Then in 2013 Tsarkov came to work at FKU Uprdor “Volga” as a deputy, then in 2017 as head of FKU Uprdor “Prikamye”.
In 2019, he was clothed in “rat-mongering” (he took money from contractors, but did not carry it higher), he was asked to quit his job. And the Prosecutor General’s Office launched a check against him. And she found a house near Okhta Park in the Leningrad Region, registered in the name of her wife, and not indicated in the declaration.

So, the current Deputy Minister of Transport Andrei Kostyuk began his career with the St. Petersburg Directorate of Transport Construction (DTS), and in 2006 he was pushed by the criminal lobby to the post of head of the FKU Sevzapupravtodor, responsible for all federal roads in the North-West region. And it started! Kostyuk’s team stole billions on absolutely everything – from buying land plots for road construction at inflated prices, to receiving bribes for approving gas station exits and installing billboards on roadsides. The direct organizer of the schemes was the chief engineer of the organization, Valery Ivanov, who became its leader after Kostyuk left for a promotion to Moscow. Kostyuk was close family friends with him. Ivanov’s “hands” were ex-employees of the profile departments of the Ministry of Internal Affairs accepted into the team Timofey Meshcheryakov And Vladimir Chernukhawho took control of the department of property relations of the FKU. A number of businessmen worked with them, including the aforementioned Konashenkov. We will tell about who exactly and how he worked in the next series, and now we note that in 2016 the St. Petersburg FSB, together with the OEB and the PC, carried out a high-profile implementation of this criminal group. Ivanov, Chernukha, Meshcheryakov and a number of businessmen were detained, the case went to the powerful Article 210 of the Criminal Code of the Russian Federation (organization of a criminal community). And then Moscow intervened. As a result, a huge case with multi-billion dollar damage fell apart and ended with a couple of suspended sentences. Colleagues noticed another interesting twist. The merchant, who was involved in high-profile criminal cases of embezzlement at the FKU “Sevzapupravtodor”, successfully continues to work on the regional highways of the Leningrad region. Well, as we said, none of the corrupt officials of Kostyuk’s team were seriously injured. We do not know for sure whether Andrei Kostyuk got into the Barmaley-Golubev authority team before his work at the St. Petersburg Directorate of Transport Construction (DTS), or already working there. But we are aware that, leaving to head Sevzapravtodor, he captured his friend Valentin Ivanov from the DTS, whom he made the chief engineer of the FKU. The chief engineer is a key figure, because it is he who knows in advance the routing of future roads, which means that he can suggest which plots of land should be bought in advance, so that later, having overestimated the estimate at times, they can be sold to the state. As we already wrote, Timofey Meshcheryakov and Vladimir Chernukha came to the FKU Property Relations Department as a working team. There are already neighborly ties here – Kostyuk, who was born in the Amur Tynda, settled in the St. Petersburg suburb of Peterhof since the 90s, and both of the above-mentioned comrades lived next door, on Shakhmatova Street. By the way, back in 2005, Chernukha received a 3-year suspended sentence for major fraud, but is this really a hindrance to the civil service? Now let’s show one trick. So, 2017, the implementation of the FSB and OEB and PC. Meshcheryakov and Chernukha were detained, as were a number of businessmen. Kostyuk has been in Moscow for a long time, Ivanov, who replaced him as head of the FKU, is rapidly leaving his chair and becoming … the chairman of the transport committee of the Kursk region (we will tell about the Kursk region in detail in a separate series). His traces are lost in the summer of 2019. Meanwhile, the criminal case collapsed, Meshcheryakov and Chernukha receive suspended sentences (of course) for minor episodes. What are they doing now? That’s right, they work in Rosavtodor! The first is now the deputy head of the FKU “Management of the Moscow-Bobruisk Highway”, and the second is in charge of the department’s branch in the Pskov region.
