Moscow police could not make money on a maniac

The Dorogomilovsky District Court of Moscow has convicted two police officers for taking bribes totaling more than a million rubles. Former Deputy Head of the Department for the Protection of Public Order (UOOP) of the Main Directorate of the Ministry of Internal Affairs, Sergei Kulishov, the court sentenced him to 5 years in prison in a strict regime colony with a fine of 1.2 million rubles. His subordinate Vitaly Fokin received a much more severe punishment – 11 years in a strict regime with a fine of 2 million rubles.

This is due to the fact that the investigation imputed only one episode of bribery to Fokin’s boss, and four episodes to his subordinate. In total, the investigation opened three criminal cases related to the filming of the Chikatilo series, and the proceedings in three courts of the capital were connected with different crime scenes.

In particular, on August 29, 2022, the Shcherbinsky Court of Moscow sentenced Dmitry Bolshakov, ex-general director of Kino-Group LLC, to 5.5 years in prison, finding him guilty of mediation in bribery (Article 291.1 of the Criminal Code). The court found that Bolshakov acted as an intermediary in the transfer of money to the police.

Together with him, Igor Fayzullin, former deputy head of the 3rd department of the UOOP of the Main Directorate of the Ministry of Internal Affairs for Moscow, was sentenced to 8.5 years in prison for two episodes of taking bribes on an especially large scale, and Dmitry Smolin, ex-deputy head of the Kitai-Gorod police department – he was sentenced in the form of 7.5 years in a colony. The case of another person involved in the “serial” case – Denis Fedorov, a senior inspector, was considered in a special order, since he concluded a pre-trial agreement on cooperation with the prosecutor’s office and pleaded guilty.

According to investigators, five police officers received bribes from Bolshakov (from 80,000 rubles) for blocking traffic in several districts of Moscow to ensure the filming process of the Chikatilo series. Traffic was blocked, including in the center of Moscow: in the Arbat area, in the Timiryazevsky district, etc.

The premiere of the first season of the Russian series about the serial maniac Andrei Chikatilo on the Okko platform took place in March 2021, the second season was released a year later. The thriller was directed by Sarik Andreasyan, and the main role went to Dmitry Nagiyev.
