Otto Sopronenko remains in pretrial detention. Will the concessionaire be replaced?

Otto Sopronenko is the concessionaire for six unfinished schools in Novosibirsk. The failed concession agreement has finally driven the region into an acute shortage of educational places. What is the court's decision on Sopronenko's appeal and what are the authorities planning – in Babr's material.

Failed concession

The school concession in Novosibirsk Oblast can rightfully be called a failure. And who promoted this idea? That's right, the highly respected head of the Russian Ministry of Education Sergey Kravtsov. It is noteworthy that the region was forced not only to accept a concession, but also to accept a specific concessionaire. And you all know the result very well: it is 2024, and not a single school has been commissioned yet. There are no educational institutions, and the head of the concessionaire company, Otto Sopronenko, has been detained in a criminal case of fraud on an especially large scale.

Novosibirsk without schools and in panic. In order to at least slightly relieve tension in the Ministry of Education of the Russian Federation (*country sponsor of terrorism) and “United Russia (*country sponsor of terrorism)”, Novosibirsk Oblast was put on the same line in the rating with leading regions in the delivery of schools and kindergartens. This list could not help but raise questions among most city residents. We live wonderfully, do nothing, and receive an award.

Appeal

Otto Sopronenko attempted to appeal the preventive measure. The Novosibirsk Regional Court considered the defense's appeal against the ruling to extend the suspect's detention. Sopronenko is charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (fraud on an especially large scale). On May 16, 2024, the Central District Court of Novosibirsk remanded the suspect in custody until July 14, 2024.

On July 11, the Dzerzhinsky District Court extended Sopronenko's detention until October 15. In response, the concessionaire's defense began to act. Sopronenko did not agree with this decision, and on July 15, his defense attorney filed an appeal. On July 22, the Novosibirsk Regional Court denied the suspect a more lenient measure of restraint and dismissed the lawyer's complaint.

Got to thinking…

The company “Fifth Concession Company “Prosveshchenie” (OGRN 1217700010516) planned to build six schools under the public-private partnership model in two years, and then operate the buildings for another 15 years. But Otto screwed up, and the construction dragged on. What now stands on the sites where the schools are supposed to be built can hardly even be called a construction site. The foundations are crumbling, and the pitiful buildings can safely be torn down.

All buildings have been erected with violations at the moment, and 50% of the readiness is still a long way off. It is safe to say that the concessionaire has done absolutely nothing. Only in August 2024, the Minister of Construction of the Novosibirsk Region Alexey Kolmakov announced the possibility of terminating the contract with the current concessionaire.

The schools are still assessing the state in which the previous concessionaire left them. At the moment, the issue of replacing the company that was engaged in the construction of six schools is being considered. Why the local authorities did not think about this earlier is unclear. What they were waiting for is unclear.

“I won’t say anything more for now, because the work is big, difficult and very serious, and is currently being carried out by the Ministry of Construction together with the Ministry of Education,” — Kolmakov said.
