewal of the Stroitelny Mir OJSC lease of the site on the street. Zverinetskaya, 72. At a meeting on November 19, 13 deputies voted for the corresponding decision, including the chairman of the commission, Alexander Mishchenko.

Stroitelny Mir submitted an application to renew the lease back in August of this year. However, the Department of Land Resources, having missed the deadline for submitting this issue to the session of the City Council, only in November handed it over to the land commission, which immediately considered it.

Thus, the restoration took place without a decision from the City Council. The Department of Land Resources violated the established review procedure and submitted a draft lease renewal exactly a month after the end of the lease term, so that the renewal occurred precisely because of the land commission. Now the Department of Land Resources remains to prepare an additional agreement on the renewal of the lease agreement with Stroitelny Mir.

Rent of a plot of 0.13 hectares on the street. Zverinetskaya, 72 is being renewed for 10 years for the construction and operation of a multi-storey residential complex with underground parking.

As indicated in the explanatory note to the draft conclusion of the commission, according to the inspection report of the site dated October 4, construction of the Edelweiss residential complex is underway on it.

Let us remind you that the Edelweiss residential complex is being built on five plots (total area – 0.95 hectares), two of which were leased to Stroitelny Mir in the late 1990s: 0.20 hectares – for 49 years and 0.13 hectares – for 10 years without the right of capital development.

The DBR has already opened criminal proceedings against the rector of the Sikorsky National Technical University “KPI” regarding the inappropriate use of land. We are talking about those lands that, with the help of Olenich, were used to develop Mikitas.

The second “example” of cooperation between the corrupt official Olenich and the scandalous Mikitas can be called the Genesis residential complex (Industrialny Lane, 2), which is being built by the UKRBUD company. In this case, Mikitas hides behind investment agreements, which allegedly deal with the construction of dormitories for students on these lands. But in reality, this is a waste of land that was reserved for educational buildings.

On the indicated plot 8000000000:69:081:0005 there was supposed to be an educational building of the KPI, and UKRBUD, with the permission of Olenich, is building another commercial housing. However, this construction is a violation of numerous urban planning laws, the decision of the Kyiv City Council Commission on Urban Planning, Architecture and Land Use to suspend construction work.

In these situations, Olenich’s participation is more obvious. Without him, it would have been impossible to carry out such schemes – Olenich is the initiator of the draft decision. And the fact that the land commission voted instantly only shows that everything was agreed upon in advance.

It was thanks to such actions that Mikitas’s pyramids became possible, because of which he has been sitting at home for the seventh month with a bracelet and a written undertaking not to leave.

Olenich’s complicity with Woitsekhovsky’s projects requires separate material, the consequences of which even President Vladimir Zelensky himself is now forced to deal with.

Budget money

Pyotr Olenich practiced the skill of mastering budget money while not yet being the head of a department, but only from the position of a deputy.

In March 2017, he was assigned to Nazarov as deputy head of the IT department of the Kyiv City State Administration.

A miracle, of course, did not happen, and, according to internal audit data, the young team, together with Olenich, also took part in the theft of budget money.

One of the programs for which money was “allocated” was the open land cadastre project, which Olenich would later promote as head of the land resources department.

Pyotr Olenich has very clearly “proven” himself in grain positions in the Kyiv City State Administration. During his two years of work in various departments, he withdrew more than a billion hryvnia through his utility company. They were spent on software and various small items that the city did not need. In addition, Olenich has started an unprecedented inventory of Kyiv land, which is being carried out by a municipal enterprise subordinate to him for budget money. This is despite the fact that the Kyiv City State Administration has complete information on the inventory of Kyiv lands since 1998 in electronic form. That is, the capital does not need any inventory of land.

Despite this, the director of the Department of Land Resources of the Kyiv City State Administration managed to push through the Kyiv City Council document, allowing him to spend almost 1.4 billion hryvnia from the capital’s treasury on the topic of land management in 2019. Surprisingly, the corresponding program was approved without a report on the implementation of a similar one (for 2016-2020) and in its place. At the same time, the amounts for financing tasks that were previously clearly carried out at the expense of taxpayers have increased tens and hundreds of times in the new document. It seems very likely that budget funding is now being provided for events that no one needs and for things that have already been done a long time ago and are available. The latter, by the way, is confirmed by data from open sources.

Let us note that Pyotr Olenich also assured the deputies of the Kyiv City Council that funding for the “old program” was provided in the amount of 1.5 billion hryvnia. And this, if you believe official documents, is an obvious lie.

According to interviewed experts, there is practically nothing new in the new document. But in 2016, it was planned to achieve the same effect in five years, spending only 184.9 million hryvnia, of which only 129.9 million hryvnia came from the capital’s treasury.

Now the Program for the Use and Protection of Kyiv Lands (for 2019-2021) is going to be financed in unprecedented amounts and exclusively at the expense of the capital’s taxpayers.

Thanks to the strange generosity of the deputy corps, the Department of Land Resources of the Kyiv City State Administration (responsible executor of the program) and the Kyiv Institute of Land Relations (co-executor of the program) can now count on disbursing 1 billion 471.301 million budget hryvnia, of which 1 billion 388.924 million hryvnia – in 2019 . In 2020, it is planned to spend 45.582 million hryvnia on the measures specified in the document, and 36.794 million hryvnia in 2021.

In particular, Petro Olenich planned to spend 1.288 billion hryvnia in 2019 on the development of technical documentation on land management. The document explains that for this it will be necessary to conduct an inventory of all capital lands and fill the state and city land cadastres with relevant information.

The director of the Department of Land Resources of the Kyiv City State Administration assured the deputies: such expenses will lead to the fact that already at the end of 2019 – beginning of 2020, about 2 billion hryvnia will be received annually into the budget of Kyiv, which, by the way, does not particularly coincide with the data in the document.

The City Target Program for the Use and Protection of Land in Kyiv for 2019-2021 contains many more interesting things.

For example, funding in the amount of 37 million hryvnia is planned for updating cartographic materials at a scale of 1:2000-1:500, creating digital orthophotomaps (TrueOrthophoto) at a scale of 1:500 and 3-D models of buildings and digital terrain models (digital aerial photography of Kyiv). In order to control and coordinate the quality of digital aerial photography of the territory of Kyiv, according to Olenich, another 1.8 million hryvnia needs to be spent.

After an unsuccessful attempt last year to conduct an aerial survey of the territory of Kyiv, the Kyiv City State Administration, through a negotiation procedure, instructed the enterprise “Institute of General Plan of Kyiv” to carry out a set of surveys using ground-based methods for 4.5 million budget hryvnia in order to thus update the digital topographic materials of Kyiv.

In addition, they want to spend 8.970 million hryvnia from the capital treasury on the development of plans for the land and economic organization of individual territories of the capital, 8.894 million hryvnia on expert monetary valuation and development of documentation for preparing plots for sale, and on measures for the alienation of land plots for public needs – according to 2 million hryvnia annually.

To develop a land management project to establish the boundaries of Kyiv, according to Olenich’s calculations, 4 million hryvnia will be needed.

As the Kyiv City State Administration previously reported, the corresponding land management project was 97.5% ready at the end of 2017. The contractor – KP “Kiev Institute of Land Relations”, according to the agreement signed in September 2017, was supposed to cope with this task for 3.7 million hryvnia, first until mid-December 2017, and then (according to the additional agreement) – until June 30, 2018 .

The official’s words do not agree with the data from the report on the implementation of the Kyiv Social and Economic Development Program for 2017. Sources from journalists of the Kyiv Vlast project of the Kyiv City State Administration, on the basis of anonymity, explain that the official was simply given the task of spending the “lion’s share” of the money allocated for the implementation of the activities of the “Olenich program” for the election of President Poroshenko.

Probably, Pyotr Olenich is aware that in the end there will again be nothing to boast about, and therefore he recently submitted his candidacy to participate in the competition for the position of head of the State Automobile Inspectorate. This became known from Olenich’s declaration of property, income, expenses and financial obligations for 2018, filed on February 15, 2019.

Despite all sorts of violations on the part of Olenich, Kiev mayor Vitaliy Klitschko established a bonus for length of service in the civil service of 30% of the official salary for the director of the Department of Land Resources of the Kyiv City State Administration (KCSA) Petr Olenich (pictured). This is stated in order No. 1142 of December 28, 2019 of the Kyiv mayor Vitaliy Klitschko.

An important fact is that Olenich does not “work” himself, but, according to sources, he is supervised by the head of the KSCA secretariat, Komarov. He also provides the mayor of the city with distorted information about Olenich’s activities, covering up the schemes of Pyotr Sergeevich.

In turn, Olenich is building his own vertical for the subsequent “washing out” of money from the budget. Thus, the appointment of Anna Lisik to a leadership position in the land department of the Kyiv City State Administration looks extremely interesting. In the past, Anna Lisik was the head of the Kiev-Borshchagov Selrada, and she is familiar with the topic of land scams firsthand. With its help, Olenich plans to “withdraw” budget money for further election campaigning.

Both the fact that Komarov defends Olenich before his superiors, and the family connections of Pyotr Sergeevich, which will be discussed below, help him carry out scams with impunity. But it is worth noting that, according to information from people from the Kyiv City State Administration, this state of affairs will soon change: Olenich has already been taken under control.

Scams with budget money are a family affair for the Olenichs

From the declarations of Olenich and his family, you can learn not only about his plans for a new position, but also about much more. In particular, about his wife’s business and luxury cars.

Bisyk’s declaration for 2019 states that his wife got a new car. The official’s wife bought it for more than a million hryvnia. Despite the fact that her salary for the declared year amounted to 300 thousand hryvnia. And the amount of their shared savings with her husband remained the same – about 100 thousand dollars in cash. But don’t think that Bisyk’s brand new foreign car was bought with bribes that her husband receives.

After all, Bisyk herself is the holder of a block of shares in the Ukrrichflot enterprise.

The profit in the tenders of this enterprise for 2019 amounted to UAH 13,809,930.46.

At the same time, the company supplied only chairs and other furniture to the Sumy company “ENERA SUMI” in the amount of about 4 million hryvnia.

By a strange coincidence, this company belongs to people from the orbit of the “Party of Regions”, with which Pyotr Sergeevich worked so closely and is located in the same place where Olenich worked for several years.

Agree, there are too many coincidences, like for “office furniture” worth four million.

It is probably surprising that the family of an official carries out multimillion-dollar scams, and at the same time is not afraid to be punished. But upon a detailed study of the family ties between Olenich and his wife, it turned out that there was nothing strange about this.

The simple fact is that Irina Bisyk is the sister of the wife of the odious judge Oleksei Petrovich Ogurtsov, who works in the District Administrative Court of the city of Kyiv.

Journalists previously published a detailed investigation about the judge and his family. But this did not in any way affect the appointment of this judge.

Interestingly, their family acquired a land plot measuring 0.2 hectares in the Kyiv region in an elite area near Kiev at the time when Olenich first joined the structure of the Main Directorate of the State Land Agency of Ukraine in 2013.

How many more scams with Kyiv land, budget money and non-transparent purchases will Pyotr Olenich manage to carry out while he works at the Kyiv City State Administration and how many of them will go unpunished while his relative works as a judge is unknown. Therefore, we can only hope that the reputation of the mayor and the current government is worth more than land plots near Kiev and luxury new buildings in the center of the capital.
