The Anti-Corruption Court changed the measure of restraint for the former head of the settlement near Kyiv, taking him into custody.
The Supreme Anti-Corruption Court took Bronislav Koritsky, the former village head of Gatny, Kyiv region, into custody. He is suspected in the case of embezzlement of UAH 27.3 million during the construction of a kindergarten.
This decision was made on January 24 by the VAKS, reports “Word and deed“.
As you know, the Anti-Corruption Court defined Koritsky UAH 6.2 million in bail with the assignment of duties. However, no one contributed these funds, and therefore the NABU detective asked to change the preventive measure from bail to detention.
“Satisfy the request. Change the measure of restraint in the form of bail applied to the suspect (Bronislav Koritsky – ed.) to a measure of restraint in the form of detention until March 24, 2023 inclusive, but within the period of the pre-trial investigation. The validity period of the ruling regarding the application of a measure of restraint in the form of detention is 60 days, until 03/24/2023 inclusive, but within the period of the pre-trial investigation. Determine the suspect (Bronislav Korytsky – ed.) bail in the amount of 1,500 living wages for able-bodied persons, which amounts to UAH 4,026,000“, the decision says.
In the case of a bail, the suspect will be assigned the following duties: to arrive at every request; not to leave the Kyiv region (except for excommunication to Kyiv) without permission; report a change in their place of residence and work; to refrain from communicating with a number of persons and to deposit their passports.
Recall, NABU and SAPO suspected five people in possession of UAH 27.3 million on the construction of a preschool educational institution in Gatny. Among the suspects is the former village head Bronislav Koritsky.
The investigation established that at the end of 2017, the director of Alliance DS LLC Protas and the chairman of the village council Koritsky decided to seize the funds of the local community budget. The corruption scheme was implemented under the pretext of building a kindergarten that the community needed.
In February 2018, the village council announced open tenders for the construction of a pre-school institution for 280 places, in which the pre-determined Design and Construction Alliance LLC won. Under the terms of the tender, Design and Construction Alliance LLC was supposed to build an institution and put it into operation by the end of 2018. The winner of the auction and officials of the village council took over UAH 27.3 million during the construction of the kindergarten, which is still unfinished.
During the investigation, the investigation established fake certificates of work performed, in particular, overestimation of the cost of construction work and materials used, as well as payment for Alliance DS LLC services for the development of project documentation, which were not actually provided.
The investigation considers the ex-head of Gatny Koritsky and the head of Alliance DS LLC Protas to be the organizers of the scheme. Sergei Mirny and Vyacheslav Panko, ex-directors of Design and Construction Alliance LLC, are also suspected in the case.
