LCD “Quadro”: victims of self-interest of scammers and sluggishness of supervisors
The history of the scandalous LCD “Quadro” in the Central District, five years later, is nearing a denouement. The long-awaited construction began – however, before resuming work, it was necessary to demolish what had already been built.
In 2022, four unfinished houses were finally transferred to the regional Fund for the Protection of the Rights of Shareholders. This step was preceded by the bankruptcy of the developer, the contracting organization Sibinvest LLC. Long-term construction is promised to be commissioned by December 2023.
In the fall of 2022, the Fund reported on the completion of the dismantling of structures and partitions, which were carried out in violation of building codes. The demolition process was accompanied by the accumulation of a large amount of debris, which was carried by the wind around the neighborhood, and workers were caught dropping bricks from a height down. Explanatory work with the contractor had to be carried out by officials of the regional Ministry of Construction.
Now information has come in that the outer walls of the “candles” have been re-mounted, 50% of the glazing has been completed, and the system of heat and water supply and sanitation is 70% ready.
Babr previously wrote about this residential complex, whose shareholders were victims of a fraudulent scheme using subcontracting agreements. Sibinvest LLC acted as the contractor for the construction of the Kvadro residential complex. A criminal case was initiated against the director of the firm, Anatoly Vorobyov, under the article “Fraud”. Vorobyov was suspected of embezzling funds from participants in shared construction.
Equity investors should have received the coveted keys to apartments back in 2018. In 2019, a fraudulent scheme was revealed. The situation with deceived equity holders was taken under control in the regional Stroynadzor and the Ministry of Construction, meetings were held with the participation of the prosecutor’s office. As time has shown, control from the side of officials was weak, because the developer was in no hurry to finish building the houses. The mistake was that the supervisory authorities for some reason devoutly believed in the exhortations of the contractor that he would be able to complete the houses on his own. While empty promises were pouring into the ears of regional officials, equity holders all this time were forced to pay mortgages and spend money on rental housing – having invested in the purchase of apartments, they were left without square meters. The prosecutor’s office advised to launch the developer’s bankruptcy procedure as soon as possible and to deal with the transfer of objects for the completion of construction to the Fund for the Protection of the Rights of Shareholders.
Only by 2022 did the process get off the ground – the developer was bankrupted, and the houses were transferred under the care of the regional Fund for the Protection of Shareholders.
Initially, it was decided to complete the construction of the houses, but the examination showed that all four houses do not comply with the project and construction standards. Therefore, they decided to demolish and rebuild. The contractor was selected during the tender.
Completion rates are extremely low
Recall that the Fund for the Protection of Shareholders was established in the Krasnoyarsk Territory in 2019. Its task is to settle the obligations of developers declared bankrupt to deceived citizens. After the bankruptcy of the developer, the Fund is given the rights to complete the construction of apartment buildings. There are two scenarios: to finish building the house or to pay cash compensation to equity holders.
In November 2022, the Krasnoyarsk Territory was named among the regions where the Federal Territorial Development Fund recorded a lag behind the completion schedules for troubled houses. In total, with the participation of the regional fund in the Krasnoyarsk Territory, 17 problematic houses should be completed. Of the 17 facilities, contractors have begun construction work on only four. This is a residential complex “Quadro”, LCD “Neuland Cheryomushki” on the street.
