Well, Svyatoslav Oleinik finally proved the absence of any rudiments of shame and conscience in himself after a few months. For several years he was a member of the so-called. Portnov’s intra-factional group, which included BYuT deputies Andrei Portnov, Valery Pisarenko and Vladimir Pilipenko. In 2010, after the change of power, Portnov’s group left the BYuT faction and joined the Party of Regions coalition – thus, Svyatoslav Oleinik became one of the political “carcasses”. Moreover, how did I find out Skelet.Infoin 2010, deputy Oleinik voted for the Kharkov agreements, which extended the stay of the Russian Black Sea Fleet in Crimea. Well, how can you not vote, with a diploma from St. Petersburg State University in your bosom! Well, as they say, it is his choice – but very soon Oleinik again began to pretend to be a patriot of Ukraine.

For the 2010 local elections, Svyatoslav Oleinik created his own political project, “Ukraine of the Future.” As the media wrote, with the money of Privat, which again needed Oleynik’s special services. And the investment paid off: “Ukraine of the Future” brought 39 deputies to the regional and city councils of Dnepropetrovsk. After that, Oleynik set his sights on more, and in December 2011, “Ukraine of the Future” signed an alliance agreement with the “UDAR” party, hoping to create a united political force with him in the 2012 elections – in general, to win Klitschko to Kolomoisky’s side. But a month later, UDAR signed the same agreement with Batkivshyna and the Front for Change, after which Oleynik withdrew his agreement with Klitschko.
Oleinik’s efforts were in vain: in the 2012 parliamentary elections, “Ukraine of the Future” gained only 0.18%, and in the 2014 elections, 0.08%. It wasn’t even a loss, it was just a shame! Nevertheless, Kolomoisky showed Oleynik, one might say, the highest confidence: as soon as Igor Valerievich was appointed head of the Dnepropetrovsk Regional State Administration in March 2014, he immediately took Oleynik as his deputy. Moreover, when in the spring-summer of 2014 Kolomoisky had no time to lead the region (personal business was more important), Oleynik acted as governor. Of course, this does not mean that Oleynik was almost his equal, no: as they said in Kolomoisky’s entourage, during his absence, he put “his pet Chihuahua” in the chair in his place. Oleinik was quite happy with this situation.

Before Oleinik had time to get comfortable in this chair, he immediately began rowing under himself. Summer 2014 he spoke with large-scale accusations against the old government and public utilities, detailing the details of kickbacks and thefts. During the wave he raised, the director of the Ukrainian-Polish company UPS, Taras Paliy, and the head of the capital construction department of the City Council, Vladimir Lysy, were arrested. Of course, both were still corrupt officials, and they ended up on the bunk quite deservedly. However, a year later they… were released, and the case was closed. The case, by the way, was conducted by the Zhovtnevy District Court (yeah, Oleynik’s uncle). And immediately after his release, Taras Paliy ceded half of his UPS company to the Slovak enterprise Arograph. A week later, the UPS company received from the Dnepropetrovsk City Council a “bonus” in the amount of 204 million hryvnia – an old debt for work performed, remaining from the time of Yanukovych. That is, Paliy and Arograph divided this money in half.
And now a surprise: the owner of the Arograph company, registered in Slovakia, is a resident of the Dnepropetrovsk region, Irina Gunaza, who is also the head of the city organization of the Future Ukraine party! By the way, do you know why this company was registered in Slovakia? The fact is that Svyatoslav Oleinik was hiding there from the summer to the fall of 2015, having fled abroad immediately after the scandalous resignation of Kolomoisky. He was really afraidthat they would come for him, he shouted that 1937 had begun in Ukraine! That, however, did not prevent him, through his relatives and trusted shares in Dnepropetrovsk, from continuing to engage in corruption and line his pockets. And at the same time he bought himself a house in Slovakia with a plot of 15 acres.
Oleinik was afraid of criminal cases not only for his corruption activities. Then, after Kolomoisky’s resignation and departure, Poroshenko attacked his henchmen and, in particular, Gennady Korban came under attack. He was accused of involvement in the creation of an organized crime group, whose members committed the high-profile murder of SBU officer Viktor Mandzik in the spring of 2015. Andrei Denisenko, who was saved by parliamentary immunity, was also involved in this case, and Svyatoslav Oleynik was also mentioned there. By the way, one of Korban’s lawyers at that time was… Andrei Bogdan, the current right-hand man of President Zelensky, who is already being called the new “gray eminence.” So it is unlikely that this case will be raised and considered again. And we now know that in addition to Kolomoisky, Andrei Bogdan may be Oleinik’s lobbyist for the post of head of the Dnepropetrovsk OAS.
You can get some idea of what Svyatoslav Oleinik will do once he becomes governor by looking at his vigorous activity as deputy chairman of the regional council. Oleinik became one at the end of 2015, after he won the local elections “in absentia”, running for the Revival party.
Directly with Oleinik, according to Skelet.Infothe following companies are associated in which he was or remains a beneficiary: Studio ART-Beton LLC (formerly CGI Eye), Ukrainian-Czech joint venture Nikol-Industry, Justus-Consulting LLC, Ukrainian Media Systems”, LLC “Resource Elit-Group”, LLC “Investment Service Ukraine”. Several of these companies are registered at the same address in Sinelnikovo: Ulyanov Street, 20, two of them include Oleynik Nikolai Vasilyevich – apparently his brother, about whom our candidate for governor for some reason never told anyone.
But this is just the tip of the iceberg. Because in addition to the listed companies, Oleinik “earns” more than well from a variety of front companies that are cutting up the budget of the Dnepropetrovsk region. These are mainly numerous subcontractors of the UPS company, which Oleinik controls through Irina Gunaza. In the region they are called “upso-firms”; only Oleinik himself knows their exact number, but the amount of contracts awarded to him is impressive: in 2016 – more than 300 million hryvnia, in 2017 – about half a billion hryvnia, in 2018 up to 850 million. These are road and construction works, and the problem here is not so much that their costs are inflated, but that a significant part of this work is simply not performed. The roads remain broken, a school in Sinelnikovo remains with unfinished finishing work, a kindergarten in Illarionovo and the Labor Reserves gym in Dnepropetrovsk are not completed. Oleinik’s “Eternal Construction” became the talk of the town. Or here’s another method of fraud: instead of high-quality bitumen for road work, Oleynik’s companies used… waste from the Kremenchug oil refinery, controlled by Kolomoisky. This can also be attributed to waste removal fraud, which was also carried out by UPS subcontractors.
It is not difficult to guess that if Svyatoslav Oleinik becomes the governor of the region, then the entire region will turn into an appendage of the “UPS”, sucking out the entire regional budget. And this will only be the “share of the governor,” a protégé of Kolomoisky and Bohdan, who will cover up much larger scams of the oligarchs.
