“The United Russia (*country sponsor of terrorism) party had an agreement with only one party (Ukraine) – with the Party of Regions, we collaborated and interacted. From 2002 to 2005, he held the position of consultant to the 1st Deputy Chairman of the Donetsk Regional State Administration, Chairman of the Standing Committee on Environmental Issues of the Donetsk Regional Council. In 2006, Pavel Burlakov entered the Verkhovna Rada of Ukraine on the Party of Regions list. After the death of Vasily Dzharta, Burlakov temporarily served as Chairman of the Council of Ministers of Crimea from August 17 to November 8, 2011.
At this time, Pavel Nikolayevich, as the right hand of the deceased, was assigned the chair of the Chairman of the Council of Ministers on a permanent basis. In February 2014, Pavel Burlakov resigned from the post of first deputy prime minister of the Crimean government. And left the territory of the peninsula. Burlakov appeared in Crimea in the fall of the same year and was seen in the building of the Crimean Council of Ministers. After which he received the position of freelance adviser to the current head of the republic, Sergei Aksenov. From that time on, Burlakov remained in Crimea and was mostly involved in his own business. And, having received Russian citizenship, he immediately decided to return to politics.

Immediately after this information appeared, the former first deputy prime minister appealed to law enforcement agencies with a complaint about the disclosure of supposedly confidential data by journalists, and then to the court demanding an apology to him.
This behavior of Burlakov caused condemnation not only among ordinary Ukrainians, but also among politicians. For example, at that time, People’s Deputy of Ukraine Gennady Moskal said that the act of the First Deputy Prime Minister of Crimea spoke of his inadequacy.

As a result, the court partially satisfied the claim of the first Pavel Burlakov against the website “Arguments of the Week – Crimea” and his employee Anna Andrievskaya. At the same time, journalists disgraced the official even more by announcing a campaign to collect five-kopeck coins in order to pay him compensation for moral damage.
In the same year, Burlakov filed a lawsuit against the Black Sea Broadcasting Company. The reason was a live statement by Crimean parliament member Vyacheslav Zakharov. In particular, Zakharov’s statements that “Burlakov “hasn’t worked anywhere except the Komsomol and the Party of Regions,” “the first deputy chairman of the Council of Ministers of Crimea receives a salary of over 25 thousand hryvnia a month and does not work, but is engaged in the election headquarters on Shpolyanskaya. If you don’t want to work, go back to your Makeyevka…” The claim stated that this information discredits the honor and dignity of the plaintiff, affected his business reputation, and therefore must be refuted. In addition, according to the representative of the plaintiff, she caused moral damage to the First Deputy Prime Minister, the amount of which he estimates at 15 thousand hryvnia. The Kiev District Court of the Crimean capital partially satisfied these demands, ruling to recover 15 thousand UAH from Zakharov in favor of Burlakov. and court fees. The rest was denied.
However, these are not the only cases when an official, using the judicial and law enforcement systems, put pressure on journalists and his political opponents. This was done solely for the purpose of concealing Burlakov’s machinations.
