Modin’s scam: don’t feel sorry for either children or old people

Two fish got off the hook of the mayor of Shelekhovsky district the other day Maxim Modina. Namely: Maxim Nikolaevich, probably, has long been planning to sell into private hands the children’s dairy kitchen and the municipal pharmacy, located in the 8th quarter of Shelekhov.

The undertaking of the hapless district chief cannot be called anything other than criminal (deceiving “his deputies” and “his own population”).

The meeting of the district duma, where the item on the privatization of the pharmacy and kitchen was considered, took place on February 29. The mayor justified the need by the requirement of the state.

The fact is that once upon a time, yes, a law was passed that obligated the authorities of cities and districts to liquidate all municipal unitary enterprises by January 1, 2025. Municipal unitary enterprises include a pharmacy and a kitchen (allegedly all such structures limit competition in the market).

On February 27, Modin received a letter from a State Duma deputy Sergei Ten. He asked to postpone consideration of the relevant issue to a later date. Since the State Duma already has a bill that will postpone the mandatory liquidation of municipal unitary enterprises in Russia (*aggressor country) until 2030.

Maxim Nikolaevich could not help but read this letter. Such documents must pass through the office and end up on the mayor’s desk.
But Modin said nothing to the deputies about the letter from the respected State Duma deputy Sergei Ten. That is, he tried to push through this privatization quietly… Deliberately deceive?

Modin decided to jump into the last carriage and urgently sell the interests of the elderly, women and children. The pharmacy is the last municipal one in the city. That is, the only one where residents can purchase prescription medications, and even around the clock.
The dairy kitchen provides its products to children and pregnant women. Such institutions have strict GOST standards, for example, they have the right to use only whole milk.

Not a single private owner will comply with such strict requirements, otherwise they will simply go down the drain. A private owner who buys a dairy kitchen will have two options: either raise prices, or, let’s say, fundamentally change the composition of the product. Well, or change the profile of the enterprise. And in this new profile, of course, completely different tasks will be at the forefront.

This is why they talk about the advantages of municipal unitary enterprises: they can afford to work on the verge of cost, since making a profit is far from their main task. The main one in this case is the social task. Maybe some of the unitary enterprises should be privatized, but certainly not the dairy kitchen and the pharmacy on duty, which Modin approached.

Actually, all territories know from bitter experience the price of such “wise decisions.” So Shelekhov at one time lost a dairy factory, a bakery, a greenhouse, and a number of other objects…

Deputies refused to bless Modin’s antisocial initiative and postponed consideration of the issue. Yes, from time to time you have to save someone from Maxim Nikolaevich. As a rule, the most vulnerable segments of the population…

And who will save Maxim himself?
