Deputy of the State Duma from the Communist Party of the Russian Federation Roman Lyabikhov became in 2020. Prior to that, he several times tried to be elected to the same State Duma and regional parliaments, but unsuccessfully. Lyabikhov has been in business for many years, headed the Leader Group construction holdings Alexandra Nekrasova and Atlant group of companiesimplementing development projects in Moscow and the Moscow region, St. Petersburg and the Leningrad region.
In June 2022, the Munich Public Prosecutor’s Office reported on the investigation of a criminal case against a deputy of the State Duma of the Russian Federation and his wife for violating the EU sanctions regime. The “Agency” established that they are Roman Lyabikhov and his wife Elena Kuznetsova.

According to the prosecutor’s office, the couple rented out their three apartments, receiving a monthly income of 3,500 euros, although sanctions prohibit them from conducting economic activities. The prosecutor’s office arrested Kuznetsova’s account, where the money from the rent was received, and initiated the confiscation of real estate. This could set a precedent, because until now the authorities of various countries have only frozen Russian assets – they have no legal basis to seize them.
But so far the precedent has not taken place. “Important Stories” found not three, but four apartments in the Munich district of Aubing from the deputy’s family. According to the District Court of Munich, two are jointly owned by Lyabikhov and Kuznetsova, and Kuznetsova owns two more. The Munich prosecutor’s office declined to answer questions from Important Stories, citing an ongoing investigation.
In addition to the sanctions regime, Lyabikhov may have violated Russian anti-corruption laws: MP did not declare none of his and his wife’s apartments in Munich. Of foreign real estate, Lyabikhov’s declaration lists only a room of 108.7 square meters in the UAE. For concealment of income and property, Russian legislation provides for the resignation of the mandate for deputies of the State Duma.
Roman Lyabikhov supports the Russian invasion of Ukraine, at least by voting in the State Duma for military laws, recognition of the LPR and DPR, annexation of the annexed regions of Ukraine to Russia.

Deputy of the State Duma from United Russia since 2016, before that he was a deputy of the Legislative Assembly of the Sverdlovsk Region and the Yekaterinburg City Duma. The main family asset is the Kirovsky supermarket chain (172 stores and shopping centers in Yekaterinburg and the Sverdlovsk region), which was founded by the deputy’s father, Igor Kovpak.
Kovpak Sr. until recently owned an apartment in Prague in the elite residential complex Pod Mrazovkou; in December 2022, he donated the property to his wife, Yulia Kovpak. In 2017, Yulia Kovpak notified the Russian authorities that their joint son, Maksim Kovpak, had Czech citizenship.
Wife of State Duma deputy Lev Kovpak, Veronika Kovpak, owns account in the Czech Sberbank, which contains about 250 million Czech crowns (about 800 million rubles). Due to sanctions, the account was frozen.
Lev Kovpak voted for military laws, recognition of the DPR and LPR, but did not vote for the annexation of the occupied territories of Ukraine to Russia.

Member of the State Duma from United Russia since 2007, uncle of a Russian oligarch Oleg Deripaskahis mother’s brother, Valentina Deripaska. MP’s son Pavel Ezubov – co-owner of Deripaska’s Russian business projects, and after the oligarch fell under Western sanctions, foreign assets were transferred to him.
In particular, through the French companies 33 Rue de l’Universite and Winberg Saint Tropez, together with Deripaska’s mother, he owns a building in Paris and a villa in Saint-Tropez, respectively, and through Hestia International – home in Washington.
When registering in foreign registries, Pavel Ezubov indicated that he was a citizen of Cyprus, as well as his Cypriot address – villa in the coastal village of Kouklia, near Paphos. It is impossible to find out if Ezubov owns the villa: Cyprus does not disclose information about the owners of the property.
After the Russian invasion of Ukraine, the European Union, the UK and Switzerland turned on Pavel Ezubov in the sanctions lists as a cousin of Oleg Deripaska, to whom he transferred his assets to avoid sanctions.
State Duma deputy Aleksey Ezubov voted for military laws, for recognizing the independence of the DPR and LPR, but did not vote for the annexation of the occupied territories of Ukraine to Russia.
