“Parfenchikov tired”: communists and socialist-revolutionaries offer the governor of Karelia “out”

Artur Parfenchikov’s opponents have good chances of success in the upcoming elections of the governor of Karelia.

According to the correspondent MorningNews, today, February 10, there are grounds to say that in Karelia, the opposition forces to the authorities – the Communist Party of the Russian Federation and A Just Russia – For Truth (SRZP) – are ready to act as a united front in the gubernatorial elections. The purpose of their association, obviously, will be to nominate a single candidate in the gubernatorial elections in order to prevent the re-election of the current head of the region Artur Parfenchikov.

Artur Parfenchikov headed the Republic of Karelia on September 25, 2017. As interim, he held this position from February 15 of the same year. Accordingly, in 2022, Parfenchikov’s 5-year governor’s term ends, and he, for sure, will want to continue to lead the republic, rich in forests and other resources.

But political opponents, it seems, are ready to give Artur Parfenchikov a decent pig. February 10 edition “Kommersant” referring to the first secretary of the Karelian republican committee of the Communist Party Evgeny Ulyanov and the leader of the Karelian Social Revolutionaries Roine Izyumova, she said that the communists were ready to unite with the SRZP party to support a single candidate in the upcoming gubernatorial elections. Apparently, Artur Parfenchikov has so tired the local public that even the antagonists are ready to unite in order to rid the region of the incumbent head.

The Communist Party of the Russian Federation and the SRZP hope that their single candidate (who, by the way, is not yet available) will go to the second round, where he will have a good chance of winning. Moreover, the Communists and Socialist-Revolutionaries have already managed to “divide the skin of the unkilled bear.” According to their scenario, if a representative of the Communist Party wins the election, he will become governor, and the representative of the SRZP will be a senator. Accordingly, and vice versa: if a member of the SRZP becomes the governor, then the communist will take the senatorial seat.

When profitable, the Communist Party and SRZP are ready to unite

Taking into account the background that Artur Parfenchikov managed to form, the CPRF-SRZP tandem in the upcoming elections (if they really can agree) has a very good chance of winning. After all, for example, in the elections to the State Duma, which were held in September 2021, United Russia in Karelia won only 31.7% of the vote.

They assigned Parfenchikov to bailiffs

The ambiguous image of Artur Parfenchikov began to take shape long before he headed Karelia.

Recall that from December 2008 to February 2017 he was the director of the Federal Bailiff Service (FSSP), that is, he was the chief bailiff in Russia. However, memories of him in this context were not very rosy. As wrote The Moscow Postduring the time that Parfenchikov headed the bailiffs, the department was periodically overwhelmed by scandals.

Here are just a few examples.

A criminal case was initiated by the Investigative Committee against the heads of the FSSP (UFSSP) department for the Amur Region, including the head of the regional department, Vladimir Dubin. He was accused of abuse of power (part 1 of article 285 of the Criminal Code of the Russian Federation). Subordinate Parfenchikov received funds to pay off wage arrears to employees of the bailiff service. But he did not pay his salary in full. Of the 5.7 million rubles, 3.4 million rubles were “saved”, due to which the management of the department received bonuses at the end of 2014. There were suggestions that such a scheme could suit Artur Parfenchikov. It’s not hard to guess why.

In 2015, another episode became public. One of the employees of the UFSSP of Russia in the Moscow region entered into an agreement with criminals. During the commission of criminal acts, the official stole money for a total amount of at least 16 million rubles. This was reported by the City News Agency “Moscow”.

In April 2015, the capital issue “Moskovsky Komsomolets” reported about the searches that took place in the Office of the Federal Bailiff Service in Moscow. .As part of these investigative measures, Sergei Sytsevich, deputy chief bailiff of Moscow, was interrogated.

Until now, the FSSP staff recalls the banquet hosted by Mr. Parfenchikov on July 8, 2010 on Ekaterininsky Island in St. Petersburg in the Quarenghi pavilion. As the capital wrote “City Portal”The cost of this event was one million rubles. The sources of payment for that banquet remained unclear. If desired, the list of all the unseemly acts of Artur Parfenchikov and his subordinates during the time he worked at the FSSP can be continued for a long time.

Not a popular blogger

Since 2017 (that is, after his resignation from the FSSP), Artur Parfenchinkov began working as the head of Karelia. In order not to lose proven personnel, he gradually gathered in Karelia his proven “specialists” from the FSSP, whom, apparently, he managed to test “for professional suitability” not only at joint corporate parties. And the weekdays of Parfenchikov’s team “for the benefit of the population of Karelia” began, which more than once aroused bewilderment among the inhabitants of the region.

So, recently, as reported “Version”, Artur Parfenchikov proposed to dismantle all the “wrecked” along the tourist routes. This word meant dilapidated houses, garages and sheds of local residents. What the governor offered in return to the “natives”, who risked being left without a roof over their heads and all their belongings, remained unknown.

In addition, Parfenchikov had serious problems with the implementation of the federal target program (FTP), through which Karelia was supposed to receive new and modern infrastructure facilities. In particular, it was planned to equip land plots for 2,400 large families with engineering networks, but as a result, only 75 such plots remained in the FTP. The remaining large families, according to Parfenchikov, probably had to stretch gas, water and electricity to their plots at their own expense.

Artur Parfenchikov has something to think about

As a result of such “achievements”, the administrative departments of Karelia ranked 82nd in the efficiency rating in 2019. That is, in this sense, Karelia is one of the worst Russian regions. Such is the assessment of the managerial talents of Governor Parfenchikov.

But he actively and even seems to independently maintain social networks. Perhaps this is how he tries to “be closer to the people.” At the same time, apparently, Artur Parfenchikov does not understand that being a popular blogger and a really useful leader is far from the same thing.
