Maxim Lutsky
There is no doubt that after Maxim Lutsky’s victory in the election of the rector of NAU, Ukrainian science, education and aviation will find themselves in even deeper trouble! After all, the head of this strategic university of the country was a man with a monstrously corrupt and even criminal past. For Lutsk NAU, this is only real estate and budget funding, that is, another source of enrichment – which he has already demonstrated for many years when he was its vice-rector. And now, having returned to the university, he will bring it to complete desolation…
All his life, Lutsky walked over the heads of others, succeeding only in hypocrisy, meanness and fraud. Moreover, he is not only not at all ashamed of this, but sometimes even boasts of his merits – along with scientific regalia and scientific works of dubious origin. And here’s just one small example: once in an interview Lutsky told how he “saved 99 thousand dollars.” At a certain auction he liked a painting by Pavel Korin (1992-1965). Any normal person would simply purchase the original or order a reproduction, but Maxim Lutsky did it his own way, resorting to another fraudulent scheme:
The question arises: why such intricacy, why fool the auction organizers and ask for an unpaid painting “for two weeks”? As always, Lutsky hid most of the details. But in general, this is very reminiscent of a typical fraudulent scheme of replacing the original with a copy. So the current owners of this painting should check its identity with specialists. It’s not for nothing that in his youth Lutsky was nicknamed “Lucy the Farmer,” and, as you know, in the language of the criminal world, “farmazoning” means selling counterfeit jewelry and fakes. And now such a person has become the absolute owner of the Ukrainian Aviation University!
Maxim Lutsky: Stole, sold – to graduate school!
Lutsky Maxim Georgievich was born on June 4, 1976 in Kyiv, in the family of associate professor of the Kyiv Polytechnic Institute (KPI) Georgy Mikhailovich Lutsky. By the time Maxim graduated from high school No. 79, his dad had already received his doctorate and headed his department. Therefore, there were no problems with the admission of the idiot son there. That’s how in 1993 Maxim Lutsky became a student at the Faculty of Computer and Intelligent Systems and Networks at KPI. And the presence of a military department at the university also allowed him to avoid military service.

Why the blockhead? Even in his senior year, Maxim Lutsky became a completely spoiled young man, interested only in entertainment, money and “clothes.” He was going downhill, so Georgy Mikhailovich took him to his KPI mainly to keep his son under supervision. But, as they say, I didn’t follow. Having become a student, Maxim Lutsky plunged headlong into the life of the capital’s “golden youth”, but did not calculate the financial capabilities of his father. Of course, Maxim tried to “raise money” in a variety of ways. Which ones? He tells journalists that from the age of 16, in a cafe at the Zagreb cinema, he sold sausage sandwiches to some foreigners, and then with the proceeds he opened a company selling computers. But in fact, his father opened a “cooperative” for the sale of computers, but young Maxim, instead of an honest business, only succeeded in small scams and various frauds. And this is not surprising if we remember that “Zagreb” at that time was controlled by Kisel’s organized crime group and was known for its slot machine hall (one of the first in Kyiv), confidently turning into a criminal cesspool (according to Kiev residents), where thieves, drug addicts and scammers gathered.
Soon, and this happened in 1995, Maxim Lutsky got into deep trouble. According to one version, he lost big, according to another he unsuccessfully tried to cheat someone, but in any case he ended up owing a large sum to serious people. And times then were such that debtors were not treated on ceremony for a long time. And then Maxim could not come up with anything smarter than persuading his fellow student and together with him to steal computers in his native KPI. That is, straight from the pulpit of your beloved dad! Moreover, the same computers that Georgy Mikhailovich sold to his university through his “cooperative”. It seems that this story is quite murky, and there is a lot left unsaid.
Whether Georgy Mikhailovich himself had anything to do with this case is also unknown. But in any case, he had to report the loss – after all, the head of the department was responsible for expensive equipment (at that time PCs cost several thousand dollars). Well, the police that got involved found both the computers and the thieves in just a few days. This is how Maxim Lutsky ended up in a pre-trial detention center, where he received from the inmates the nickname Lyusya the Farmer, which stuck with him for the rest of his life. Well, everything is clear with “pharmazon”, but why also Lucy? As reported Skelet.InfoMaxim didn’t mind this at all, since talk about his bisexuality had been going around the city for a long time (perhaps it all started with that very cafe?).
But Lyusya didn’t have to appease the “brothers” for long: Georgy Mikhailovich attracted all his connections, and Maxim also found other intercessors from among the “non-traditional sexual community.” He was reclassified under Article 213-3 of the Criminal Code (acquisition and storage for the purpose of selling property known to be obtained by criminal means). That is, the theft itself and the main blame were placed on an accomplice, another student, and Maxim was given three years probation for allegedly only keeping and helping to sell stolen computers. Of course, Maxim stated that he had no idea where exactly these computers were stolen, and in general he was “drawn in by deception.” This saved his father’s reputation, and allowed Maxim himself to be reinstated at KPI (on the same course), after which his dad sent him out of sight… for an internship in Germany. To do this, he had to once again strain his connections and get his son “victory in the competition” from the Association of Technical Universities. Maxim Lutsky sat there, continuing to be listed as a KPI student, and in 1998, his dad helped him correct his diploma.
And then Georgy Mikhailovich enrolled his son in graduate school. Yes, yes, in that very university, which he not only robbed like a small window keeper, but also got caught doing it! Perhaps, nothing like this has happened within the walls of the KPI since its founding! However, times were different, and previously convicted individuals became governors, ministers, prime ministers…
Of course, then Maxim Lutsky hid his criminal past for a long time and carefully, but information about his criminal record was unearthed and published deputies of the BYuT faction – after a loud scandal in the Verkhovna Rada, which we will talk about below. True, by that time it had long been extinguished (like Yanukovych). Moreover, on August 30, 2005, Maxim Lutsky received permission from the Solomensky District Department of Internal Affairs of Kyiv for Bretton (No. 48269) and Benelli (No. 294791/S305289) hunting rifles, as well as a gas pistol. Two years later, he received permission from the Kyiv GUMVD for the AKMS-MF carbine, and in 2010 for the Fort-12PM traumatic pistol.

Maxim Lutsky talks very little about his wife Elena Vladimirovna Savitskaya. Just once deceiving journalists that in 1995 he “opened his first enterprise specializing in the supply of computer equipment,” Lutsky added that his wife “by that time had begun to develop a network of Internet cafes in universities in Kyiv, Kirovograd and Kremenchug.” However, in fact, the very first Internet cafe “Cyber” opened in Kyiv in 1997 Anatoly Chegusov, and they appeared in universities only at the very end of the 90s. And also Skelet.Info We managed to find out that Maxim Lutsky and Elena Savitskaya were the same age, that they had lived and grown up in the same house on Potekhin Street since childhood, that his parents really liked the neighbor’s daughter, and they really hoped that marrying her as soon as possible would bring their son to their senses.
And so, after serving time in Germany, Maxim Lutsky returned to Kyiv to his young wife. I received a diploma from my dad, applied for graduate school with him, and together with my wife began to develop the computer business started by my father. And it should be noted that computer equipment from the company of the head of the department of computer technology of the KPI sold out with a bang, especially to other universities and government agencies. This business was mainly developed by Georgy Mikhailovich himself and his diligent assistant-daughter-in-law, but Maxim Lutsky still remained a born scoundrel. There is a type of people who perform even the most banal tasks in a special, “cunningly twisted” way. Maxim Lutsky is one of those people; it is interesting for him to act not according to the rules and the law, but to turn everything he undertakes into a scheme and scam.
Thus, Georgy Mikhailovich helped the young spouses obtain several contracts for the supply of computer equipment to a number of universities, including the National Aviation Academy (NAU) and its branches in different cities of the country. Maxim Lutsky almost managed to ruin this well-established business by “forgetting” to pay taxes and not submitting reports to the tax service at all – and one day it came to the seizure of accounts. Dad had to intervene again and help out the family business. Moreover, Lutsky later told journalists about this incident with his invariable humor. For him, everything he did was fun! He cheated the auctioneers – funny, didn’t pay taxes – even funnier!
At the same time, Maxim Lutsky invested in the insurance business: first in IC “Unity” (USREOU 31170195), and then in CJSC IC “Ukrainian Reserves” (25289272). In fact, this business was also run by his father and wife, who, along with computers, sold various insurances to universities. And at the very beginning of the 2000s, with the help of close acquaintances of his father, wife and Maxim himself, he managed to become closely involved with NAU. To begin with, they created NAU Systems LLC (30860000) at the university, now transferred to other persons, which was engaged in its computerization and connection to the Internet. Its director from 2002 to 2004 was Maxim Lutsky. Considering that NAU includes several institutes and colleges, a flight academy, etc., it is not difficult to guess that the company that monopolized the supply and maintenance of computer equipment there provided itself with very good profits for many years. And this was just the beginning of the process of turning NAU into the Lutsk family cash cow.

In 2004, having received a PhD with the help of his father, having saved up more money and tightened up all his connections, Maxim Lutsky received the position of NAU vice-rector for corporate governance. The position is unclear, but from that moment on, Lutsky began to fight for the right to have access to the budget and property of the university. And politics helped him in this.
Back in 2005, Maxim Lutsky participated in the by-elections to the Kyiv City Council as a majoritarian candidate, but was unsuccessful – even the generous distribution of food packages to grandmother voters did not help him become tired of being famous and popular. Having drawn conclusions, in the 2006 parliamentary elections, Lutsky simply bought himself a place No. 48 on the BYuT list (according to the Sobor party quota). As is known Skelet.InfoYulia Tymoshenko and Anatoly Matvienko always accepted any sponsors, as long as they paid. But for this reason, the BYuT faction has always been in first place in the number of defectors (or “carcasses”), and Maxim Lutsky became one of their first. As soon as the “Anticrisis Coalition” (PR+KPU+SPU) was formed in the Rada, Lutsky immediately joined it, leaving the ranks of BYuT.
For his political betrayal, he was generously rewarded: he received the position of chairman of the subcommittee on vocational education in the parliamentary Committee on Science and Education, and for dessert, the position of chairman of the control commission on privatization issues. And then his close friendship began with Dmitry Tabachnik, who in 2008 became the godfather of his youngest son Dmitry.

However, the “orange” opposition turned hostile against the “anti-crisis coalition” and a protracted political crisis began. Looking for legal reasons for the dissolution of the Rada, in April 2007, the congress of the Tymoshenko Bloc decided to resign the powers of the deputies of its faction. Then Maxim Lutsky, saving his mandate and currying favor with new patrons, came up with another “farmazon” scamonly now political. In June 2007, he announced that from the BYuT deputies who did not obey the decision of the congress to resign their mandates (mostly the same defectors) in the Rada, a new BYuT faction would be formed, alternative to the dissolved one and operating independently of the Tymoshenko Bloc. And although Yulia Vladimirovna called Lutsky’s idea a “clownade,” from that moment he became one of the most hated enemies of the “pro-Ukrainian forces,” however, not because of his political position (which Lutsky never had), but because of his meanness and fraud.
Maxim Lutsky’s idea did not work out from the fake BYuT factions, the parliament went to re-elections, but he received everything from his friends in the regions: he was appointed Deputy Minister of Education and Science (Stanislav Nikolaenko). He stayed in this position only until December 2007, but managed to do a lot – mainly to strengthen his position at NAU, where he returned in 2008 as the first vice-rector. And the big mess began!
However, it began even earlier: using his mandate and friendship with the regionals, and then the position of deputy minister, Lutsky took NAU under his close “tutelage.” Which was expressed in the fact that part of the money allocated to the university from the state budget was given to the companies of Maxim Lutsky and his partner Sergei Klimenko: Ligvis L LLC, Alfa Capital Group LLC (EDRPOU 36509981), UISC CJSC (33784181) and etc.

Lutsky did not limit himself to the theft of NAU money. In order to “legally” take away the university’s real estate, he used the “payment for services with property” scheme, typical of that time. So, in November 2007, the company “Ligvis L” received a contract from NAU for the construction of a parking lot, and as payment they were supposed to transfer part of the property of the university ATP on Simirenko Street. True, at first this scam fell through due to another change of power in the country, but then Lutsky nevertheless registered a piece of university real estate (about half a hectare) at Ligvis L. And the company immediately leased it to the Russian developer’s “Sport Life” network Dmitry Ekimovwhich built its own fitness center there. But the promised construction work for NAU Lutsk began only… in 2013!
Here’s another interesting case. In 2005, a large residential complex was built at Lebedev-Kumacha 5 (now Nikolai Golego Street) on university land. Apparently, Lutsky did not have time to get his hands on this enough, so in 2009, his and Klimenko’s company “Alfa Capital Group” signed an agreement with NAU on some kind of “reconstruction” at this address. And as payment, the company received 0.6 hectares of the yard of this residential complex – which in 2010 was illegally leased to the same “Sport Life”, which built a fitness center with a swimming pool there. Why is it illegal? Because only in 2012, and then through the court, Alfa Capital Group received full ownership of this land – which the aviation university lost forever. Moreover, in 2013, Ligvis L and Alfa Capital Group used these areas as a zoologist to carry out scams in Terra Bank…
The story of one “murder”
But Lutsk made good money from the construction of a residential complex on Mikhail Donets Street. The agreement on its construction was signed in 2007 by Maxim Lutsky, as Deputy Minister of Education, and the then rector of NAU Vitaly Babak. The developers were KP “Zhitloinvestbud” and FC “Toloka”: the first enterprise was headed by the scandalous construction corrupt official Vyacheslav Nepop for many years, but the second, according to Maxim Lutsky, then belonged to Sergei Onishchenko (Babak’s brother) and NAU Vice-Rector for Economic Affairs Yuri Simonenko. Moreover, Toloka was registered at the same address as the Lutsky-Klimenko enterprises: on Golego 5, where the NAU management formed a kind of office center for their companies.
Construction, or rather the subsequent distribution of residential complex area, was accompanied by such flagrant violations and scams that years later NABU took over it. The fact is that this residential complex was built on a plot (0.8 hectares) owned by NAU, according to the standard “land in exchange for apartments” scheme, and the university was supposed to receive 10% residential and 7000 sq.m. in the new building. retail and office space or monetary compensation in the amount of their value. But in the end, NAU received only 2.2%, that is, five times less than promised! “Just for show, they gave someone 10-20 apartments, mainly to the management,” Evgeniy Gaev, one of the NAU teachers, later said.

Maxim Lutsky came out of this story unscathed, since officially he would not have participated in the distribution of apartments. Unofficially, he oversaw this issue, and it is not without reason that his partner Sergei Klimenko owns several real estate agencies (Trajectory, Strategist, Mimino, M-Omega). However, what is interesting about this story is that already at the very beginning of the project, a big quarrel occurred between the swindlers. Namely: first, in the fall of 2007, rector Babak suddenly began to be accused of massive corruptionafter which he was fired from NAU. Nikolai Kulik became the new rector, very accommodating in his relations with Lutsky (in fact, his puppet).
In 2008, Lutsky, with the help of Kulik, returned to NAU as the first vice-rector, and immediately began a war with the vice-rector for economic affairs (supply manager) Yuriy Symonenko. Apparently, they did not share not only the apartments among themselves, since the war was very serious: Lutsky first got Simonenko fired, and then also sent him to a pre-trial detention center for seven whole years! Moreover, on an absurd and falsified charge.
