People’s Deputy Yaroslav Zheleznyak was the first to write that major personnel reshuffles are being prepared, in particular, in the President’s Office, though without giving names. Apostrophe’s sources claim that it is highly likely that Oleg Tatarov, deputy head of the President’s Office, curator of the power bloc, and German Galushchenko, Minister of Energy, will be dismissed in the near future. Many questions arose about the work of the Ministry of Energy under the leadership of Galushchenko even before the full-scale invasion of Russia. According to Olga Kosharnaya, an expert in the nuclear industry, with the appointment of Galushchenko, NNEGC Energoatom, the key company in the industry, was given to people from the sphere of influence of the state traitor, the former People’s Deputy Andriy Derkach, allegedly as payment for a service – for the so-called “Derkach’s tapes”. As for Galushchenko, even at the beginning of the Russian invasion, the minister was accused of illegal quarterly bonuses accrued to him during his tenure as vice president of Energoatom. This is enough for resignation.
The possible resignation of Oleg Tatarov, who is much more influential than Galushchenko, was discussed even after the visit of the Ukrainian delegation to Washington in December last year. They say that the American partners discussed with Vladimir Zelensky the resignation of the head of his Office, Andriy Yermak, but the president allegedly made it clear that he would not compromise on this issue. The President listened to the request of the White House regarding Yermak’s deputy, the curator of the power bloc Oleg Tatarov. There are questions to him not only because of the corruption case of Ukrbud with housing for the National Guard: across the ocean they remember his false statements about the Revolution of Dignity, close ties with Russian agent Andrey Portnov, anti-Western rhetoric and attacks on anti-corruption infrastructure created with money and under US control.
The mentioned decisions have been brewing for a long time, the constant criticism of Tatarov and Galushchenko sounded repeatedly and rather loudly. By the way, in relation to another deputy of Andriy Yermak, Kirill Timoshenko, the criticism was also quite harsh. He was accused of loving luxury, using a “humanitarian” car and living in a huge country house of the developer Igor Nikonov.
However, unlike Tatarov and Galushchenko, Timoshenko reacted quickly enough to rumors about a possible dismissal. “I don’t comment on nonsense from telegram channels,” he replied succinctly. By the way, some media “fired” Tymoshenko’s subordinates – the heads of the Sumy, Zaporozhye and Dnepropetrovsk regional military administrations. However, no confirmation of this information has yet been forthcoming. So what does the virtual fall of influential officials testify to?
Political analyst Petr Oleshchuk notes that information about the resignations in the Office of the President and the government began to circulate in the information space through the submission of several anonymous telegram channels.
“Different versions regarding the resignations speak more about those who voice them than about their real basis. Russian sources, for example, began to disperse information about the resignation of Mikhail Podolyak and Andriy Yermak. Why them? In Russia, apparently, apart from them and Alexei Arestovich, no one is known in the President’s Office”, Oleshchuk says to Apostrophe.
He is quite skeptical about this information, calling it the creation of an information wave that different people can use in their own interests. In particular, information has repeatedly appeared in the media space that under some ministers “the chair is staggering” – it was about Alexander Tkachenko and Sergei Shkarlett. However, they are still in place.
In turn, political analyst Yaroslav Makitra believes that the “retirement” wave is associated with three factors.
“First, most likely, the position on certain personnel decisions has already been taken and they will be announced. Secondly, the informational noise around these resignations is caused by the fact that some groups in power are not interested in the mentioned changes, while other groups need to raise their status with the help of stuffing and informational manipulations and earn points on this, “sending the resignation” of their opponents. Thirdly, some media are spinning this story in their favor, because there is still no confirmation of at least one personnel decision.“, – says the expert “Apostrophe”.
It recalls a similar situation that took place in late summer-autumn 2022. Then there were also rumors about a big reformatting of the Cabinet of Ministers, quite authoritative media wrote about this, which, by the way, write about it now. The fact is that now, for obvious reasons, almost all attention is focused on the war, and political life has faded into the background, “behind the screen”, and there, of course, many want to look.

Yaroslav Makitra focuses on the fact that for almost a year since the Russian full-scale invasion, not many personnel changes have taken place – in the summer, the heads of the SBU and the Prosecutor General’s Office were fired. At the same time, many questions have accumulated regarding other persons in power. They deserve to be retired.
“It is impossible to say with 100% certainty regarding the dismissal of Oleg Tatarov and German Galushchenko. But judging by the logic of the development of events and the available information, Tatarov has been out of work for quite a long time, albeit formally in office. There were questions about Galushchenko even before the war, now there are even more questions about the functioning of the energy sector under conditions of shelling. Obviously, his dismissal will entail changes in the Cabinet of Ministers and regional state administrations, which may come in a “package”. Some officials may be fired due to suspicion of collaborating with the enemy, or contacts, and the other part due to behind-the-scenes struggle. By the way, the voicing of this information may have slowed down the personnel decisions themselves for a while, and the management is waiting for a better time to submit them. The wait is obviously not long“, – said the expert.
