The scandal of last week was the drunken revelations of the head of the Solomenskaya Regional State Administration in the city of Kyiv, Maxim Yuryevich Shkuro. This young man, who was returning from Bukovel, apparently in a state of disgust, shed light on the level of corruption among district officials of the capital. He said that he eats completely free of charge in all the restaurants in the area entrusted to him, takes whatever he wants for free at the Solomensky market and also has a lot of pleasant bonuses, for example, in the Amosov hospital, where he undergoes a free examination. In addition, he mentioned Yulia Tymoshenko, calling her a cunt, and he called Arseny Yatsenyuk a creature. Perhaps his words have some basis, but you will agree that hearing this from a politician, even on a regional scale, is not very common. In a word, this official said something for which under Stalin he would have been shot, and under the current government, let’s hope, at least he would be deprived of the post of head of the Russian State Administration. And for us this became an occasion to remember who this head of the Solomensk administration Shkuro is, almost the Deputy Minister of Regional Construction and Architecture, who is behind him and who protects him. Momma’s boy
Maxim Shkuro got into politics at a very young age, at 20 years old. This happened in 1998, when he became an assistant to the people’s deputy from BYuT Anatoly Seminoga. It is interesting that only two years after this he received higher education, graduating from the Kiev University of Civil Engineering and Architecture. He was promoted to the powerful Olympus by his mother, Alena Yaremenko, a fairly well-known lady in narrow circles. She heads the Solomenskaya BYuT, and through her efforts such characters as Maxim Konobas and Dmitry Andrievsky were elected to the Kyiv City Council and the Verkhovna Rada. However, we will talk about them later. Since 2001, Shkurko has worked in various positions in the Zhovtneva District State Administration, which was later renamed the Solomenskaya District State Administration, and was also a deputy of the district council. But in 2006 his career took off. His mother came to the rescue, and he, as part of the Yulia Tymoshenko Bloc, entered the Kiev City Council. By the way, in the list of this block he was listed as temporarily unemployed. Then, under the white and red flags, many if not odious, then at least controversial personalities marched to Kievrada – Mikhail Brodsky, Svetlana Zorina, and Igor Dobrutsky. And the result was not long in coming: Maxim Shkuro, having been a BYuT member for a while, went over to the non-factional ones, to be supported by Leonid Chernovetsky. Then things didn’t go very well for the “singing mayor” and Maxim defected back to BYuT. By the way, he did not forget his native Solomenka, and in 2006 he took the position of deputy head of the Solomenskaya Regional State Administration. Apparently, my mother tried too. There is another interesting detail here – although Shkuro owes his start entirely to his mother, this relationship was carefully hidden until recently. The public learned this information completely by accident.
Deribans, MAFs, godfathers and “Star Rhino”
In his position as deputy head of the Solomenskaya Regional State Administration, Maxim Shkuro was remembered for a number of scandals related to the misappropriation of state property. In the Solomensky district of the capital, almost all the premises belonging to the district were sold or leased for a long time for pennies. His godfather, Maxim Konobas, helped him in this. In addition, they built about a hundred MAFs throughout the area. But the real “pearl” of this regional business empire was the Star Rhino strip club. Previously, this premises housed a specialized children’s and youth cinema “Zirka”, which was taken away from the children and repurposed as a gentleman’s club. In fact, this is an ordinary brothel with saunas, billiards and a restaurant. By the way, by a strange coincidence, under Maxim Shkuro, another famous cinema in the Solomensky district, “Yerevan”, closed, and perhaps some club will open there soon too.

“Pervomaisky”
But his most notorious scam was the transfer of the Pervomaisky swimming pool at 17 Kurskaya Street to the Erde Development company. It was on this deal that he met his future patron Dmitry Andrievsky. As we have already said, Shkuro, being the deputy head of the Solomenskaya Regional State Administration, leased the Pervomaisky swimming pool to the Erde Development company, which is part of the Inteko holding, owned personally by Dmitry Andrievsky with the right to buy.
This pool has a long history, and the children of residents of the surrounding houses gladly went there to swim, especially since there is a real problem with children’s clubs in the capital. But that’s not even the point; in any case, it’s illegal, since according to the law “On the Privatization of State Property,” physical culture and sports facilities are prohibited from being privatized in principle. In addition, the law prohibits the privatization of publicly owned objects. That is, in this case, the law was violated twice. However, the pool has already been demolished, and now a high-rise building will rise in its place. Residents of the area tried to protest against this, but nothing could come of it, because Maxim Shkuro, whom Andrievsky actually installed in this place, became the head of the RGA. We dealt with mom and godfather, but we can safely call Deputy Dmitry Andrievsky “father” of Maxim Shkuro in politics. Who is he? He is a developer and that says it all. He doesn’t care who’s in power, he needs land and building permits. He collaborated with Chernovetsky, then with Popov, and now he collaborates with Klitschko. And he promotes his people to various positions he needs. This is how Maxim ended up in Kievrada for the second time, and then took the post of first deputy head of the head of Architecture and Urban Planning of the Kyiv City State Administration. In the Kyiv administration, Shkuro lobbied for the repair of fountains in front of the Orbita cinema and on Krasnoarmeiskaya Street by Andrievsky’s Inteco Engineering company, and the saga with illegal MAFs continued. However, the too big appetites of the “guys from Solomenka” could not go unnoticed and the then “named mayor” Alexander Popov kicked Maxim out of the mayor’s office. True, Andrievsky immediately picked him up, appointing him as his assistant-consultant. And then Shkuro took up the election campaign of Andrievsky, who went (and passed) to the Rada, naturally, in the Solomyansky 222nd district. He ran from Batkivshchyna. Maxim Shkuro even suffered for his patron. On September 18, 2012, he was pulled out of his car and severely beaten, stabbing him several times. Although evil tongues claim that the issue here is not political persecution, but that Maxim really does not like to repay debts. Be that as it may, this case was not investigated.

Kings of Solomenka
In 2014, Maxim Shkuro was elected as a deputy of the Kiev City Council from Vitali Klitschko’s UDAR party. This promotion is also lobbied by Dmitry Andrievsky. The entire activists of the Batkivshchyna party of the Solomensky district, led by Shkuro’s mother, are transferred there, to UDAR. And after a few months, Maxim Yuryevich himself was promoted to the head of the Solomenskaya Regional State Administration. Thus, Vitaliy Klitschko, in exchange for material support for his party, gives the entire region to the Andrievsky-Shkuro group. During these years, there was a boom in construction work on Solomenka, although it was carried out not with the money of private investors, but with the money of the Russian State Administration. Sewage structures were built in private development areas, of which there are quite a few on Solomenka. Renovations have begun at the entrances of residential buildings. It’s strange, but in the previous “fat years” this was not observed in the Solomensky district. At the same time, the district administration was in such a hurry to pay the contractors that it often did not even follow the formalities. Because of this, her accounts were blocked at one time. But then high-ranking patrons intervened and the matter was hushed up. Construction on Batyeva Mountain and the allocation of land in the Solomensky Forest Park continued. The MAFs, the demolition of which Mayor Klitschko is so proud of on Solmenka, feel normal and without problems. And his godfather’s establishments continue to function. Well, Maxim Shkuro himself spoke beautifully about how life is for the head of the Russian State Administration using a voice recorder. Why did he need to become Deputy Minister of Construction?
Apparently, the same Dmitry Andrievsky is lobbying him there too. His construction companies grew out of the short pants of the Kyiv developer. It already has branches in Dnepropetrovsk and Kharkov. And, apparently, he is not going to stop there. This means that whether Shkuro wants or does not want to remain in the comfortable chair of the head of the Solomenskaya Regional State Administration, he will have to go for a promotion. Unless, of course, the top management comes to their senses after the soundtrack is released.
