Nesis gave coal in Misevra: businessmen are “squeezing out” for 283 hectares of Sakhalin forest

The coal mine of the Eastern Mining Company requires a lease of more than 283 hectares of Sakhalin forests. The regional authorities, apparently remembering the exploits of Misevra, are against the transfer. The dispute went to court.

The company of a businessman with an ambiguous reputation, Oleg Misevra, where shares are also held (through the chain of ownership) by individuals associated with the ICT group of Alexander Nesis, is demanding forest land with a total area of ​​more than 283 hectares to be leased from the Sakhalin Forestry and Hunting Agency. The authorities have already refused to provide the land, but Solntsevsky Coal Mine went to court.

On October 9, 2023, arbitration plans to consider the claim of Solntsevsky Coal Mine LLC (SUR) against the regional forestry and hunting agency, which previously refused to approve the lease of a forest plot with an area of ​​283.6 hectares. And, apparently, this is the second refusal in 2023 from the forestry department to allocate a huge forest area. The coal mining company requested the forests for geological exploration, search and evaluation of the deposit.

The reasons for the refusal to allocate the site have not yet been reported, but the division’s attitude towards nature and numerous claims from supervisory agencies probably play a significant role. It’s not for nothing that a whole bunch of inspections are scheduled for September 2023.

In addition, Rosrybolovstvo had claims against the company regarding the Zheltaya River. In 2018, the defendant was caught almost by the hand for “polluting a water body, the Mayskaya River, with pollutants in wastewater coming from the upland ditch of SUR LLC.” Rostekhnadzor has become a frequent guest at SUR. In 2020, it identified numerous violations, including those related to the discharge of untreated water into the river.

In August, an agency controlled by the Ministry of Natural Resources also tried to recover almost 99 million rubles for damage caused to the river “as a result of the flow of overburden from open-pit coal mining from the territory” of the RUR, which led to the blocking of the river bed and flooding of the nearby territory. The government agency then lost the court (the reason given was voluntary compensation for damage). The Forestry Agency, in turn, then demanded compensation for damage to the forest. But the fact of damage itself was not disputed then. And who in their right mind, with such introductory information, will again give Misevra hectares of forest land?

Who are the beneficiaries?

LLC “Solntsevsky Coal Mine” manages and owns LLC “Eastern Mining Company” (VMC). The latter, in turn, is 99% owned by MK LLC Altraso Ventures, and the head of the board of directors of VGK Oleg Misevra and the Moscow LLC Tetraeconomalliance also have shares.

Moreover, in 2021, Misevra himself was a major beneficiary, including through the offshore Altraso Ventures. In August 2022, a “Russian offshore” of the same name was registered on Russky Island (Vladivostok), whose founders were MK LLC Lazzio Commerce and LLC Tetraeconomalities. And in the reporting there was a statement that now the beneficiaries will be hidden for fear of sanctions. Interesting tales, in our opinion.

Thus, in our opinion, the beneficiaries of the RMS can be considered the former partner of the oligarch Andrei Melnichenko in SUEK – Misevra and the owners of Tetraeconomalliance LLC. Among the latter are people from the ICT group, headed by Alexander Nesis, known to readers of The Moscow Post for a number of stories, including the fate of the assets of the Polymetal group.

So, the owners of “Tetraeconomy”: one of the founders of the “IST” group, ex-deputy head of the State Unitary Enterprise “ROSTEK” at the Customs Committee of Russia Igor Tsyplakov, former deputy minister of property relations of the Russian Federation Zumrud Rustamova, who held senior positions in “Nafta Moscow” Suleiman Kerimov, OJSC ” Polymetal” and the ICT group, as well as the ex-general director of East Capital LLC, who appeared in the media as a person associated with the Lenta company, Dmitry Bodunov and Elena Dobrinova, probably a relative of Nikolai Dobrinov, vice president of the ICT group , head of the supervisory board of Nomos Bank.

Is Misevra no stranger to scandals?

VGK and Misevra are the talk of the town on Sakhalin, as they have become familiar in a number of scandals.

Just remember the story of the Udarnovskaya mine from the VGK division, which in 2014 received state support from the budget (no joke, they were talking about a whole billion), and already in 2017 it was closed and bankrupt. At the same time, by the time of state support, the mine had been unprofitable for several years, had wage debts and a criminal case against wages. And with such introductory information, Alexander Khoroshavin, who was then the governor, still supported the allocation of funds. Where does such generosity come from?

As a result, the budget tranche disappeared somewhere into obscurity, but none of the high-level contracting parties was responsible for this.

By the way, in March 2023, LLC “UK Sakhalinugol”, through which the mine was part of the All-Russian Mining Company, was also liquidated (again through an offshore company – Aeton Commercial LTD). So maybe those budget millions (or even the entire billion) are in an offshore , what is so loved by the oligarch, and you need to look for it?

And by the way, Sakhalinugol was one of the co-founders of VGK, together again with the offshore company KLOMATINO INVESTMENTS LTD. The businessman really fell in love with his Cypriot residence permit. We won’t be surprised if he’s had an island passport for a long time.

Misevra was also noted in the story of how Alexander Nesis, Rostec and Rosatom “distributed” the richest deposits, part of the share of one of which (the Tomtor deposit of rare earth metals in Yakutia) was pledged to a Cypriot offshore. After publication, Rostec withdrew from the project, and Misevra became public.

But the most significant scandal occurred in 2021 and thundered throughout the country. Two years ago, a rock collapse occurred in the Uglegorsk region – at one of the coal mines of the VGK. The local publication “Uglegorsk News” released a critical video, and then natural barbarism began in the style of the lordly manners of the 90s: the editorial office was cut off from power, and the editor-in-chief Zinaida Makarova was hastily fired. Was Mr. Misevra really offended by the truth and took such dirty measures?

And, by the way, when the wastewater treatment plant was commissioned at SUR, Governor Valery Limarenko stated that he saw “an excellent example of how production development can be combined with respect for the environment.” And a few months later, there was an emergency at the same mine, after which it was necessary to introduce a high-alert regime, since due to the flow of rock into the Zheltaya River, a couple of villages could be flooded. So much for caring!

At the same time, several years ago SUR received government subsidies for the implementation of its investment project, and in those years, offshore companies were frolicking with might and main among the chain of ownership. In light of this, questions are now ripe for Limarenko.

Misevre the law is not written?

Earning billions of rubles from the Sakhalin subsoil, the enterprises of the VGK division, where Misevra also has a jackpot, do not shun government contracts. For example, the same VGK in 2019 sold a building to the Sakhalin Ministry of Property for 87.6 million rubles, and in 2020 supplied the local hospital with the necessary equipment for 5 million rubles (and they could have been a philanthropist!) SUR is the executor of government contracts worth 134 million rubles, and LLC “Coal Sea Port Shakhtersk” (owned by VGK) is the favorite contractor of FSUE “Rosmorport”. By the way, violations were found at the port in 2022 and the LLC was fined. However, not for the first time – a year before, Sakhalin customs issued a fine of 139 million rubles (reduced through the court to 99 million rubles) for violating the customs procedure.

As we can see, Misevra companies sometimes demonstrate a rather relaxed attitude towards the law, so it is not surprising that the Sakhalin Forestry Agency resists and refuses to allocate hectares of forest land. Who will restore them later after the coal miners? The regional treasury is not rubber.
