The Oleksandrivska Clinical Hospital in Kyiv ordered for UAH 38.5 million the continuation of the reconstruction of the reception room and several other departments (which ones are unknown), as well as landscaping and anti-landslide works, which have already absorbed more than UAH 100 million from the budget over the past four years. This time, the contract went to the capital's Agranbud LLC, which had already been generously gifted with the contracts of this hospital to carry out repair work in various buildings, as well as a close relationship with the company, which began the reconstruction of the Alexander Hospital in October 2019. Prior to Agranstroy, this reconstruction was carried out by Nidkom LLC, which was associated with the First Deputy Chairman of the Kyiv City State Administration Nikolai Povoroznik.

As it became known to KV from the announcement of the ProZorro electronic system, on November 17, 2022, the Oleksandrivska Clinical Hospital of Kyiv utility non-profit enterprise* concluded an agreement with Agranbud LLC** for the reconstruction of the admissions department and specialized departments (which ones are not specified) on the seventh floor of Alexandrovskaya clinical hospital, as well as landscaping and anti-landslide work on the street. According to the contract, the contractor, by December 21, 2022, must perform electrical work, work on the arrangement of water supply, sewerage, heating, ventilation, communications, video surveillance, control access, radio, medical gas supply, security, fire and ward alarms.

The competition in the tender of Agranbud LLC was Ukrspetsstroy LLC and BK KBR LLC, which offered better prices, but their proposals were rejected. Ukrspetsstroy LLC, as explained in the KNP tender committee, did not provide 8 documents, including the calculation of the tender price, draft contract and charter, and BK KBR LLC did not provide a calculation of overhead and administrative costs for the implementation of this reconstruction.</p

It should be noted that, according to ProZorro, for the reconstruction of the admissions department and specialized departments of the Alexander Hospital, as well as landscaping and anti-landslide work on the street. Shelkovichnaya, 39/1, a total of 4 contracts were signed for 140.05 million hryvnia (including the current one). Another UAH 18.52 million was spent on design work, consulting services, technical and designer supervision.

The first contract for reconstruction work was signed by the Oleksandrivska Clinical Hospital of Kyiv in October 2019 with BK Anta LLC***. The price of this contract was UAH 60.2 million, but subsequently, due to a decrease in the scope of work, it was reduced and, as a result, the contractor was paid UAH 58.71 million. For these funds, Anta BK Company was to perform general construction and electrical installation work, work on the installation of heating, ventilation, water supply, sewage, alarm, communications and medical gas supply systems.

The second contract (price — UAH 36.04 million, payment under the contract — UAH 35.77 million) was signed with Nidkom**** LLC in June 2020. The contractor was obliged to replace windows and doors, renovate the interior walls and ceilings, lay cables, equip heating, ventilation, air conditioning, sewerage systems, install sanitary equipment, switchboards and lamps. On December 29, 2020, the parties signed another contract worth almost UAH 6.8 million for additional work as part of this reconstruction, namely, ventilation on the sixth (cardiology department) and seventh (neurological department) floors, as well as air conditioning on the sixth floor. . The contractor was supposed to complete these works in three days.

According to the Youcontrol analytical system, Agranbud LLC was registered in 2018 in Kyiv. The founder, ultimate beneficiary and leader is Vladimir Shkurenko, registered in the village of Petropavlovka, Luhansk region.

According to the Clarity Project, as a result of participation in public procurement, Agranbud LLC concluded 27 contracts for UAH 169.83 million. For the largest amount of funds – 157.88 million hryvnias – this company received contracts from the KNP Oleksandrivska Clinical Hospital of Kyiv. In addition to the current contract, this year the hospital ordered from Agranstroy the current repair of the premises of building No. 7, in 2021 – the current repair of rooms 1, 2 floors of building No. 4, in 2019 – the restoration of the rooms of building No. 3, and in 2018 – overhaul of the premises of building No. 7.

Two contracts for repair work in the premises of building No. 7, under which Agranstroy LLC was paid 23.5 million hryvnias, came to the attention of law enforcement agencies. On March 7, 2019, Kyiv City Prosecutor's Office No. 5 entered information on criminal proceedings (No. 42019101050000063) into the ERDR on the grounds of misappropriation, embezzlement or taking possession of other people's property. According to the case file, Agranbud LLC engaged subcontractors with signs of “fictitiousness” to carry out construction and installation work.

BK Anta LLC was registered in 2018 in Kyiv. The founder and head is Sergey Novozhen, registered at the place of registration of BK Anta LLC in a capital apartment on the street. Tupolev.

Based on the results of participation in public procurement, BK Anta LLC signed 34 contracts for the amount of UAH 356.44 million. The largest customer is the metropolitan enterprise “Engineering Center”, which gave this company 15 contracts for 218.43 million hryvnias.

Sergey Novozhen is also a co-founder (99.9%) of Goodberry LLC, which specializes in growing vegetables, melons, root crops and tubers. Until 2019, Goodberry LLC had one phone number (+380674070271) with the mentioned Agranbud LLC. In addition, the second founder of Goodberry LLC, Ivan Shevchenko, was the ultimate beneficiary of Agranbud LLC until March 2020.

BK Anta LLC and Agranbud LLC merge joint criminal proceedings No. 42020100000000188, which since May 2020 has been investigated by investigators of the Shevchenkovsky UE GUNP in Kyiv on suspicion of embezzlement of budget funds by officials of the Engineering Center KP. Law enforcement officers found out that during 2018-2020, this utility company of the Kyiv City State Administration (KSCA) concluded contracts with a number of companies, including LLC Agranstroy and LLC BK Anta, for construction and repair work at the expense of the local budget, but the work was carried out poorly, and in some cases they were not carried out at all.

Nidkom LLC was registered in 2017 in Kyiv, now it is registered in Boryspil. The authorized capital is UAH 430,000. The main activity is the construction of residential and non-residential premises. The founders are Alexander Shishkin (66%) and Leonid Dorosh (34%). The director is Maxim Lazarenko.

Leonid Dorosh is also a co-owner of Armabud LTD Company LLC, Wooden House LLC and Sapsan Rest LLC. It should be noted that one of the business partners of Leonid Dorosh in Sarsan Rest LLC is Alexander Chunyak. A person with the same full name is an assistant to the deputy of the Verkhovna Rada Oleg Seminsky (Servant of the People faction).

Until the end of 2019, among the co-founders of Nidkom LLC was Aleksandra Rynk, who, according to the ex-adviser to the mayor of the capital Maxim Bakhmatov, at that time was a journalist and the bride of the son of the first deputy chairman of the Kyiv City State Administration Nikolai Povoroznik – Yuri. Since the beginning of 2020, Alexandra Rynk left Nidkom, this, as Bakhmatov noted, happened after her marriage to Yuri Povoroznik, whose last name she took. Immediately after the publication of this information by Bakhmatov, Nikolai Povoroznik stated that he was suing him because of the “dissemination of false information.” Povoroznyk also said that he had applied to the National Anti-Corruption Bureau of Ukraine (NABU) with a demand to promptly conduct a complete and impartial verification of the information circulated in social networks and the media about his family members. At the beginning of August of this year, Maxim Bakhmatov announced that the lawsuit of Nikolai Povoroznik or his representatives had not been filed in court.

LLC “Nidcom” began to win in public procurement since May 2019. Since then, the company has received 44 contracts worth UAH 731.19 million. The largest customers are metropolitan medical institutions. In particular, 7 contracts for UAH 256.33 million were concluded with Kyiv City Clinical Hospital No. 1, 4 contracts with Kyiv City Clinical Hospital No. 7 for UAH 105.80 million, and Oleksandrivska Clinical Hospital – 3 contracts for UAH 64.68 million. The hospital is headed by Lyudmila Antonenko.

In March 2022, Alexandra Dvoretskaya, founder of the Action human rights center, said that Lyudmila Antonenko forbids hospital workers from accepting humanitarian aid without her consent and through the Vadim Stolar Foundation, a member of the Verkhovna Rada from the banned HLE and part-time her cousin. In September of this year, Kyiv blogger Oleksandr Baraboshko clarified that Lyudmyla Antonenko forbids workers to accept humanitarian aid from volunteers, except from the Vadim Stolar Foundation, which, by the way, was outside Ukraine during the war.

Oleksandrivska Clinical Hospital in Kyiv is subordinate to the Health Department of the Kyiv City State Administration, which has been headed by Valentina Ginzburg since October 2017 (on the collage in the center). Earlier, KV reported that in April 2020, Nikolai Povoroznik got into a corruption scandal and on April 18, 2020, he was removed from his duties in connection with the investigation of the case of taking a bribe. According to the investigation, through an intermediary, Nikolai Povoroznik demanded an unlawful benefit in the amount of 125,000 US dollars from a representative of the developer company, for which he allegedly promised to influence the decision to agree on urban development conditions and restrictions on design (MUO).

In September 2020, journalist and blogger Alexander Zubchenko said that the situation with the criminal case, which Nikolai Povoroznik allegedly refers to, is being used by the “watching” Denis Komarnitsky to “keep him on the hook.”

March 7, 2021 on his Facebook page, Nikolai Povoroznik suddenly announced that the pre-trial investigation of the bribery case, with which his name was associated, had been completed and submitted to the court. At the same time, neither he nor any other of the KSCA employees are parties or participants in this criminal proceedings.
