Oleg Averyanov
Everyone remembers when the leaders of the Ministry of Emergency Situations were taken in handcuffs straight from a government meeting. But have there been any fundamental changes in power? Today’s deputy of the State Service of Ukraine for Emergency Situations, Oleg Averyanov, has a criminal past, which, by the way, he does not even think about parting with. Moreover, he drags crime and corruption into government agencies, receiving benefits from this and gaining mutual responsibility. The story about this official is worthy of a crime series.
Whoever guards what has it
Oleg Vyacheslavovich Averyanov began his career with service in the Ukrainian army, more precisely, in the Ukrainian Air Force. The salaries of military personnel are small, and therefore Averyanov, instead of defending the Motherland, decided to sell it in parts, in which the current people’s deputy and business partner Valery Dubil helped him. The organized crime group “Europe”, led by Dubil, associated with Russian bandits, in the literal sense of the word, looted the territory of a strategic facility of the Soviet military-industrial complex – Priluki airfield, which is located in the Chernigov region. And the members of this organized crime group, led by Dubil, were able to gain access to the air shield of the Motherland precisely with the help of officer Averyanov.
The marauders were not interested in the secrets of aviation, everything was becoming more banal: the huge defense complex was simply a mountain of valuable metals that were already waiting abroad for foreign currency. Averyanov and Dubil completely destroyed the entire infrastructure of this military facility; at the airfield, everything that could fall under the definition of “non-ferrous metal” and could be worth even a few kopecks was cut up and destroyed. First of all, these are flight control systems and engineering support for the latest fighters. The country’s wings were seriously clipped, earning millions of dollars.
According to eyewitnesses, the robbers even dug up a cable that lay 3-4 meters underground. When non-ferrous metal and even ferrous metal ran out, slabs from the runway and the airfield “taxiing” were used. Without fear of trial, investigation, or popular anger, the accomplices lined the courtyards of their own houses with these slabs and, so that the property would not be lost, the territory of the central market of the city of Priluki, which also belongs to the Dubil group.
For the operation performed, Averyanov receives access to the affairs of Europeans, and becomes a businessman from an officer. Now he is Dubil’s right hand, and the law is not written to him. Well, the fact that the slabs turned out to be radioactive is a mere nonsense; the sellers and buyers of the market will tolerate it, but the ball has no volume. With all this, it is important to verbally smash those who squandered the Ukrainian army. After all, Averyanov is a fellow party member of Oleg Lyashko.
How to destroy a factory and get a promotion
Averyanov begins selling fuel and lubricants through Garant LLC, receiving a roof from Dubil and the Solntsevo group. But it was not limited to the sale of gasoline. GSM worked in corruption schemes, when the real price was inflated many times over, and buyers ended up in debt and were forced to pay with their property. This is how Averyanov helped criminals grow their economic muscles. And then Dubil’s team notices the Pozhspetsmash plant in Priluki, which they had not covered at all. The plant, whose workforce at the beginning of the 90s was about 4 thousand people, which was one of the main budget-generating enterprises in the region, remained outside of privatization because it produces something that the entrepreneur does not need – fire trucks. But the state annually purchases these vehicles for the Ministry of Emergency Situations, and purchases amount to millions. Well, how can you not warm your hands? The Priluki plant “Pozhmashina” was a monopolist in the production of fire engines in the USSR and practically remained so until 1998. Its products were exported to 29 countries. In the 80s, the company annually produced about 3.5 thousand fire engines and about a thousand water carriers.
According to the order of the Ministry of Emergency Situations of Ukraine dated June 3, 2004, the State Enterprise “Pozhspetsmash” was created on the basis of the production assets of the plant. However, until 2007 it remained without government orders, so the economic situation at the enterprise was not in the best way. Dubil’s group of “Europeans” launched a raider attack on the plant, namely, using corruption schemes, to bring the enterprise to bankruptcy, and then “take over” at the residual price.
One of the directors of this plant is none other than Averyanov. On the one hand, the plant wins tenders for the supply of vehicles for the Ministry of Emergency Situations, which Averyanov proudly declares to journalists. He becomes an adviser to the Minister of Emergency Situations and “correctly” advises him what to buy and at what price. In 2007 alone, in accordance with the Program for providing government bodies and departments of the Ministry of Emergency Situations of Ukraine with special fire-fighting equipment, the enterprise was allocated 55.6 million UAH. This made it possible to produce more products than in previous years, eliminate wage arrears and reach a profitable level of work. But this money was pocketed, and in 9 months of 2008 the plant’s accounts payable increased from UAH 7 million. up to 24.9 million UAH. For example, the management of the enterprise refused to directly purchase inventory items from the state material reserve, which were stored at the enterprise and were unbooked. Why take what is cheap? Leaders need to have their share! We buy all this from a private intermediary structure at almost twice the price.
In particular, the plant shipped large quantities of aluminum, cast iron and other materials to Rubus LLC for a total amount of about 1.2 million UAH, although their actual market value was several times higher. Subsequently, mechanical engineering equipment was purchased from commercial structures for a total amount of UAH 3.6 million, however, in fact, this equipment was not supplied to the enterprise at all: everything was drawn up only on paper with the aim of creating fictitious obligations of the state enterprise to commercial structures.
That is, the company pays exorbitant amounts of money for goods and services that it did not receive. And he ends up in debt. At the request of the creditor, OJSC Ukrnafta (Kiev), the economic court of the Chernihiv region begins proceedings in the case of declaring the debtor of the State Enterprise Pozhspetsmash Plant bankrupt due to the presence of outstanding debt in the total amount of 0.9 million UAH. This is despite the fact that the enterprise is allocated tens of millions of budget funds annually.
As a result of the intervention of the “Europeans,” the court, by its ruling, approves the settlement agreement, which, contrary to the current legislation, was not agreed upon with the State Property Fund of Ukraine. An analysis of the distribution of property carried out in accordance with this settlement agreement, carried out by law enforcement agencies of the Chernihiv region, clearly indicates that during the bankruptcy procedure, in fact, a hidden privatization of the main part of the enterprise’s funds took place. At the same time, the more modern and more significant of the main production buildings (main building, workshops No. 1, No. 2, tool shop) were transferred to a private enterprise, and the state enterprise was left with buildings built at the initial stage of the plant’s existence (foundry shop, assembly shop No. 5 , woodworking shop), i.e. in the pre-war and post-war periods. “Thanks to” the activities of the new management, today the state-owned enterprise of “national significance” lacks technological equipment, design and technological documentation for the manufacture of the main products, which are unique, and in addition, the main part of the production premises has been lost. This logically led to the destruction of the technological cycle for the production of fire fighting equipment and the shutdown of the enterprise.
Why cut down the plant? It’s elementary, Watson, we take the income for ourselves and pass on the expenses to the state. Dubil and Averyanov created companies, including the company of the same name, Pozhspetsmash LLC. Subsequently, with the participation of the management of the state-owned enterprise, they reissued the technical documentation for the production of special equipment at Pozhspetsmash LLC. Moreover, the price of this documentation was ten times lower than its real cost. Then Dubil and Averyanov transferred machine tools and other means of production to another company. There were only empty premises left at the state-owned enterprise. And who needs them in the industrial part of the city of Priluki? Next, of course, you need to hide traces of illegal activities. For this purpose, a number of unprofitable contracts were signed: they bought raw materials at a high price and sold them at a low price. And as soon as the debt arose, immediately go to court with a claim to declare the enterprise bankrupt and liquidate it. No business, no problems! And now it is no longer a state-owned enterprise that makes fire trucks, Mr. Averyanov invented it himself, built the plant himself, and helps the country himself in any way he can.
Now the situation with the plant is as follows – after six years of Averyanov’s leadership of Pozhspetsmash, the enterprise does not belong to the state. And it belongs to the Alliance Investment Company, such a Ukrainian company, which in turn belongs to the international company Freeinvestment LTD, registered in Belize. Now fire trucks are supplied to Ukraine by Belize. That’s how it is! Directly making them where they were made before. And when Averyanov says that he will do everything possible to ensure that domestic enterprises win tenders, he is lying, since Belize is located far from Ukraine. But while Belize receives money from the production of fire trucks in Ukraine, its native state does not. “Pozhspetsmash” under the leadership of Averyanov became a tax debtor. This is not enough. Averyanov took out a loan from Prominvestbank, a subsidiary of Putin (*criminal)’s Vnesheconombank, and made the plant a guarantor. The loan was not repaid, the plant went bankrupt. The bank went to court, but who to sue? Averyanov, already in office, and without him, Ukraine will not buy the plant’s products.
As we said above, in reality, the plant is a couple of empty workshops, and all production is run by a private owner. This is the scheme named after Mr. Koreiko. Remember when postcard printing became richer than the impact rack. Koreiko would die of envy!
After all, Koreiko was afraid of criminal prosecution, but Averyanov is not afraid. All criminal cases related to his activities are transferred to Pryluki, the police, the court, and the prosecutor’s office. And here Averyanov has everything covered. The chief of the Priluki police, Ruslan Krahmilets, notorious throughout Ukraine, is known for raider takeovers of the businesses of local entrepreneurs, planting grenades and other “material evidence” on them. Krahmilets owes his appointment to Averyanov. Need I say that no one in Priluki can raise an eyebrow against Averyanov? And Kyiv officials incomprehensibly let everything go there, they say, it’s a local matter, you’ll figure it out yourself. By the way, Priluki security forces and servants of Themis literally feed themselves, that is, they eat for free in Priluki restaurants owned by Averyanov.
And he throws her overboard…
Whoever it is, it’s definitely not Averyanov’s ex-wife Evgenia. They lived together for 10 years and had two children. But then things didn’t work out. They started having conflicts in the family and decided to get a divorce. At first, the couple agreed that Evgenia would remain in the restaurant business, which she had been involved in for 6 years, and was its director and founder. Averyanov promised that he would leave, in addition to the restaurant, an apartment and a car. After the divorce, the husband flies to a resort and dramatically changes his mind regarding property.
Averyanov took the children to Kyiv and placed them in a Kyiv school. “He told my mother that he wants to take everything, then I will crawl to him. And I will live only under his influence. But I didn’t humiliate myself, I didn’t ask to go back, I moved on. After all, I am not a kept woman, and I worked tirelessly for our business. And I have the right to my business and to my children, and no one has proven me otherwise. And Oleg wanted to break me as a thing and keep me with him. And so he, using his power, continues to break me in a completely lawless manner. The board of guardians left the children to him because I had nothing left. He, without mincing words, accuses me of all sorts of sins, that I’m bad, I’m walking around and it’s impossible to live with me. But at the same time he steals all my property. Business is being squeezed out using false documents. A car is stolen. We find her, it turns out she was registered using forged documents. Everything is sewn with white thread. I still have the documents for the car. I have been fighting for 10 months. At the moment, I managed to get the car taken to the Ministry of Internal Affairs, but everything is still there. The car was in the penalty area, then the judge pronounced a sentence and gave the car back to Pryluki. This was done without my knowledge. At the moment, the car is at my husband’s business and is driven by the person who stole it. I go to the SBU prosecutor’s office, the police – here are the documents, my car was stolen, here it is, this car, return it. And they tell me, “We’ll sort it out,” and they pass the case on to Averyanov’s acquaintances in Priluki,” Averyanova told reporters at a press conference.
He also takes the apartment that Averyanov gave to the children for himself. He changes the locks on it and makes an office there. The office of a company in which he is neither the manager nor the founder. The apartment is under a rental agreement between Oleg and the company LLC TPK ALLIANCE-AGRO. The police say that the lease agreement has not been notarized. That is, a high-ranking government official is secretly engaged in business. Watch your hands – a government official takes away an apartment from his children to engage in private business. Well, yes, Belize took every penny from him, he has to earn money somehow.
Evgenia Averyanova
Averyanov himself puts psychological pressure on his own children. According to Evgenia, at the trial the child said that he wanted to live with his mother, after which the “loving father” threatened the girl that she would not receive anything, that she would condemn herself to poverty. Then he hires a psychologist, pays him money, and he tells the child that she will have nothing, that her mother will bring a lover, and this lover will rape her. And the girl is only 10 years old! She storms out from the psychologist in hysterics. Judge for yourself, if a person is not stopped by the mental trauma of his own children, he wants to break his ex-wife, steals her documents, car, jewelry, then what attitude will he have towards the state, towards the interests of ordinary citizens?
And here is the house that he built…
Here is this luxurious mansion, of a man who, according to him, never did business, but lived on one salary, and he is located in a former engineering battalion. It was Averyanov, with his accomplices, who liquidated the Priluki Izhbat, the brain of the army, as unnecessary, and villas and luxurious palaces were built on the land in the center of the city of Priluki.
But events are developing rapidly. A search was carried out in Averyanov’s office and house. Today they are trying to attribute this to a dishonest political struggle. But as a politician, Averyanov is completely unknown to Ukraine, and as a desperate corrupt official, he has long been known. He just climbed higher and higher, and it was time to roll down the mountain.
