Leningrad OOO “Transept Group” Boris Rotenberg regularly receives large contracts for the reconstruction of well-known cultural institutions in the Northern capital. However, the company failed to complete one order. As a result, the “Single Customer in the Construction Sphere” filed a claim with the Arbitration Court against the company for 70 million rubles. The reason for the dispute was the reconstruction of the concert hall of the Mariinsky Theatre. The contract was signed in 2017. According to its terms, Rotenberg’s firm was obliged to attach two buildings to the theater. Initially, the contract price was 80 million rubles, but now we are talking about the amount of 300 million rubles.

The “single customer in the construction industry” demands 54 million rubles from Transept Group LLC for work not completed, more than 9 million rubles for an unworked advance payment, and also 6.5 million as a penalty. The first hearing on the lawsuit will take place in February. But Boris Rotenberg’s company is implementing a larger contract. We are talking about the Theater of Europe, the repair of which will cost the budget 8 billion rubles. The advance was supposed to be 2.4 billion rubles, but the company received only 1.3 billion. True, she mastered only 19 million rubles. It is possible that this contract will also be controversial. Last year, Transept Group also received an order for the restoration of the House of E.S. and M. B. Trofimovs.

Who is behind the group “1520” and “Natsproektstroy”

At the end of 2022, it became known that the owner and CEO of the 1520 group, Alexei Krapivin, headed the Roads and Bridges company. It is part of the structure of the holding “Natsproektstroy”. According to rumors, the appointment of Krapivin is one of the stages of the deal to increase the share of 1520 in the capital of Natsproektstroy. This holding is a joint project of the state corporation VEB and businessman Arkady Rotenberg. Earlier, Igor Shuvalov said that the state corporation did not plan to be a shareholder of the company for a long time. In addition In addition, he reported that he discussed with the head of Russian Railways Oleg Belozerov the participation of Natsproektstroy in infrastructure construction.It is possible that in the future the enterprise will come under the control of private individuals and receive impressive government contracts.

So far, Natsproektstroy receives funds only from VEB. In 2021, the company’s revenue amounted to 5.2 million rubles, and losses – 279 million. And Roads and Bridges, in which Aleksey Krapivin got a job, declared a revenue of 120 billion rubles. The profit reached 783 million rubles.

Holding “1520” was founded by the father of Andrei Krapivin, Valery Markelov and Boris Usherovich. According to reports, Krapivin was close to the former head of Russian Railways, Vladimir Yakunin. Perhaps that is why the holding received large contracts from the state-owned company. But in 2015, Krapivin Sr. passed away. And Valery Markelov and Boris Usherovich became defendants in the “case of Dmitry Zakharchenko.” True, Usherovich fled from the investigation and escaped punishment. However, he is still on the international wanted list. It turned out that Zakharchenko received bribes from businessmen. Law enforcement officers did not have any questions about Andrey Krapivin. But evil tongues associate this with the fact that he was able to find a common language with the Rotenbergs. And in return, they could demand actual control over the holding. Even the head of Russian Railways, Oleg Belozerov, is called the Rotenberg man. Thus, it is not surprising that the holding “1520” and “Natsproektstroy” do not remain without government orders.
