Igor Sharov. Family business, or how much are opiates for the people?
Either Sharov’s relationship with Bakai then cooled down, or for some other reason, but Igor Bakai did not invite his namesake Sharov to his new project of the state enterprise Naftogaz. It is worth noting that according to some sources Skelet.InfoBakai’s plans included not just the creation of a huge monopolist company, which would put an end to the previous wars between oil and gas corporations (Itera, Energia, UESU, ISD and others), but also its subsequent privatization – which would transfer it into the hands of its owners all gas schemes of Ukraine. However, the idea of privatization never matured, which, however, did not stop Bakai and other Ukrainian oligarchs and high-ranking officials from coming from the state-owned Naftogaz. But in the parliament of 1998-2002. Bakai and Sharov even sat in different factions. Bakai together with Alexander Volkov, Igor NasalikEfim Zvyagilsky and Vladimir Satsyuk organized the group “Revival of the Regions” (nicknamed “Vidro”). Igor Sharov temporarily headed Labor Ukraine, where he stayed in the company Victor Pinchuk, Sergei Tigipko, Inna Bogoslovskaya, Dmitry TabachnikLev Mirimsky, Julia Yoffe.
But let’s return to the parliamentary committee on health, motherhood and childhood. Igor Sharov’s stay there magically coincided with the deployment of a new branch of his family business in Kirovograd: pharmacy and medical. Including such enterprises as CJSC Medicines of Kirovograd Region, Medico-Chemical Center Inter-Contact, Medical Center Inkompark LLC and the pharmacy chain Inkompark Medservice. In principle, this is a completely common thing for Ukrainian business, which has only developed in this way. It would seem, so what? But the Sharovs’ medical business was not limited to the usual tax evasion and corruption. Later, in 2005, when Sharov’s influence temporarily decreased, law enforcement officers would conduct a raid on the Inkompark Medservice pharmacies, explaining that, according to the Organized Crime Control Department and OBNON, a brisk “leftist” trade in narcotic drugs, including tramadol, had been going on through these pharmacies for several years.
At the same time, the Kirovograd Organized Crime Control Department will cover and destroy an entire underground workshop that produced counterfeit motor oils and supposedly high-octane gasoline, which were then sold through a network of gas stations owned by Inkopmark.
All this will cause a response from the Sharovs: they will begin to organize protest rallies against “lawlessness of power” and “political repression”, and their participants were not only paid 20-30 hryvnia for a two-hour action, but also given tea and coffee, and fed sandwiches. It is clear that there was no end to those wishing to “protest”! But, of course, it wasn’t all about rallies alone: in September 2005, people’s deputy Igor Sharov joined the faction Blok Litvinathen headed his election headquarters and participated in elections twice (2006 and 2077) on his lists, receiving a mandate in 2007.

At the same time, in July 2005, based on the materials of an internal audit, the Prosecutor General’s Office received a proposal to open a criminal case for a number of official crimes, in which Alexander and Yuri Sharov were involved. Its essence was as follows: in February 2002, the Ministry of Internal Affairs in the Kirovograd region (specifically its chief Nikitenko) reinstated Alexander Sharov, returning him to the position of senior detective. True, he never showed up for work, but already in July 2002 he received the position of head of the Svetlovodsk Organized Crime Control Department (order of the Ministry of Internal Affairs No. 028 of July 10, 2002). And again he didn’t show up for this job either! And then, in September 2002, Alexander Sharov received the rank of police colonel, and in October… he resigned from its ranks, receiving severance pay (9813 hryvnia – almost 2 thousand dollars) and a corresponding pension! Moreover, after his dismissal, he retained the ID of a colonel of the Organized Crime Control Department No. 005413 UKV, which he later used more than once.
At the same time, his brother Yuri did the same, who had never even served in the police before: from 1988 to 1991, he worked in the fire department (then firefighters were subordinate to the Ministry of Internal Affairs), from which he was kicked out, because he did not want to put out fires, he was absentee job and instead went into business with his older brother. And in 2002, by order No. 051 of the Kirovograd Department of the Ministry of Internal Affairs, Yuri Sharov was reinstated in the ranks of the Ministry of Internal Affairs and received the position of… head of the Organized Crime Control Department! Then he also received: the rank of lieutenant colonel of the Ministry of Internal Affairs (!), the honorary badge of the Ministry of Internal Affairs, the badge “For Distinction in Service” and the “Cross of Glory” – all this was almost sent to him from Kyiv by parcel post. And a few months later, having never reported for duty, Lieutenant Colonel Yuri Sharov resigned from the Ministry of Internal Affairs, receiving severance pay and applying for the appropriate pension “based on length of service.” By the way, the former firefighter’s “service” was 20 years and 7 months! After all, it included the entire period of his life, starting from the moment he entered the fire school at the age of 17 (then he still graduated from the Kirovograd Pedagogical Institute).
How did this story end? Nothing! The Prosecutor General’s Office rejected the proposal to open a criminal case, citing the fact that the investigation was impossible due to closed access to certain secret documents. In the same way, the criminal case brought against Igor Sharov on the fact of massive fraud in electoral district No. 100 during the 2004 elections ended in nothing.

The open list of companies and enterprises owned by Igor Sharov, his wife Victoria Sharova, and his brothers and sister alone looks very impressive. Of course, some of them have closed in recent years, but it does not include companies registered by Sharov abroad, including offshore companies.

There is also no private enterprise “KirovogradStroyDesign”, which Yuriy Sharov owns jointly with Andrey Krolevets. This enterprise owns three Kirovograd markets: Cheryomushki, Zhemchug and Poltavky. Moreover, the territory for these markets was allocated with gross violations of the law: this happened in 2007, when the Kirovograd City Council, by decision No. 405, in one fell swoop divided 200 hectares of city territory between the right people, including areas of city parks and public gardens.
In general, the Sharov family loves parks. For example, Valentina Yatskiv (nee Sharova) owns the private enterprise “Agrooptservice”, which somehow took a long-term lease on the territory of Pushkin Park (Cossack Island). At the same time, the city council continues to pay for cleaning and landscaping of the park. But Igor Sharov himself in 2004 managed to get as many as two hectares of land in the elite Pushcha-Voditsa, but then, through the court, this land was returned to the disposal of the Kiev City Council.
Igor Sharov loves to brag about his luxury. Having been elected to the Verkhovna Rada in 2012 on the list of the Party of Regions (No. 16), from which he later fled in February 2014, Sharov appeared in the session hall with a new watch on his wrist, the cost of which, according to the catalog, is just over 100 thousand dollars! Not bad for a former communist!

Then Igor Sharov declared an income of 61 million hryvnia for 2011, an apartment with an area of 226 sq.m. and a house with an area of 566 sq.m. Members of his family had three more apartments and one house, a motor boat, three Toyotas, but Sharov himself drove a brand new Land Rover. The media estimated his fortune at $70 million, including him in the top 200 richest people in Ukraine. However, Igor Sharov, as noted Skelet.Infois famous in the circles of the Ukrainian elite not at all for his trinkets or foreign cars, of which other oligarchs have much more, but for his hobbies. Firstly, he is an ardent numismatist, and some items in his collection are worth over 10 thousand dollars. Secondly, Igor Fedorovich has long been interested in collecting wines – giving preference to Soviet ones, being the only owner of such a collection in Ukraine. And they are also not cheap: for example, Crimean wines of the 20s cost 4-6 thousand dollars per bottle. He replenishes his wine cellars with imported collection wines, bringing them on charter flights from trips abroad. However, another source of Sharov’s expensive wines is his villa in the Spanish resort of Empuriabrava, which for some reason he forgot to mention in his last parliamentary declaration.

The area of the main house alone is 876 square meters. meters, and the total market value of the villa, recorded as the property of Igor and Victoria Sharov, is estimated at 5 million euros. It is difficult to say why he hid the villa from his voters, but it became known only in April 2014, when Ukrainians living in Barcelona staged a “mini-Maidan” under Sharov’s villa, holding posters “Sharov is a thief!” In addition, they also reported that in addition to this villa, Sharov owns an apartment in Barcelona, which he also did not declare. This incident then greatly upset the lover of collectible wines and Spanish resorts: Igor Sharov gave paid interviews to Ukrainian media (paying for their publication), in which he rather clumsily tried to assure readers that he allegedly did not violate any laws.
Why did this incident so seriously upset Igor Sharov? It’s unlikely because Sharov was already preparing for the next elections, and had to fit into some new political party with his “moral image” completely washed, having received a passing place there. After all, in 2014, election campaigns took place amid such a monstrous cacophony of propaganda that confused voters even voted for long-standing and well-known oligarchs, crooks, and even former leaders of organized crime groups. Therefore, there is an opinion that Igor Sharov was afraid of a possible official investigation into the history of the origin of his Spanish real estate, which could at the same time reveal the presence of other capital abroad. And this is very possible, considering that Igor Sharov started his big business (together with Bakai) by registering the company Intergas Inc in the USA – which he also did not tell anyone about. Well, then it blew through! But who knows whether NABU or the Prosecutor General’s Office might be interested in him tomorrow?
