The scandal around the Khiloksky market developed – a non-core company that, through dumping, received a contract for the development of sanitary protection zones of the Kleshchikhinsky cemetery, disrupted its execution. The demolition of the market is delayed. On what field did the Zharskys play?

The Nizhny Novgorod-based company Veta failed to fulfill the municipal contract for the development of sanitary protection zones at the Kleshchikhinskoye cemetery for four months. The authorities of Novosibirsk unilaterally terminated the contract, choosing another contractor. Farewell to the Khilok market has been temporarily postponed. The Nizhny Novgorod appraiser entered the auction for the development of sanitary protection zones of the Kleshchikhinskoye cemetery and disrupted the execution of the municipal contract. What goals did Veta pursue?

The situation with the Khiloksky market escalated in 2021, when the prosecutor’s office won a lawsuit to invalidate the inaction of the mayor’s office. It was about the absence of real boundaries of the Kleshchikhinsky cemetery, the territory of which consisted of several small plots of land. After the plots are united, the sanitary zone around the cemetery will also increase. Because of this, the territory will also grow, where it is forbidden to place objects of trade, residential buildings and other buildings. This may cause not only some residential buildings, but also the Khilok market to disappear from the city map.

But even after the court’s verdict, the problem with the cemetery and the Levoberezhny training ground located not far from it was not resolved. Then, in July 2022, the regional Investigative Committee opened a criminal case on the grounds of a crime under Part 1 of Art. 238 of the Criminal Code of the Russian Federation (“Provision of services that do not meet the requirements of the safety of life and health of consumers”).

The reason was the failure to establish sanitary protection zones. The investigation of this case continues and is taken under control in the central office of the Investigative Committee of Russia. It is known that in February 2023, after a video meeting with the residents of Novosibirsk, the head of the Sledkom Alexander Bastrykin instructed to interrogate officials of the Novosibirsk mayor’s office because of problems with the Khilok market. The names of the defendants in this case have not yet been disclosed.

In September 2022, the mayor’s office finally announced a tender for the provision of services for the development and approval of a project for sanitary protection zones (Kleshchikhinskoye public cemetery in Novosibirsk) with an initial price of 1.432 million rubles. Three companies took part in it, but the customer, represented by the Department of Investments, Consumer Market, Innovation and Entrepreneurship of the Novosibirsk City Hall, gave preference to the one that requested the least for its services – 519 thousand rubles.

The winner, with whom a contract was signed at the beginning of October 2022, was the Nizhny Novgorod appraisal company. At the same time, it is absolutely far from the lot itself in profile.

Having bought the municipal contract, OK Veta LLC did not fulfill it. On February 9, 2023, the customer officially notified the contractor about the unilateral termination of the contract. The date of termination of the contract is February 20, 2023, the reason is “failure to fulfill obligations under the contract.” At the end February 2023, the department chose another contractor based on the results of a new tender.

The contract itself has risen in price to 1.2 million rubles. The Irkutsk company “Environmental Support for Enterprises and Business” by Alexandra Bronich, established in 2020, became the contractor.

Any conflict always has two sides. The history of the Khilok market is no exception. If everything is clear with the owners of the market – they want to keep their assets, then the second party, or one might say an interested party, is the direct competitor of Khiloksky, the Mandarin agro-industrial distribution center located next door in Verkh-Tula. Its investors were businessman Eduard Taran, who has not needed to be introduced for a long time, and his business partner Alexander Khakimyanovich Kayumov. The latter also had a common business with the former deputy of the city of Kuibyshev arrested in 2012 and then vice-president of the local kickboxing federation, Mikhail Kolmogorov. The Vesti television company then reported that the defendant was suspected of involvement in a series of murders committed back in the 90s and recently, and his real name could be Chebotaev (“Chebotar”).

Let’s analyze all the parties to the conflict and their connections in more detail.

In one of the corners of the “ring” – LLC “TC Khiloksky” (the assignee of the same name CJSC). The company was established in December 2021 through the reorganization of its successor, which was created in much the same way. The history of the creation of the Khiloksky market in an interview with the VN.ru website in 2000 was told by Alexei Alexandrov, who then put forward his candidacy for the city council elections. He said that the Khiloksky market was organized in 1994, and the great merit in its organization and formation, undoubtedly, belongs to the director Anatoly Zyablov. About Khiloksky, the future deputy of the Legislative Assembly of the Novosibirsk Region of several convocations at once Alexandrov spoke then as about his own asset.

Today, it is Zyablov who is the official main owner of Khiloksky, he also acts as a director. The owner of the remaining 12% is Valery Masko.

Aleksey Aleksandrov retains an asset on the territory of the market – Archi Security Company LLC (the main owner is Vladimir Koplik), in which Zyablov and Masko previously had a share. Alexandrov was also the chairman of the non-profit partnership for the protection of the legal rights and interests of suppliers of fruits and vegetables (liquidated in 2017). Since November 2021, Aleksandrov has also been the chairman of the newly created regional public organization “Union for Support and Development of Wholesale and Retail Markets of the Novosibirsk Region”, which also indirectly indicates that he has not lost interest in Khiloksky’s activities.

In addition, the Archi company, together with ZAO TC Khiloksky, were co-founders of the Nash Day charitable foundation, as well as another asset of Aleksandrov, the Sibir-N company. Yegor Alekseevich Aleksandrov, as well as Dmitry Anatolyevich Zyablov, and Viktor Oleksyuk, director of the security company Archi, now have a share in the latter’s successor. There is also a certain Yana Kayumova (isn’t she a relative of Taran’s business partner, especially since they have the same middle names?).

The connections of the regional deputy of several convocations Alexandrov are quite extensive. For example, he was a co-founder of the fund for supporting social initiatives “Unity”. It was created jointly with the former regional deputy Nikolai Khvan, the president of the Russian Olympic Committee, Lieutenant Colonel Stanislav Pozdnyakov. It is also noteworthy that, together with the municipal autonomous institution of Novosibirsk “Novosibirsk Center for Higher Sports Excellence”, Aleksandrov and a number of other persons acted as co-founders of the Foundation “Municipal Sports Development Fund” Leader “.

But much more remarkable is another “thread” leading to Aleksandrov. Perhaps she will answer the question of where the Nizhny Novgorod Veta came from in the Novosibirsk tender.

So, Alexandrov was a deputy of the Novosibirsk Legislative Assembly of three convocations. And all three times, Igor Umerbaev was a deputy with him, whose Alexandrov is still listed as a friend in his personal account on the Vkontakte social network. Both Umerbaev and Alexandrov graduated from the Novosibirsk Higher Military Command School of the USSR Ministry of Internal Affairs.

Umerbaev is also listed on the website of the “All-Russian Council of Local Self-Government” as the head of the executive committee of the regional branch of this organization. According to Rusprofile, in the Nizhny Novgorod region, the chairman of the regional council of this council is the senator (representative of the Legislative Assembly of the Nizhny Novgorod region) Alexander Weinberg.

Weinberg, whom the Nizhny Novgorod media call one of the main actors in the “Nizhny Novgorod political movement”, together with Mikhail Barkovsky, a deputy of the Nizhny Novgorod City Duma of the fifth convocation, co-founded the housing cooperative “Affordable Housing”. And one of the four co-founders of this housing cooperative was Dmitry Zharsky, co-owner and director of Veta Appraisal Company LLC, which got into the history of the Khilok market in Novosibirsk, but did not fulfill the contract affecting it. Not only the thread is interesting here to deputy Alexandrov through Umerbaev, but also the fact that Barkovsky was also a co-founder of the NP Association of Nizhny Novgorod Agricultural Producers.

By the way, Weinberg is also a lawyer, he graduated from the Nizhny Novgorod Academy of the Ministry of Internal Affairs of Russia and was a co-founder of the Nizhny Novgorod branch of the Association of Lawyers of Russia. And here it would not be superfluous to recall that the interests of the Veta company in the courts are represented by the Moscow law firm Delcredere, which (what a coincidence!) Participates in the events of the very association whose branch was established by Weinberg, associated with the Zharskys.

Recall that the Moscow City Bar Association “Delcredere” was established by four individuals, including Alexandra and Igor Maidannik, as well as Olga Renova, whose data match those of the daughter of the former First Deputy Minister of Justice and former Deputy Chairman of the Supreme Arbitration Court Eduard Renov. Alexandra Maidannik is the managing partner of Delcredere, and her husband Igor advises the management of Transneft on legal issues. Has government contracts with Transneft and Delcredere itself.

Earlier, the media found out that Delcredere had the same address and phone number as the law firm Interlegalservice. The founders of the latter were Larisa Kalanda and her daughter Alina, who worked in the legal department of Transneft. Alina Kalanda is a member of the Council of the Moscow Regional Branch of the Association of Lawyers of Russia.

Another interesting fact: Dmitry Zharsky from “Veta” was a co-founder and director of KKKG “ISSK”. Among the co-founders, a certain Evgeny Aleksandrovich Tokarev was also noted (is it not a relative of the head of the Transneft corporation Nikolai Tokarev). In addition, Mikhail Barkovsky, already known to us, was noted in the creators of this business.

As we can see, the Zharskys have a fairly extensive business, but almost all of it is based in the Nizhny Novgorod region and partly in Moscow. And in Novosibirsk, “Veta”, it seems, was brought by a tailwind, the direction of which could be set by certain gentlemen.

Interested parties: what does Taran have to do with it?

The main competitor of the Khilok market is the Mandarin agro-industrial distribution center created by businessman Eduard Taran and his business partner Alexander Kayumov. That is, after the closure of Khiloksky, clients, and hence the financial flows from all possible transactions, will go to this competitor, therefore, the owners of the asset can be safely called the second interest in this story.

In 2019, the Kommersant newspaper named Taran and Kayumov as the investors of Mandarin. Today, the Interregional Agro-Industrial Distribution Center (IARTS) is owned by Siberian Spaces LLC and Eurasia Siberia Plus LLC. The latter is registered in Chechnya and has been among the owners since September 2022, when the conflict over the Khilok market was in full swing. At the same time, the Novosibirsk Eurasia Siberia LLC, which belongs to the Clean Country LLC of Eduard Taran and Viktor Leikus, left the number of owners, earlier Kayumov was among the co-owners.

The Siberian Spaces company is owned by Oleg Yarovoy and Investsibir LLC (80% stake). Until March 2022, Taran personally appeared among the owners. Now he is not the owner, but Investsibir belongs to the Cypriot offshore PARSCON INVESTMENTS LIMITED, whose beneficiaries are not disclosed. Prior to this, among the owners of Investsibiri was Igor Misko, who had common business interests with Taran through Glass Coatings LLC.

It would seem that Taran severed legal ties with the Mandarin. That’s just the new owner of the MARC – LLC “Eurasia Siberia Plus” is headed by his business partner Viktor Leykus. He was also a co-owner of Eurasia Siberia Plus, but since March 2021 this company is legally owned by Ilman Saykhanov. The latter owns the Vershina company in Chechnya (an intermediary in the real estate market) and the Moscow company Stolp from the same sphere. Both companies demonstrate very, very modest results of their activities, which may indicate the creation of their “in reserve”.

In addition, new faces have appeared among ISRC business partners. Thus, in July 2022, the IARC established a new subsidiary – Agrocomplex Asia-Siberia LLC. The Bashkir LLC Uzavtomotors CIS, owned by Mukhsinjon Muzaffarovich Rakhimov, became the co-owner of this LLC. The latter is the owner of the machine-building LLC Inmash Concern. that this plant is seriously engaged in the import substitution program and is the successor to the plant of high-precision machine tools in Sterlitamak.

From all this, one gets the impression that Taran simply hid the ends in the water, legally remaining aloof from the story around the Khilok market, but in fact? After all, the beneficiary of the offshore is not disclosed. Few people are hiding behind him. And given Taran’s love to recruit former officials to his companies, the desire to remain in the shadow of the scandal is quite understandable. What if you have to bring up old connections? Not for nothing that Bastrykin a month ago demanded to interrogate officials of the mayor’s office in the case of the Khiloksky market.

In general, the story around the Khilok market turns into a detective story with elements of the theater of the absurd. The same failure of the contract for the sanzan of the cemetery is similar to outright sabotage, from which the ears of one of the interested parties are visible. And what other unexpected personalities will be involved in this story, which has already interested the Investigative Committee, one can only guess and wait. Sooner or later, all the defendants will surface, at least in the same criminal case.
