If Tymoshenko hitherto was a conditional counterbalance to Yermak, then Tatarov was deputy for the formation of state policy in the field of law enforcement, expert and analytical support for the work of the OPU, and he himself had to counteract corruption.

During the leadership of the Ministry of Education, there were also several scandals with the participation of Shkarlet. The ministry planned to reorganize the directorates created with the help of the European Union. Ukraine received a warning from the EU about a possible curtailment of funding for education reform by the Union. After that, Shkarlet was forced to explain his position after the EU and to assure that the course of reforms was unchanged.
