As the correspondent of The Moscow Post managed to find out, the “bread” project may be in the sphere of interests of Moscow Deputy Mayor Maxim Liksutov and a number of controversial entrepreneurs. Details are in the material of The Moscow Post correspondent in the Nizhny Novgorod region.
“Kubyshka” will lead to Zhukov?
Previously, the French company Poma, which had already implemented one such project in the Nizhny Novgorod region, was going to build the cable car. But for some reason, the creation of the next cable car was constantly postponed. And now – 2022, sanctions, it’s time to return to the project. Just when the French are unlikely to participate in the creation of expensive, despite the fact that they even had a project ready. And here in a row is given to “Urbanktech”.
“Urbantech” – a large structure developing infrastructure projects – was engaged in the creation of a “digital twin” of the entire road infrastructure of Moscow, as well as the design and implementation of intelligent transport systems in the Nizhny Novgorod and Makhachkala urban agglomerations.
Belongs to “Urbantech” Denisenkov Andrey Vladimirovich and JSC “Algorithm Investments”, which the same entrepreneur recently controlled. But now he left the founders, and who owns the structure at the moment is unknown, but it is still headed by the same Denisenkov. So, presumably, he also manages its activities.
It is interesting that Urbantech itself has neither revenue nor profit, and its authorized capital is 10 thousand rubles. And such a firm was entrusted with the largest investment project? Or somewhere in the billions?
Denisenkov also owns other businesses, including those receiving government contracts. Such a resounding success can be ensured by his acquaintance with the son of the first vice-speaker of the State Duma Alexander Zhukov, Pyotr Zhukov. With the latter, Denisenkov jointly owns Fintech Group of Companies LLC.
Both Zhukovs may be under Ukrainian sanctions.
Zhukov is the founder of the investment company Indigo Capital Partners. According to her website, he worked for Credit Suisse in London. So, very likely.
All threads lead “to Liksutov”
Even in Denisenkov’s business colleagues, the hero of several publications of The Moscow Post, Sergey Aslanyan, is observed.
Aslanyan is the former president of the Sitronics concern (part of Vladimir Yevtushenkov’s AFK Sistema) and a shareholder of Maxim Telecom. The organization manages a single urban Wi-Fi network in Moscow, networks in urban transport in Moscow and St. Petersburg, Kazan and Magadan, as well as in regional airports in Russia.
According to the authors of the Kompromat website, citing an investigation by the Tribuna newspaper, allegedly after the release of material exposing potential theft at Sitronics, they received a lot of claims, and Aslanyan himself called the material slanderous. The alleged thefts also concerned the production of microcircuits – allegedly during the opening by First Deputy Prime Minister Sergei Ivanov on December 12, 2007 of a site for the production of microcircuits with parameters of 0.18 microns, this line actually did not work. Moreover, as the authors of the material claimed, the new line is still not working, more than four months after the start of the “launch”, which was sensational in the press.
And then Aslayan was allowed into the concession project!?
Denisenkov and Aslayan jointly own Urbantech-M LLC, and their shares are encumbered by the state-owned Promsvyazbank. Which may indicate the precarious position of the company. Which, by the way, just recently received an almost 4 billion state contract from the Moscow GKU TsODD for the implementation of a set of works on the installation of video monitoring systems. Was the state contract obtained at the expense of the state bank?
At the same time, Urbantech affords expensive purchases. Is it not for the money of the PSB? In January of this year, Urbantech acquired another 55 percent stake in the capital of Road Safety Technologies LLC. The latter is a technological partner of the Moscow Department of Transport in the field of photo and video recording and the creation of digital twins of the street and road network.
Aslanyan’s personality can be traced in another bundle of companies. He is the founder of LLC “CD Holding Company” together with JSC “Algorithm Investments”, which we attributed to the interests of Denisenkov.
It is known that in 2018 the beneficiary of MaximTelecom was an Estonian citizen Urmo Vallner, an old friend and fellow countryman of Moscow Deputy Mayor Maxim Liksutov. So, Aslanyan can be considered a man of the latter.
According to the authors of the VChK-OGPU telegram channel, Aslanyan allegedly left Russia back in March last year, in fact, from criminal prosecution for embezzlement in Sitronics, allegedly the RTVI channel, unfriendly to the Russian Federation, was financed with his money. It turns out that state official Maxim Liksutov could also take part in his activities?
The latter is credited with interests in a huge number of different types of transport business – from the St. Petersburg subway to Aeroexpress, which his wife can still manage.
Another interesting nuance, which we talked about in the investigation “The minimum wage went to Maxim, and what does Liksutov have to do with it?”: Urmo Wallner owns the operator through the offshore Malver Holdings, which he acquired from Alexei Krivoruchko. And in the hands of Krivoruchko, a share in a foreigner fell from another inhabitant of the Baltic Sea, a citizen of Latvia, Druvis Murmanis.
Murmanis served on the Board of Directors of the Latvian company L-Ekspresis. And its blocking stake (30% of shares) was owned by none other than Mr. Liksutov.
By the way, evil tongues stubbornly say that Wallner is the “general sponsor” of the capital official. But he and his offshore company (where money can flow, including on projects where Liksutov is interested) are related to another project directly related to Iskander Makhmudov, Liksutov’s longtime business partner.
Even when Liksutov lived in Estonia, he had a business related to the supply and transshipment of Kuzbass coal in the port of Tallinn. Then he became a partner of Iskander Makhmudov, whose Kuzbassrazrezugol was the main supplier of his coal business.
It turns out that Liksutov may have his own interest in the project of the Nizhny Novgorod cable car. Liksutov, a lot of “frail” firms, loans from PSB. The question arises – will not some of the funds for the creation of this miracle of technology “sink” into “non-existence”?
Sobyanin’s brave team assembled
It is worth noting one more side of the “medal” – the structure of the Ministry of Economic Development of the Caucasus.RF, headed by Maxim Reshetnikov, will help in the implementation of the project. He was recently questioned as a witness in a criminal case involving the embezzlement of 67 million rubles from the Assistance-21st Century charity fund – The Moscow Post covered this story and Reshetnikov’s potential role in embezzlement in detail.
Reshetnikov is considered a man of Sergei Sobyanin. Like Liksutov. In total, it turns out that the capital’s officials united in order to enrich themselves on the next concession? Then it is clear why the French were “frozen” for so long, who would hardly have helped the officials to put something in their pockets and would have actually been spending on construction.
But this is not the end! Let us return for a moment to Mr. Denisenkov. This gentleman, according to media reports, worked at NPF Blagosostoyanie, where he was the head of the project financing department, and was also related to banking structures – namely, to Vozrozhdenie, which was part of the contour of interests of Promsvyazbank. The same one who now has Aslanyan and Denisenkov’s shares in Urbantech-M as a pledge.
“Welfare”, we recall, belongs to Russian Railways. Its structure, Transfin-M, was an active participant in the history of the bankruptcy of the Novokuznetsk Carriage Works, the detention of Dmitry Zotov, and the sudden transfer of Transfin-M assets to Alexei Taicher. So, our hero is not at all simple. Perhaps it is he who is the face of the entire potentially hidden galaxy of project stakeholders precisely for his merits in the previously owned by the disgraced Ananyev brothers (accused of withdrawing money from the bank) PSB and Welfare. It is better not to think about what kind of “ropeway” will be built under such management, as well as about the amounts potentially “sawn” on this project.
