Nikolay Negrich: the new face of Kyiv politics with old sins. PART 1

Young, ambitious, efficient and honest. This is how Kyiv City Council deputy Nikolai Negrich appears to the people of Kyiv. Or rather, he wants to appear. For the second year now, he has been skillfully posing as a defender of the capital’s residents, unsuccessfully trying to wash himself clean of old corruption scandals.

Skeleton.Info tells about the path to success of the capital’s “baron” – the embezzler of the budget and the main malicious developer Kev Nikolai Negrich.

Bad roads are one of the main problems of the capital. However, it is good that there is a person like Nikolai Negrich, who can not only sponsor the patching of potholes, but also make beautiful street art out of them. It is thanks to Negrich that personalized asphalt patches appeared on one of the roads in Kyiv – the name and surname of the deputy were displayed on the fresh asphalt. And this is not a joke. Not everyone can handle such pathos and self-admiration.

In the footsteps of the father

Negrich Nikolay Mikhailovich comes from the Ivano-Frankivsk region from the city of Kolomyia. He was born on August 29, 1982 in the family of a fairly well-known Frankivsk businessman and official Mikhail Mikhailovich Negrich.

We decided to dedicate this material entirely to Negrich Jr.

So, in 1998, immediately after finishing school, the young graduate came to conquer the capital – to enroll in the Institute of International Relations at KNU. Negrich received a diploma in international law in 2003.

It is rare for graduates to be so lucky – to find a prestigious job right after university. But for our hero, everything worked out more than successfully. Nikolai Mikhailovich immediately got a job at the State Joint Stock Company “Khlib Ukrainy”, receiving the prestigious position of chief economist of the financial and credit mechanisms department. In fact, the huge cash flows of a state company were concentrated in the hands of yesterday’s student. In 10 months, Negrich was expected to be promoted to the head of the department of state programs and price regulation.

Who does Negrich Jr. owe such a dizzying career to? The answer is obvious – his father. Not many people know that already in the late 90s, Mikhail Negrich worked with the state company “Khlib Ukrainy”, and he himself headed the Kolomyska District State Administration (in 2001-2005). So, naturally, after university, the father got his son a lucrative position. At that time (2003-2004), the structure was headed by Viktor Bondarenko, who became famous for his shadow schemes and practically bringing the company to bankruptcy.

Surprisingly, Negrich Jr., with his desire to brag and use trifles for PR, never advertised what he did at Khlib Ukrainy. Only a couple of lines about it can be found in open sources. Perhaps this is due to the fact that his activities were far from legal. Grain was bought and resold under various schemes to “shell” companies for pennies, and the real profit was put into his pocket.

Interesting fact. A year later, 22-year-old Nikolai Negrich, at the peak of his career, leaves Khlib Ukrainy. He returns to Kolomyia and becomes the director of the newly-created Agroprombudkapital LLC, which he now heads, as well as the head of a number of other firms.

A few months after the strange escape of Negrich Jr. from Khlib Ukrainy, his father, Mikhail Mikhailovich, comes there. He receives the position of deputy head of the board. Negrich Sr. worked for only a few months and resigned. According to information Skeleton.InfoMikhail Mikhailovich came to Kyiv to cover up his son’s mistakes.

But what is even more interesting is that in 2005 the state joint-stock company Khlib Ukrainy declared its financial insolvency and the need for financial rehabilitation (rehabilitation) of the enterprise. The amount of the required rehabilitation was 1 billion hryvnia!

Nikolay Negrich’s company, Agroprombudkapital LLC, deserves special attention. Officially, it belongs to his relatives Maria Negrich (mother) and Taras Slyusarchuk, who ran for the Ivano-Frankivsk Regional Council from the Civil Position party. The company provides a very wide range of services – construction, freight transportation, wholesale trade, tourism, advertising. In a word, a classic LLC with a lot of subsidiaries for money laundering.

These different “Geoses”

Nikolai Negrich is finally returning to Kyiv. He is coming to the capital as the son-in-law of the legendary VIP developer and corrupt official Mykhailo Golitsa, who is known for heading the Housing Department of the Kyiv City State Administration (1998-2010), being the president of the Kyivmiskbud holding (in 2010-2012) and, of course, his most important achievement is the imperishable Zhitloinvestbud-UKB municipal enterprise.

However, let’s make one thing clear right away – Golitsa’s daughter, Olga, fell in love not with a simple guy, Nikolai, but with a rich kid from Kolomyia. And it’s not even about the machinations at Khlib Ukrainy. Nikolai Mikhailovich built a much more profitable business in his hometown.

So, in 2004, when, as we have already mentioned, Agroprombudkapital was registered, SK Geos was simultaneously “registered” in the village of Pidgaichiki. It was this company with the slogan “Geos” – builds, “Geos” – rents out, “Geos” – provides people with housing – that became the basis for Nikolai Negrich’s business empire.

With the newly-minted relative Golitsa, SK Geos has grown in a matter of years. Today, the most famous structures are: OOO Geos-Development, OOO Geos-UKB, investment fund Geos-Invest, OOO GEOS DESIGN, etc. It is worth noting that Nikolai Mikhailovich has repeatedly disowned most of the companies. But the facts speak for themselves: the structures are connected by the same office addresses and even business partners.

Golitsa and Negrich are co-owners of the construction company Geos Development, which was registered in 2013.

True, in 2016 Negrich disappeared from the official co-owners of the SK and completely abandoned his “brainchild”. During its entire existence, Geos Development has not built anything. There is absolutely no information about this developer in open sources.

The company “Geos-UKB” also appeared in 2013, the authorized capital was only 20 thousand hryvnia. It is registered to Sergey Umanets and Bohdan Okolnich. Umanets is known as Negrich’s partner in a number of companies, in particular OOO “GEOS DESIGN” (until 2011), OOO “Water Energy”, OOO “MTC”. It is interesting that “Geos-UKB”, having such a small authorized capital, received million-dollar contracts for construction.

A pleasant bonus – in 2014, according to the results of the all-Ukrainian competition “Professional Recognition”, the company GEOS was recognized as the best construction company of the year. But will the deceived Kiev residents agree with this? After all, just a year later, the head of the “public” in the form of the Entrepreneurs’ Union of Entrepreneurs initiated an action against the “activities” of the best “Geos” (obviously generously financed by one of Negrich’s opponents). In their opinion, a huge housing scam similar to the activities of “Elita Center” was being prepared in Kyiv.

Although this could indeed be true…

The Three Malicious Developers

The construction boom after Maidan swept over Kyiv, and to understand the corruption scam, we need to go back to the distant year of 2001. Then the municipal enterprise “Zhitloinvestbud-UKB” was created. The authorized capital belonged entirely to the Kyiv City Council. The creation of the enterprise was initiated by Mykhailo Golitsa, who then headed the Department of Construction and Housing of the Kyiv City State Administration. Of course, the Kyiv elite stood behind him – the Surkis brothers and Oleksandr Omelchenko.

Vyacheslav Nepop, Golitsa’s life partner and work companion, was appointed CEO of Zhitloinvestbud-UKB. When Golitsa was forced to leave his post, he was given the management of the Kyivmiskbud holding, and the enterprise became one of the components of the embezzlement schemes.

How did the frauds on the construction market actually happen? This is a life hack from Mikhail Golitsa himself.

The most common scheme. Land is leased to companies that enter into contracts with developers. The latter build high-rise buildings and residential complexes. Apartments are sold to buyers. And then there are two developments: the houses are not legalized because the land does not belong to the developer, or when the lease expires, the owner of the land demands that buyers of the living space pay again.

Nikolai Negrich burst into this well-coordinated scheme and tandem after he put a ring on Olga Golitsa’s finger.
